Children Are Naturally Curious About Science. Why Don’t We Nurture That?

Hand-wringing about the low science achievement of American students is a favorite activity of policymakers, business leaders, and others worried about economic potential and job growth in this country. Educators also are worried about the leaky pipeline to higher levels of science achievement and potential STEM jobs—particularly among underrepresented student groups, such as girls and nonwhite students. Where are the students with the ability and interest to pursue academic coursework in the sciences? Why are so few pursuing sciences at our colleges and universities? Two recent studies hold some answers and point to possible solutions.

One study, released by Education Development Center (EDC) and SRI International earlier this year, suggests that parents of young children are much less confident supporting their child’s science learning than they are supporting other academic subjects. An earlier study, released by Michigan State University last summer, indicates that teachers of young children also lack the knowledge to support early science learning. Together, these findings suggest a perfect storm for young children who are underprepared, underinformed, and underexposed to foundational science concepts, language, and experiences.

As a researcher who spoke to many parents for the most recent of these two studies, I began to wonder: Is this situation different from that of past generations of children, parents, and teachers? After listening closely to what parents had to say, I believe it is. We have created a slowly escalating science crisis in this country through narrow education policy, limited funding, low regard for teacher professional development, and a lack of respect for early-learning professionals. The result is a generation of parents who have not benefited from the early-learning experiences in science that would help them shape their own children’s science understanding.

COMMENTARY: Getting Real About High School Graduation For Black And Brown Students

Our nation’s graduation rate is at an all-time high. The national figure shows 84 percent of young people, overall, graduating from high school within four years after first entering the 9th grade, a trend that has been on a consistent upswing since the 2010-2011 school year.

Still, despite much progress with that indicator, major gaps still exist. And there is great concern that the graduation rate hype not only masks those gaps, but distracts us from what must be our ultimate goal: ensuring all students earn a high school diploma and are college and career ready.

Even as overall graduation rates improve, Black and Hispanic students continue to lag behind that curve. Graduation rates for African American students are 76.4 percentage points—8 percentage points behind the national average—and Latino students are at 79.3 percent. Native American students fare even worse at just 72 percent graduation. Meanwhile, White and Asian students are anywhere from four to six points higher than the national average.

None of us can reasonably expect the closure of inequality gaps, if we’re simply satisfied with overall graduation rates while resigned to stubborn achievement gaps. Yet, it seems as if we’re in a phase whereby these disparities are being treated as normal—“the way it is”—as opposed to addressing a larger parity problem.

We have to ask ourselves: are we having a responsible and responsive conversation about high school graduation?

The most recent “Building a Grad Nation” report from America’s Promise Alliance says that, “Twenty-three states have Black-White graduation rate gaps larger than the national average, including five states—Wisconsin, Nevada, Minnesota, New York, and Ohio—where the gap is more than 20 percentage points…Twenty-four states have Hispanic/White graduation rate gaps that exceed the national average, and in two states – Minnesota and New York—the gap is more than 20 percentage points.”

The persistent normalcy of lower achievement among certain disadvantaged student populations is deeply troubling. Closing those gaps should be as important—if not more—than simply raising overall graduation rates.

At the same time, graduation rates can be used to unfairly malign schools that are serving underprivileged youth and, in fact, helping at-risk students earn a high school diploma. Alternative schools are singled out for having four-year cohort graduation rates that are generally lower than the national average, but left out of the conversation is how these schools are intentionally designed to serve credit-deficient transfer students and former dropouts at risk of never earning a diploma at all.

Measuring how well schools are graduating students is important, but it should be done right, and must not create disincentives for schools to serve credit-deficient students or dropouts looking for a second chance. After all, what is more important for these students: graduating or graduating “on-time”? It’s why graduation rate calculations should be reformed altogether so schools are held accountable for students’ annual progress toward graduation every year, not just in the fourth year of high school.

Sadly, the drive to meet on-time graduation has led to recent cases of manipulation and fraud, which, of course, is wrong, but it also misses the primary purposes of high school altogether: preparing students for higher education, careers, and the workforce. The linkage between these goals—graduation and college and career readiness—is crucial for broader national competitiveness. Graduating students is meaningless if they are not prepared.

The number of high school students heading into remedial courses in their first year of college are staggering, and the gaps between varying demographics are even more troubling. Nearly 60 percent of African American students are forced to enroll in non-credit remedial classes in college, according to the Center for American Progress, compared to 45 percent of Latino students and 35 percent of White students. This means that Black, first-year college students, already burdened the most by rising college costs and loan debt, are taking on a greater share of the $1.3 billion wasted on non-credit remedial courses.

