Former Houston ISD superintendent Richard Carranza is speaking out about his disappointment in HISD’s failure to pass major reforms while he was here. Carranza, who now leads the New York public school system after abruptly quitting HISD, said the district lacked the appetite for changes that would boost outcomes for lower-income and minority students.

“As soon as I left, it seemed like people just didn’t have the stomach to take the fight,” Carranza said.

In an interview with Atlantic Magazine, Carranza who was with the district for 18 months, said HISD leaders resisted changes that would benefit historically underserved students, creating inequitable access to quality education among students from all backgrounds.

The Atlantic article largely focused on his immediate reform efforts in New York City, but Carranza didn’t mince words as he talked about HISD’s current campus funding model and the geographic layout of its magnet schools, which he said have favored students from more affluent and white backgrounds. In the months before his departure from HISD, Carranza proposed shifting toward a more centralized funding model that largely would benefit schools in lower-income and predominantly Black and Hispanic neighborhoods.

“You would think if you want to integrate schools and really provide a robust push for the entire system, you would place some really sexy magnet schools in those African-American neighborhoods. No! They were all concentrated in white, upper-middle-class neighborhoods, so that if you’re an African-American student, you have to leave your neighborhood to go to those programs,” he said.

Carranza’s comments cut to key questions about the district’s dedication to impoverished and minority students, while also raising the specter that Carranza’s abrupt departure contributed to the proposals stalling. During his tenure the district dealt with

Ultimately, HISD trustees tweaked the district’s current campus funding model and shelved the magnet proposals, to Carranza’s dismay. However, it is arguable whether trustees resisted Carranza’s proposal because they “didn’t have the stomach to take the fight.” Some trustees embraced Carranza’s proposal, but others thought the district administration was moving too hastily and did not provide enough details about the proposal’s merits.

“Carranza didn’t leave any definite plans on the table. Only ideals,” HISD Board President Rhonda Skillern-Jones said. “For me, there were conceptual changes that were never fully vetted or fleshed out by the administration.”

The district also was dealing with a large budget deficit and a looming threat of a state takeover of the school system resulting from a state law that required the Texas Education Agency to control operations of any school district in which one or more schools failed to meet state academic standards for five consecutive years, prompting a few trustees to question whether HISD was tackling too much at one time.

Birmingham City Schools students will now have more freedom to wear clothing they want during the upcoming school year, which began Aug. 6.

The Birmingham City Schools board voted to change the uniform policy for the upcoming school year. Under the new policy, effective immediately, K-12 students will have the option to continue wearing uniforms such as the solid blue, white, black and khaki shirts, pants and skirts or clothing that meets the dress code such as jeans and other items.

“Giving students choices in what they wear will free up administrator’s time that has previously been spent on enforcing the dress code policy and will give them more time for instruction . . . as well as student achievement,” said Adrienne Mitchell, Strategy and Communications Officer for BCS.

The board’s decision was influenced in part by students and parents asking to change the policy for the last few years. The BCS has required students to wear uniforms since 1996.

Though students will now have more freedom to choose, some of the policies will remain in place such as having students wear closed-toe shoes, no clothing with obscene writing and no tight fitting clothing, Mitchell said.

“This is a year of transition so families and students that choose to wear uniforms, can still wear uniforms, however families that choose to follow the dress code policy can make some choices in the clothes they wear but there are still guidelines that all students must follow,” Mitchell said.

This decision means that some families, parents, can take advantage of shopping for clothes during the Tax-Free weekend starting Friday, July 20 through Sunday, July 22.

Reaction on social media to the change has been mixed. Many have applauded the change while others expressed concern that the new policy may lead to bullying.

Mitchell said she doesn’t see that happening.

“Our administrators are extremely watchful about behaviors that occur in schools and we fully expect them to continue to enforce the rules and the guidelines in school,” Mitchell said. “We anticipate that students will take this freedom and flexibility and use it responsibly. Making choices are a part of what we’re teaching students because it’s going to be a significant thing that they are going to have to do in life.”

 The final straw broke in November when Aimy Steele got a call from the central office asking her to find space for five more classrooms.

Steele, the principal of Beverly Hills STEM Elementary School in Concord, N.C., about 25 miles from Charlotte, had already moved an English-as-a-second-language class into the library and an after-school program from a portable unit into the cafeteria to comply with a state law mandating lower class sizes in elementary grades.

The mandate, which she said did not come with extra money for new teachers or classrooms—school construction is funded at the county-level—came after financially-strapped districts had shed hundreds of teaching assistants.

