School Safety Forum Held by Florida Senators Highlights Prevention, Security

Education Week logoWashington, DC — A school safety forum on Capitol Hill hosted by Florida’s U.S. senators focused on how to help students head off threats from their peers, and on improving security measures for schools, among other topics.

Sen. Bill Nelson, a Democrat, and Sen. Marco Rubio, a Republican, also used the event here on Wednesday to tout their support for having the federal government offer states incentives to adopt “red flag” laws that prevent those who represent a threat to themselves or others from accessing or purchasing firearms, while preserving legal protetions for those individuals. Rubio and Nelson introduced a bill to this effect, the Extreme Risk Protection Order and Violence Prevention Act, last month, after the school shooting in Parkland, Fla.

Advocates and public officials also emphasized the importance of communication at various stages to help address school violence, from making it easier for students to share their concerns with adults, to helping law enforcement respond to violent incidents more quickly.

Nicole Hockley, whose son was murdered at Sandy Hook Elementary School in Newtown, Conn., in 2012, highlighted the “Start With Hello” training program that helps children communicate with each other about their difficulties. The program is run by Sandy Hook Promise, a nonprofit group led by Hockley that works to prevent children from violence. “It sounds so simple. But the best programs are,” Hockley said.

And Indiana officials attending the session pointed to a school that’s become a model for new security measures, from bullet-resistant classroom doors to smoke bombs that can fill a hallway and disorient a school shooter. (The latter clocks in at a cost of $400,000.) Indiana Attorney General Curtis Hill said the state has emphasized “what we can do to harden our schools, but not make them a prison.”

In expressing interest in creating national school safety standards, Rubio pointed to the Americans With Disabilities Act that created national building standards to address the needs of people with disabilities. While he said the analogy to gun violence and school safety isn’t perfect, “It’s an indication of where federal policy could help over time.” He also expressed an interest in making it easier somehow for school leaders to discover “best practices” for safety, so that “they can hear from one another about what other places are doing…”

Education Week logoFor two decades, as part of repeated research studies, thousands of participants from diverse backgrounds have watched the same video of college students playing basketball in a circle. Participants are told to count how many times the students wearing white shirts pass the basketball. Stunningly, roughly half of the participants become so distracted trying to count the passes that they completely miss something extraordinary: a student dressed in gorilla suit who walks into the middle of the scene and thumps her chest before walking out of the frame nine seconds later.

In the world of neuroscience, this phenomenon of being oblivious to the obvious is called “inattentional blindness.” This occurs any time we as human beings fail to notice a fully visible but unexpected object because our attention was on another task, event, or activity.

Inattentional blindness is an important concept to keep in mind now that the 2017 National Assessment of Educational Progress results for reading and mathematics for 4th and 8th grades have been released.

As many feared, results were extremely disappointing across the board. Nevertheless, there are already reams of analysis of certain subgroups highlighting the stubborn achievement gaps within the mesmerizing categories of students’ race and family income. For example, despite the fact that only 37 percent of all 4th graders were at or above “proficient”—further evidence that poor reading performance crossed all racial boundaries—the dominant reaction to the scores continues to focus on the black-white achievement gap…

Education Week logoU.S. Secretary of Education Betsy DeVos is approving plans that fly in the face of the Every Student Succeeds Act’s protections for vulnerable children, according to more than a dozen civil rights groups, including the Leadership Conference on Civil and Human Rights.

The groups sent a letter Tuesday to Democratic and Republican leaders on the House and Senate education committees asking them to tell DeVos to stop approving “unlawful” plans.

“We call on you to fulfill your role in ESSA’s implementation and to correct the Department of Education’s flawed approval of state plans that do not comply core equity provisions of the law,” the groups wrote to Sens. Lamar Alexander, R-Tenn., and Patty Murray, D-Wash., as well as Reps. Virginia Foxx, R-N.C., and Bobby Scott, D-Va.

This is far from the first time that the civil rights community—and Democratic lawmakers—have questioned DeVos’ approach to plan approval. The Alliance for Excellent Education, one of the 17 groups that signed off on the letter, put together a legal brief questioning whether some of the plans that DeVos has approved meet ESSA’s requirements. And both Murray and Scott have written letters to DeVos saying she is flouting the law.

The four leaders plan to meet with DeVos at some point to discuss Democrats’ concerns with plan approval.

Education Week logoPresident Donald Trump has pledged in the past to either eliminate or dramatically scale back the U.S. Department of Education—but he’s ended up signing a spending bill that increases the department’s budget to the largest number in its history.

The new spending level approved by Congress, after months of delay, amounts to a broad rejection of the more-austere budget proposal released last year by Trump and Secretary of Education Betsy DeVos. The president and the secretary sought to eliminate some department programs and cut back others, and create two new major school choice initiatives.

The fiscal 2018 spending bill Trump signed into law last month includes a $2.6 billion increase for the Education Department over fiscal 2017 levels. Included in the new budget for the department is a $300 million increase for Title I, the federal program earmarked for students from low-income backgrounds, up to $15.8 billion, as well as increases for programs dealing with students with disabilities and for career and technical education.

