Holmes TYCAM Leadership Positions and National Science Foundation Grant

When the Two-Year College English Association of Mississippi held its annual conference on Sept. 21, Holmes Community College Goodman campus professors Jessica Brown, William C. Moorer and LaShonda Levy accepted leadership positions with the association. Brown and Moorer will serve two-year terms as co-chairs, and Levy will serve as Holmes’ representative on the executive committee.

TYCAM, a Two-Year College English Association-Southeast affiliate and part of the National Council of Teachers of English, provides resources to help further English teaching methods and practices in Mississippi’s community colleges. Presidents of those schools and the Mississippi State Board of Community and Junior colleges support it.

In their positions as co-chairs, Brown and Moorer will have the responsibility of planning and running TYCAM conferences and textbook publications. Levy will serve as the liaison between Holmes’ English faculty and TYCAM, and will also work with the executive committee to run the annual conferences.

Brown, Moorer and Levy teach composition, as well as developmental English and reading at Holmes. Brown, co-chair of the college’s English department, also teaches American literature. Moorer, who also teaches creative writing, is the director of the Goodman Writing Center and has served as Holmes’ TYCAM representative on the executive committee since 2012. Besides composition and developmental English and reading, Levy teaches African American literature.

Four State Universities to Share $20 Million NSF Grant

Jackson State University announced on Sept. 19 that it will be partnering with Mississippi State University, the University of Southern Mississippi and the University of Mississippi to establish the Center for Emergent Molecular Optoelectronics, an interdisciplinary, multi-institutional materials research program. MSU will serve as the project’s administrative lead, and USM will serve as the science lead.

The center will focus on collaborative research in optoelectronics, energy and biotechnology, especially in relation to the study of organic semiconductors, or solid, nonmetallic materials that exhibit electrical conductivity.

Federal Flash: Are States Shirking ESSA Responsibilities?

Are states shirking their responsibilities around two of the Every Student Succeeds Act’s (ESSA) most important provisions for historically underserved groups of students? A new analysis says yes. Federal Flash delves into the findings, plus a Senate education committee hearing on ESSA implementation and the latest on the bill funding the U.S. Department of Education. 

A new Alliance for Excellent Education (All4Ed) analysis finds that many states are not fully implementing the letter–or the spirit–of the Every Student Succeeds Act or ESSA. All4Ed released the analysis ahead of a Senate education committee hearing on ESSA implementation, which we’ll cover later in this post.

All4Ed previously created “ESSA Equity Dashboards” for most state ESSA plans. These dashboards assess states on fourteen equity-focused policies in the law. In terms of actual outcomes for kids, however, not all of our indicators are created equal. That’s why our new analysis summarizes the two most important equity policies from the dashboards: (1) inclusion of subgroups in school ratings and (2) definitions of “consistently underperforming” subgroup used to identify schools for targeted support.

Unfortunately, the results are mixed, with many states at risk of masking the performance of historically underserved students.  In other words, a school could receive an A rating, but have a graduation rate for African American or Latino students of only 60 percent – which is hardly an A. And in many states, low-performing students may not receive the assistance they need to excel because their schools are not identified for support.

Specifically:

12 states are red because they don’t include subgroups of students in all school ratings. Another 23 states get a yellow because they don’t include all of ESSA’s subgroups in ratings or are at risk of obscuring subgroup performance on school report cards. Just 17 states get a green rating for including all ESSA subgroups in all school ratings.

On the second indicator, 16 states are red because they are at risk for under-identifying schools for targeted support. 30 states earn a yellow because students will likely need to fail across multiple indicators before the school is identified for support. In other words, it won’t be enough for a subgroup to simply be below grade level in reading. Students would need to struggle in reading, math, and other areas before being identified.  Only 6 states get a green for using a definition of consistently underperforming where subgroups receive support if students are struggling on a few key measures – like achievement and/or growth.

These two issues – school ratings and school identification – were major concerns raised by senate democrats in this week’s committee hearing.

But ESSA accountability wasn’t the only issue raised. Democratic senators called on Secretary Betsy DeVos to use her authority to prevent states from using federal funds for guns. Republican chairman Lamar Alexander, while he dislikes the idea of arming teachers, said states have the flexibility to use funds under Title IV of ESSA as they see fit.

Finally, the fiscal year 2019 funding bill for the U.S. Department of Education and several other agencies passed both chambers of Congress this week and President Trump has said he will sign it.

This is the first time since 1996 that the bill funding for the Department of Education has been signed into law before the start of the new fiscal year. This is notable because it allows states, districts, and schools to know what funding they will have for certain education programs prior to the beginning of the fiscal year.