“That was kind of the last moment, where I said, ‘this is absolutely ridiculous,’” said Steele, who filed paperwork to run on the Democratic ticket in North Carolina’s 82nd district just a few weeks later. She will face Republican Linda P. Johnson, a nine-term incumbent and chairwoman of the House K-12 education and appropriations committees, in November.

Steele, 39, is among a handful of current and former school leaders—including principals and assistant principals—who are running for local and state offices this year. Their numbers are dwarfed by teacher-candidates, who, fed up with low salaries and cuts to general education funding, marched on state capitols in the spring. (An Education Week analysis found at least 156 teachers had filed to run for state offices this year, with 25 so far winning their party primaries and 42 advancing without a primary challenge.)

Principals Want Bigger Voice in Education Policy

But the small number of principals who are running hope their experience running schools will give them a bigger voice in state education policy and other policy areas that affect education. The school leaders argue that many of the hot-button issues that legislators are wrestling with are school-connected—whether it’s the opioid crisis, the economy, transportation, infrastructure, or healthcare.

Thirty Hampton City Schools educators spent mornings July 23-26 learning the details regarding the first African Arrival in English North America from subject matter experts. The initiative is part of an effort to clarify the details of the 1619 arrival so that youth of Hampton, Virginia, and the nation learn the facts of this pivotal occurrence in American history.

As witnessed and recorded by John Rolfe, the first tobacco planter in the Virginia colony, on August 20, 1619, the White Lion entered the Chesapeake Bay, docked at Point Comfort (present day Hampton) with Africans from the country Angola, of the Bantu culture. They spoke the languages of the Kimbundu and Kikongo. Many were literate and hailed from highly organized societies.

Two of those Africans, named Antoney and Isabell, became servants of Captain William Tucker, Commander of the fort at Point Comfort. Around 1623 or 1624, the union of Isabell and Antoney birthed the first African child in English North America, named William Tucker. The other arriving Africans were interspersed within the Virginia colony, from Elizabeth City County to Jamestown.

The Milwaukee Education Partnership (MEP) held a special reception to welcome the new Superintendents for Racine Unified School and Milwaukee Public School Districts.

Gerard Randall, Executive Director of the Milwaukee Education Partnership welcomed the two new superintendents and members of the MEP, Dr. Eric N. Gallien, Racine Unified School District, and Dr Keith P. Posley, Milwaukee Public Schools.

The reception was held at the Milwaukee Public Museum (MPM) that for years has been a creative environment that delivers curriculum and confidence using out-of-classroom spaces.
MPM President/CEO Dennis Kois, welcomed educators from neighboring Wisconsin school districts in attendance.

“The museum’s primary purpose of collecting, preserving, protecting, exhibiting, researching and formulating objects in our collection is to educate and that purpose is through school visits that we host,” said Kois. “This museum brings in 100,000 children. It’s the largest museum in the state and one of the oldest in the U.S.”

The Racine Unified School Board voted 8-1 to make Deputy Superintendent Dr. Eric N. Gallien the next superintendent of the Racine Unified School District. Gallien’s new leadership position began this month.

“It’s really humbling for me today, I grew up not even a mile from here. I would ask my mom if we could go to the museum and she would say, you know we don’t have money for that,” said Gallien. “Now I’m being celebrated in the same museum that I couldn’t afford to go to years ago.”

Gallien said his mother raised him, his brother and sister in a way that set high expectations for them and gave them enough rope to take risks.

“My leadership is strictly autobiographical. Unpacking the narrative of what can and cannot be done with children who come from humble beginnings. Some people call it poverty. Whatever you want to call it they have potential and when you see humanity in those children you can change the trajectory for all kids in this area,” said Gallien.

Dr. Keith P. Posley was appointed Interim Superintendent of Milwaukee Public Schools effective May 21, 2018, after Superintendent Darienne Driver departed MPS to become CEO of the United Way for Southeastern Michigan. Posley, a former teacher, principal and administrator has served for 29 years in a variety of positions for the Milwaukee Public School District.

“I’m not going anywhere, I’m here to stay,” said Posley. “As we commit ourselves to the success of every child, I will be focusing on Five Priorities for Success:

1)Student achievement and accountability
2) Develop the staff
3) Fiscal responsibility and transparency
4) Building district and school culture, working together as one unit
5) Clear, concise communication”

Posley thanked his wife, mother, staff, teachers, administrators, superintendents and representatives from universities. He also stressed the importance of working together.