In addition, the budget preserves a $2.1 billion program for educator development, which the Trump administration’s fiscal 2018 budget request had proposed eliminating. Funding for after-school and a Title IV block grant that the Trump budget also sought to eliminate was increased as well…

After every school shooting, we ask how the horrific tragedy happened and whether anything could have been done to prevent it. In the aftermath of the Parkland, Fla., shooting, it came to light that law-enforcement officials had not followed up on a tip they received in January about accused perpetrator Nikolas Cruz’s concerning behavior. We are not asking the right questions soon enough. Did anyone see warning signs? Could anyone have taken action?

For every tragedy, there are many more instances of averted school violence that don’t make the news beyond the affected school district. The higher ratio of averted vs. successful acts is known as the “near miss” concept. For many years, incident prevention has informed best practices in the reduction of aviation, fire, and medical injuries and fatalities.

That’s why the Police Foundation, a national nonprofit organization with a mission to improve policing through innovation and science, began tracking incidents of averted school violence in a national database. The project began in 2015 and is funded by the National Institute of Justice and the Office of Community Oriented Policing Services, which are both housed in the U.S. Department of Justice. Through careful study and analysis of a sample of averted incidents, the foundation has identified valuable lessons in attack prevention. This work should prompt schools to revise safety policies, procedures, and training to respond more effectively when the threat of an incident arises.

America’s high schools rarely offer a warm cocoon for our youths, secluded from pressing social ills. Neighborhood disparities deepen wide gaps in learning. The cowardice of pro-gun politicians leads to bloodshed inside classrooms.

President Donald Trump chose Easter Sunday to again vilify the children of immigrants, falsely claiming that dangerous “caravans” of immigrants are crossing the border to take advantage of the Deferred Action for Childhood Arrivals program. This follows the president’s implications earlier this year that young immigrants were fording the Rio Grande River simply to join the cross-border gang MS-13 and infiltrate our schools.

The future of DACA, which covers less than a quarter of the 3.6 million undocumented residents who arrived before their 18th birthday, remains uncertain. Last month, the U.S. Supreme Court declined to hear an appeal on the Trump administration’s attempt to unilaterally end the program, leaving DACA recipients in limbo as the legal battle works its way through the lower appeals courts. That didn’t stop Attorney General Jeff Sessions from traveling to California to warn city officials they cannot provide safe sanctuary for these youths…

But students are pushing back against Trump’s efforts to inject fear and prejudice into the nation’s high schools. Hundreds walked out of Stephen F. Austin High School in Houston last month, after Dennis Rivera-Sarmiento, a senior, was detained by U.S. Immigration and Customs Enforcement officials.

The Ronald Reagan Presidential Foundation and Institute has an event on April 12 in Washington, D.C., that will explore that question.

The Reagan Institute Summit on Education will feature seven former secretaries of education, including Bill Bennett, who served under President Ronald Reagan; Lamar Alexander, who served under President George H.W. Bush; Richard Riley, who served under President Bill Clinton; Margaret Spellings, and Rod Paige, who served under President George W. Bush; Arne Duncan and John King, who served under President Barack Obama.

Condoleezza Rice, who served as President George W. Bush’s secretary of state, and Janet Napolitano, who served as President Barack Obama’s Homeland Security Secretary, will also be speaking.

Following the Marjory Stoneman Douglas High School mass shooting, courageous and inspiring students around the country are demanding action, refusing to believe that we can do nothing to stem America’s gun violence epidemic. In stark contrast, U.S. Secretary of Education Betsy DeVos has responded with plans to chair a new task force on school safety that will, among other things, consider the wholly nonresponsive goal of repealing Obama-era discipline guidance.

The departments of Justice and Education, whose civil rights units we had the privilege to lead during the Obama administration, crafted the 2014 guidance documents that are now under attack. Intended to help schools serve students more effectively, the guidance explains long-standing federal law prohibiting racial discrimination in school discipline and concretely outlines how schools can satisfy this law while maintaining classroom peace. The guidance makes clear to school administrators and communities what the law is and how to apply it to treat all students fairly. In addition, the guidance provides practical resources to reduce disparities in exclusionary discipline and improve school climate, including a 50-state compendium of laws related to school discipline. A best practices document highlights alternatives to out-of-school disciplinary techniques that work to maintain classroom peace. The goal was simply to ensure that all children have a chance to learn and thrive.

The reality is, many American schools have a problem: separate and unequal discipline practices that discriminate on the basis of race. We know from careful investigations we oversaw at the departments of Justice and Education that children of color and those with disabilities often receive harsher disciplinary interventions than their white and nondisabled counterparts—for the same offenses. In one investigation, school staff could not identify nondiscriminatory reasons for racially different disciplinary treatment of students in more than a quarter of the files investigated…

Education Week logoAt Marjory Stoneman Douglas High School, students walk daily past a quote painted high on an exterior wall: “Be the change you wish to see in the world.”

After 17 classmates and staff members died in Feb. 14 mass shooting at the Parkland, Fla., school, some Stoneman Douglas students took that quote to heart. Less than than 24 hours after they were huddled in darkened classroom closets waiting for police to escort them to safety, they planted the seeds of a national movement that takes center stage Saturday at the March for Our Lives, when half a million people are expected to gather in Washington, D.C., to call for more restrictive gun laws.

Student organizers around the country have planned more than 800 coordinating events to coincide with the Washington march, including at least one in every state and on six continents. They estimate the events collectively could draw a million people.

But it remains to be seen if all the enthusiasm, and the coinciding media coverage, will lead to real policy change, especially on the federal level. There’s still a powerful gun lobby, the youth activists have ambitious policy demands that lawmakers have failed to pass many times before.