Education Week logoDespite past pledges to shrink or eliminate the U.S. Department of Education, the spending bill that President Donald Trump signed into law provides a small boost to the department’s budget for this fiscal year.

The increase of $581 million for fiscal 2019 brings the Education Department budget to roughly $71.5 billion. It’s the second year in a row Trump has agreed to boost federal education spending—last March, Trump approved spending levels that increased the budget by $2.6 billion for fiscal 2018.

The spending deal for fiscal 2019, signed late last month, includes relatively small increases for Title I (the main federal education program for disadvantaged students), special education, charter schools, career and technical education, and other programs. Although fiscal 2019 began on Oct. 1, the agreement mostly impacts the 2019-20 school year.

In addition to Education Department programs, funding for Head Start—which is overseen by the Department of Health and Human Services—now stands at $10.1 billion, a $240 million increase from fiscal 2018. And Preschool Development Grants, also run by HHS, are level-funded at $250 million.

Education Week logoBy most analyses, schools across the country are as segregated today as they were during the Civil Rights era. Both racial and economic segregation are growing. And for many young people of color, when the two come together, it usually means less access to great teachers and challenging classes, and a greater likelihood of being held back or suspended. The percentage of public schools where between 75 to 100 percent of students are both poor and Black or Latino has nearly doubled since 2000, according to a 2016 report from the U.S. Government Accountability Office.

For district and school leaders, taking on segregation might seem like a daunting, if not impossible, task. After all, school integration efforts in the United States have had a winding and tortuous history. Policies have been tried and failed or abandoned; court mandates have been issued, and undone.

“Students who attend majority high-poverty schools are less likely to go to college and more likely to drop out of high school. I’m living proof of this.”

However, integration must be part of a leader’s plan to address inequities in her schools. Growing up, I went to schools where almost all my classmates were children of color like me. I dropped out of college, completely unprepared for the academic rigor, and took years to muster the courage to make my way back to the university.

Contrast that with racially and socioeconomically integrated schools, where research has found smaller achievement gaps between students of color and their white classmates compared to similar more segregated schools.

A spirit of hope and change hovered over the S.H.A.P.E. Community Center in Houston’s historic Third Ward community Thursday, November 15th, as dozens of engaged parents, educators, elected officials and community members were on hand at the Black Parents’ Town Hall Meeting on Educational Excellence, where a lively discussion about the state of education for Black children in the Greater Houston area took place.

The event was made possible by the Bill and Melinda Gates Foundation, who partnered with the National Newspaper Publishers Association (NNPA) to create a three-year, multi-media public awareness campaign focusing on the unique opportunities and challenges of The Every Student Succeeds Act (ESSA). ESSA, which reauthorized the Elementary and Secondary School Act (ESEA) and replaced No Child Left Behind, received bipartisan support and was signed into law by President Barack Obama on December 10, 2015. The regulations are administered by the U.S. Department of Education and went into effect on January 30, 2017.

Under ESSA, states across the country adhere to more flexible federal regulations that provide for improved elementary and secondary education in the nation’s public schools. The law also ensures that every child, regardless of race, income, background or zip code has the opportunity to obtain a high-quality education.

By raising awareness of ESSA policies, the NNPA, which is a national trade association of approximately 211 Black and women-owned U.S. media companies with a weekly print and digital readership of over 20.1 million Black Americans, seeks to empower parents to advocate for instructional strategies that are in the best interest of their students and communities. In addition, this is a tremendous opportunity to increase support around academic issues that will make a difference in closing the achievement gap and ultimately the wealth gap.

Dr. Elizabeth V. Primas, who serves as the program manager for the NNPA ESSA Public Awareness Campaign and is a life-long educator, was on hand to welcome attendees and talk about ESSA being a tool to help increase the effectiveness of public education in every state, including Texas. Lynette Monroe, who is the program assistant for the NNPA ESSA Public Awareness Campaign, served as the event moderator.

The panelists were asked questions regarding several topics, including how the Texas Education Agency funding structure promotes or inhibits equitable school funding, their views on standardized testing overall and specifically African American student performance, effective ways to communicate and foster engagement with African American family members, how to increase community engagement, and things the Texas Education Agency or other entities can do to better prioritize the needs of students who receive special education services.

“You must get engaged in your child’s education to ensure they don’t become a statistic,” said parent and community activist Monica Riley.

Monica was one of the five panelists, along with her daughter Chirelle Riley, who participated in this powerful panel discussion, which also included Houston Independent School District (HISD) Board President Rhonda Skillern-Jones, educator Larry McKinzie, and Texas Southern University (TSU) student and Forward Times intern Treyvon Waddy.