“It’s truly going to take a village to make sure our children are going in the right direction,” said Posley. “We’re going to make it work, we’re going to make sure we are moving in the right direction and we’re going to show results. We’re going to make it happen in Milwaukee Public Schools,” Posley said.
Mark Sain, MPS, District 1 President who worked with both Gallien and Posley, recognized the educators from Franklin, Brown Deer, Racine, Milwaukee and West Bend school districts attended the event.

“When we talk about education, we talk about that village,” Sain said. “We have two brothers that are going to need the village to help them to propel what we need to be doing for the young people in our communities and it’s not just a Milwaukee thing, it’s not just a Racine thing but it’s what’s happening in Franklin, it’s what’s happening in West Bend. When it comes to education we really need to put our arms around our young people.”

Randall said since 1999, the MEP is an organization that brings together senior educators from around the city, business leaders as well as those who were involved in the nonprofit workforce development world that came together to bring young people to grade level academically, especially in reading, writing and science to get them into a 2 year or 4 year college and to ensure good teachers were in those classrooms with those students.

Former Houston Texans player and FBISD Alumni Devard Darling recently awarded college scholarships to deserving students through his As One Foundation.

The $1,000 scholarships were awarded to ten Fort Bend Independent School District (FBISD) high school seniors at the 10th Annual Devard & Devaughn Darling Scholarship Award Ceremony at Center Stage Art Gallery, in Sugar Land, Texas.

The As One Foundation was established in 2007 by Devard Darling, an NFL wide receiver, in memory of his twin brother, Devaughn Darling, with the mission to unlock and unleash the full potential of youth while encouraging them to achieve their dreams in the face of life challenges. 

Since Devaughn’s tragic death during a pre-season conditioning workout at Florida State University due to sickle cell trait exertion, the mission later became to educate and increase awareness of sickle cell trait while encouraging youth to achieve their dreams in the face of life challenges. The Devard & Devaughn Darling Scholarship Awards is Darling’s way of turning the loss of his identical twin brother, into something positive. It’s also a way to say thank you to the people who helped them both succeed as student-athletes.

“I just know Devaughn is smiling down to know we’ve awarded $100,000 in scholarships in these first ten years of the As One Foundation,” says Darling. “It is so important to show these young people they are worth our time and money. So many did that for me and my brother, now this is my chance to pay it forward.”

The As One Foundation takes its name from the fact that the doctor had been hearing two hearts beating As One while their mother carried them, unaware she was having twins. Devard lived on to fulfill his and his brother’s shared dream to play professional football and to give back to both their homes – Houston, Texas and their native Bahamas.

For Teachers’ Unions to Survive, It’s Time to Go Positive for Students

The U.S. Supreme Court’s recent decision in the Janus v. American Federation of State, County, and Municipal Employees Council 31 case barred mandatory “agency fees,” dealing a telling financial blow to teachers’ unions. Whether this is a death blow or a turning point will be determined by the vision and persuasiveness of union leaders. It’s a classic crisis that presents both peril and opportunity.

The perils are obvious. The predicted loss of revenue will mean diminished capacity for the unions and will likely translate into diminished influence and power at the federal, state, and local levels as well as within the Democratic Party. Teachers’ unions have been a potent force in all of these quarters. In the eyes of some, the unions have been a regressive, conservative (as in status quo-oriented), anti-reform force in the field. In the eyes of most of their members and some of the public, they have done an admirable job of standing up for teachers individually and collectively, bringing the voice and expertise of practitioners to the policy table, and assuring fair, middle-class compensation for members.

There has never been any doubt that teachers need a voice and protection in the education sector. Teaching has long been an exploited, overworked, and undercompensated field. The advent of teachers’ associations in the 20th century signaled an end to some of the most egregious violations of fair treatment by education managers. The unions stood tall and insisted on fairness and equity. Even today in states where unions have already been disempowered by “right to work” state laws that prohibit unions from charging fees from nonmembers, teachers have taken to the streets. In places like West Virginia and Oklahoma, teachers have organized outside of conventional unions in “wildcat Facebook” fashion and have become a potent, successful movement for fair compensation and better funding for schools.

Several years ago, when she was a high school teacher, a new assistant principal at Ockley Green Middle School broke a rule, partly because Portland Public Schools wasn’t vigilant about communicating and enforcing the standard.