Monica, who is the mother of seven girls and a product of the public school system, talked about the passion she developed about education, particularly after having to make tough choices about her children’s educational future. After sending her children to public school, private school and even choosing to home-school them, Monica became an educational advocate in order to tackle the issues she saw that were not being addressed by the school administrators tasked with addressing those issues.

Chirelle, who is an 18-year-old sophomore at Houston Community College, spoke about her educational experience from a millenials perspective and emphasized the need for school leaders to ensure students are being taught information that can benefit them beyond simply taking a test.

Skillern-Jones spoke about her own experiences dealing with the educational choices for her kids, which is what drove her to run for public office and become a school board trustee and seek to bring about change from within. Skillern-Jones stated that the elected decision makers at the state level have made things difficult for school districts to solve many of the problems African American children face. She remained optimistic, however, that community engagement could change the current state of the educational system in Texas.

“I think that teachers should contact parents in some way on a consistent basis, not just to say your child is doing this well or this what your child did in class that day, because that’s not personal enough,” said Waddy, who is a graduate of HISD and attends TSU. “Teachers should seek to build trust with the parents and seek to know the parents on a first name basis, so they can stay in the loop. I think that will go a long way and would open the door to discuss more personal things that may be affecting the child.”

McKinzie, who is a 24-year-educator, parent of two public school students and a community activist, states that parents must talk to all elected officials and administrators and be an activist for their children. He believes that the charter schools, which are only located in Black and Brown communities, take away the necessary resources from the public schools in those same communities which disparately impacts those schools.

This regional town hall meeting was a follow-up to the National Town Hall which took place on June 26th at the Gethsemane Community Fellowship Church in Norfolk, VA, which was a part of the NNPA’s Annual Conference. This regional town hall meeting was one of several that are taking place across the country, with the focus being on encouraging parents to get involved and stay engaged in their child’s education.

U.S. Secretary of Education Betsy DeVos and her team are moving forward with parts of a department-wide reorganization proposal unveiled earlier this year, including elevating the office charged with helping to advocate for the private school community within the federal bureaucracy, and changing the way privacy policy is handled.

The office of nonpublic education, which was previously part of the soon-to-be-defunct office of innovation and improvement, will now report directly to the office of the secretary. DeVos is a longtime advocate for vouchers, tax credit scholarships, and other forms of private school choice.

That move and other reorganization changes were first reported by Politico. Education Week logo

The remainder of the office of innovation and improvement will be moved to the broader office of elementary and secondary education, Education Week reported earlier this year.

DeVos is also planning to move the department’s budget office, which she has reportedly sought to eliminate, into a new office of finance and operations. That office’s other jobs will include finance, accounting, budgets, contract management, personnel, business data analysis and more.

And she will make changes to the way privacy policy is handled within the department. The department will continue to have a chief privacy officer, who will be housed in the office of the chief information officer. The chief privacy officer will be in charge of privacy legislation, privacy safeguards, and information collection and clearance. Subject matter experts in the family policy compliance office will provide student privacy technical assistance, and investigate Family Educational Rights and Privacy Act violations, said Elizabeth Hill, a spokeswoman for the agency.

Construction of the new St. Paul’s Hollywood Library branch is underway. Charleston County Public Library (CCPL) and Charleston County Government officials kicked off the construction of the new facility during a groundbreaking ceremony on Oct. 30. The 15,000-square foot facility will be located on Highway 165 next to the new Hollywood Town Hall.

The new library will include:

  • Adult, children and teen areas
  • An auditorium that can be divided into two meeting rooms (100-person capacity)
  • A meeting room/makerspace for do-it-yourself (DIY) projects (25-person capacity)
  • Outdoor areas
  • Learning Lab (Computer Instruction Room)
  • Contemporary Lowcountry Design

The library branch, which is scheduled to open in late 2019, will be part of a larger municipal complex that will include the new Hollywood Town Hall building as well as an aquatics center operated by the Charleston County Parks and Recreation Commission.

Local residents approved a referendum to build five new libraries, and renovate or upgrade 13 others in November 2014. The first phase of the overall project was designed to solicit community input for the five new library locations. One of CCPL’s top priorities during this process involved obtaining practical information from public library users. The Glick Boehm architectural firm presented their design of the new branch during a community meeting in June 2017. Education Week logoOver the course of last spring I had the opportunity to sit down with dozens of parents to hear their take on the promise of a personalized learning environment for their child. What I heard were two very different visions of what personalization could look like. As the lower school head at a progressive independent school in Silicon Valley, I conducted the final parent interview before admissions decisions were made. I asked every set of parents to tell me what about our school model resonated with them. Parents invariably responded: “Personalized learning!” I was struck by how they each described their vision of a personalized learning classroom so differently. I realized that as a school we would need to provide clarity on what personalization meant to us.

The ways in which schools personalize learning are far from universal, and the available options require compromises that few educators have started talking about. As teachers and principals around the country ponder how to leverage technology to provide a more personalized learning experience for students this school year, they, too, will need to decide what they value.

The term “personalized learning” has been on the rise over the last decade. According to Google Trends, use of the term really started taking off in 2013. But for all that searching, the phrase seems to mean anything or nothing. The visions and values that fall under the brand of “personalized learning” are as different as the beliefs people have about “healthy eating,” from Keto to Atkins diets.

“Personalization” is not a set of common tactics. There are schools that personalize by having 90 kids sit in a gymnasium working on adaptive software. Some schools personalize by turning over to students all decisions about how, when, and where to work. Some schools provide one-on-one teaching throughout the day. Others personalize by giving students “flex time.” There are also schools that characterize personalization as tracking, differentiation, and individualized education programs.

Two South Carolina law students were awarded scholarships Thursday, November 1 by the Association of Administrative Law Judges (AALJ), the union representing 1,400 federal administrative law judges at the Social Security Administration during the AALJ’s annual meeting in Charleston.

“As judges for a public agency which serves tens of millions of Americans, we’re delighted to honor outstanding law students like Kerry Shipman and Clarissa Guerrero,” said AALJ President Marilyn Zahm. “Their accomplishments in public interest law, so early in their careers, shows an outstanding commitment to the highest ideals of our profession.”

Ms. Guerrero, who is pursuing a joint degree in law and social work at the University of South Carolina (USC), is a volunteer guardian ad litem for abused and neglected children in South Carolina. She is also co-president of the USC School of Law Pro Bono Program Board and has served as a law clerk at the South Carolina Center for Father and Families. She is recognized by her teachers and fellow students as “a voice for the underrepresented, the misunderstood and the disenfranchised.”

Mr. Shipman, a law student at Charleston School of Law, has worked as an intern at the Mecklenburg County District Court and Charleston Pro Bono Legal services, and as a law clerk at the U.S. Attorney’s Office in South Carolina and at the Ninth Circuit Solicitor’s Office. He is presently a judicial extern for North Carolina Supreme Court Justice Michael R. Morgan.

Mr. Shipman has pursued his legal career in the face of considerable personal challenges following the death of his mother from colon cancer at the age of 46, as described in the Charleston Post and Courier.  He is presently the legal guardian for his younger brother, a freshman in high school

AALJ members award a scholarship each year at the organization’s annual Educational Conference, recognizing law students with demonstrated experience or interest in pursuing a career in public interest law. The scholarships are made possible by donations from AALJ members and a contribution from LexisNexis Risk Solutions.

United for Libraries to partner on ‘Summer Scares’ reading program

United for Libraries to partner on ‘Summer Scares’ reading program

BRYN MAWR, Pennsylvania — The Horror Writers Association (HWA) is developing a “Summer Scares” reading program that will provide libraries and schools with an annual list of recommended horror titles for adult, young adult (teen), and middle grade readers. The goal is to introduce new authors and help librarians start conversations with readers that will extend beyond the books from each list and promote reading for years to come.

HWA is partnering with United for Libraries, Book Riot, and Library Journal/School Library Journal on “Summer Scares.” 

Award-winning author Grady Hendrix and a committee of four librarians will be selecting three recommended fiction titles in each of three reading levels— Middle Grade, Teen, and Adult— for a total of nine “Summer Scares” selections. The goal of the program is to encourage a national conversation about the entire horror genre, across all age levels, at libraries all over the country and ultimately get more adults, teens, and children interested in reading. Official “Summer Scares” designated authors will also be making themselves available to appear, either virtually or in person, at public and school libraries all over the country, for free.

“Horror is one of those genres that is incredibly popular,” Grady Hendrix says. “But people look at you funny when you say you like reading horror. We want to use this opportunity to showcase the best of what’s out there today. These stories won’t just scare readers, but they’ll make them laugh, make them cry, and make them cringe. There’s more to horror than just saying ‘boo’.”

The committee’s final selections will be announced on February 14, 2019— National Library Lover’s Day. Some or all of the authors of those titles will appear on a panel to kick off “Summer Scares” at Librarian’s Day during StokerCon 2019 on May 10, 2019, in Grand Rapids, Mich.