Twice, Regina Sackrider drank alcohol while on school field trips, first on an overnight stay and later when she ordered a drink with a meal. She didn’t appear drunk and no one got hurt, state discipline records indicate. Both times she wasn’t the only adult drinking. Portland Public Schools officials didn’t feel the conduct merited action, but the state agency that licenses educators did after an investigator discovered the drinking while looking into an unrelated matter.

The ensuing investigation found her guilty of unprofessional conduct. State regulators put her on probation for two years, but also granted her a little-known mercy: Her misconduct would stay secret.

Since 2009, regulators have had the ability to punish educators in private as a way to give them a conditional second chance. This is done through an informal letter that goes only to the educator and the educator’s employer.

This method keeps secret from the public not only the conduct of the educator, but the actions of the educator’s bosses. For example, the secret Teacher Standards and Practices documents that The Oregonian/OregonLive obtained detail not only Sackrider’s mistakes but also reference “a lack of training and policy conformation on the part of the school district…”

Teacher warns HISD could lower teachers’ expected salaries during upcoming year

Is cash-strapped HISD decreasing teacher salaries for the upcoming school year? That’s that claim one teacher is making in a viral Facebook post that’s racked up more than 18,000 views and 700 shares.

Victor Treviño III, the teacher behind the video, feels like the current fight over teacher pay is déjà vu of a similar battle in 2016.

Treviño says he’s most upset the plan’s reportedly been in the works since March, but he only recently found out about it after being tipped off by a concerned HISD employee.

“Obviously teachers, we don’t get into this profession to become millionaires, but at the same time, we don’t want to be undervalued. We don’t want to be exploited,” said Treviño, who’s taught at Austin High School in southeast Houston for 11 years.

In a now-viral video, Treviño warns the district is planning to lower teachers’ expected salaries in the upcoming school year, while at the same time, he says, adding high-level, high salary administration jobs.

“If you really care about students’ achievement, we need to be able to attract and retain the most highly qualified teachers in those classrooms,” said Treviño, who wants HISD to scrap the idea and also begin a new superintendent search.

“That draft of the salary schedule freezes salaries at their current level,” said Andy Dewey, Executive Vice President of the Houston Federation of Teachers, the union for HISD teachers. “Nobody would get less money next year.”

However, Dewey says if that draft proposal is adopted, those employees will not make what they expected to make based on the current salary schedule.

“That’s where Victor is saying the pay cut is coming from, the fact that they are not getting the amount of money that was promised them for next year,” Dewey said.

Dewey says if the board approves freezing salaries, that change would come after the July 13 deadline for teachers to resign and potentially find higher-paying jobs elsewhere.

“Frankly, I believe if HISD tries to do that after the resignation date, they’ll be in breach of contract,” he said.

Dewey says union officials will meet with district higher-ups on Aug. 2 during their monthly consultation. He hopes officials will back off the proposal.

KHOU requested an interview with HISD officials Thursday and emailed several questions, including whether the draft proposal was still under consideration and how long it’s been in the works. In response, HISD sent the following statement:

“Teachers will not see a pay decrease in their salaries for the 2018-2019 school year.”

N.J. Schools Sued Over Policies Preventing Immigrant Student Enrollment

The 12 school districts require parents to provide a New Jersey driver’s license or other state-issued forms of identification that undocumented immigrants likely would not possess, in violation of both the state and federal constitutions, the ACLU says in its suit filed Thursday. Under current laws and policies, schools may only request proof of a child’s age, residence, and immunization record when registering them for classes, the ACLU says.

“New Jersey’s state Constitution calls for free public education, and that applies to every single child – no exceptions,” ACLU-NJ staff attorney Elyla Huertas said in a statement. “In a state where one in five residents is foreign-born, at a time when our president has made the exclusion of immigrants a key part of his policy agenda, it’s more important than ever for every school district in New Jersey to meet its obligations, both to New Jersey’s families and to the Constitution.”

In 1982, the U.S. Supreme Court struck down a Texas law that had denied undocumented immigrant children an education in the public school system. After a class-action lawsuit was filed on behalf of Mexican school-age children who lived in Texas, the high court ruled that the law had violated the Equal Protection Clause of the 14th Amendment. In a landmark ruling, the high court held that “education has a fundamental role in maintaining the fabric of our society” and that it “provides the basic tools by which individuals might lead economically productive lives to the benefit of us all.”

The lawsuits were filed in state Superior Court in the individual counties where the districts are located, one month after thousands demonstrated in Washington to protest the Trump administration’s immigration policies and separation of undocumented children from their parents at the Mexican border. The protest was organized by the American Civil Liberties Union and several other civil rights organizations.