There is no one silver bullet that will solve our nation’s graduation problem, but we can start by realigning graduation standards to the expectations of colleges, career training programs, industries and jobs, and developing competency-based, personalized learning paths for students unconstrained by four-year cohorts. And we must finally address funding gaps that exist for too many alternative schools working to eliminate achievement gaps between advantaged and disadvantaged students.

Addressing this complex challenge requires a mix of other solutions, too; improved learning models and instruction, greater support for our teachers, innovative technology, and increased services to disenfranchised students groups are just a few that we should be working on. But none of this can happen without educators, policymakers and business leaders willing to engage in honest and constructive conversations, and then pledging to act.

A rising graduation rate is worth celebrating, but let’s not become complacent.

Students Excel at Burke with New Tech Network

In Spring 2018, students at Burke High School (BHS) came together with two BHS teachers, Amelia Little (Navarrete) and Chopper (Edgar) Johnson, to create a unique project about untold stories of disenfranchised, marginalized societies called Finding a Voice. This past weekend, Burke was honored at the national New Tech Conference in St. Louis, Missouri for their outstanding work.

Through support from the ECMC Foundation, Burke High School was awarded a grant to participate in the New Tech Network (NTN) program for the 2017-18 school year. With over 20 years of impact in improving teaching and learning through project-based learning, the New Tech Network, a non- profit organization, supports schools and districts throughout the country in ensuring college and career success for all students.

Community members, school administrators, and staff were excited about the doors this partnership could open for students at Burke. As it turns out, the administrators, staff, and students were ready to walk through those doors together and did so in a way that earned them NTN’s 2018 Best in Network award. The Best in Network honor is given to an NTN project that exemplifies the goal of successfully combining active exploration, application, authenticity, and academic rigor.

Finding a Voice was a Burke project across the dual content areas of world literature and government. The project involved research and collaboration, and asked students to design graphic novels about disenfranchised and marginalized groups around the world. To assist with the graphic novels, Little and Johnson reached out to the local public library system, which enthusiastically joined the team.

Students reached the project’s final creative product through conducting independent research on living conditions for various marginalized societies across the globe and interviews with student refugees from other countries, including a student of similar age from the Democratic Republic of Congo.

To demonstrate and share their research and findings, students wrote first-person narratives and storyboarded the plot of their graphic novel.

BHS sophomores, Trinity Frost and James Snipes, along with Little and Johnson presented Finding a Voice at the conference on Saturday, July 14, 2018. Snipes and Frost led the presentation in front of hundreds of teachers, administrators, and educational leaders from across the country, expertly and enthusiastically discussing their project, findings, and fielding questions from the audience. At the conclusion of their presentation, the group representing Burke High School received a standing ovation from the audience.

AFRE Brings Healing to Education for Black Students

Oakland has long been the birthplace of justice movements. Our collective essence is one of resistance to injustice and persistence in the face of hardship. It’s no wonder that a small group of community members have banded together to create a space of academic healing for our most vulnerable learners.

The Academy for Restorative Education (AFRE) is a new Oakland non-profit whose focus is to close the achievement gap for under performing African-American students, and promote restorative educational practices to teach healthy responses to past educational neglect.

The primary mission of the AFRE is to aid in the development and support of specific, proven and meaningful educational models to improve academic achievement. Many underperforming students in Oakland lack the basic healing spaces and equipment to thrive academically.

After years of navigating a barren and, at times, hostile educational landscape for African-American children in the public school sector, several community members in Oakland joined Dr. Lasha Pierce, the Executive Director of AFRE, and decided to start SILE: School for Innovation, Leadership, and Efficacy. With an eye on closing the opportunity gap for African-American students, they have successfully formulated an innovative, inclusive curriculum rooted in Restorative Education. AFRE plans to join the legacy independent schools in the bay area in providing an educational alternative for African-American students.

The organization’s final 501C(3) designation with the IRS is still pending, but they are carrying on with fundraising, and organizing efforts cannot drag on. All community support is welcomed.

The school is scheduled to open in the fall of 2019, in a yet-to-be-determined location.

Two Graduates Talk About Their Time at Tech and the Family They Found On Campus

Brandon Gipson and Nigerian-born Oladipupo (Ola) Johnson both graduated from Georgia Tech in Spring 2018, with degrees in computer science and mechanical engineering, respectively. For both, it was community connections that helped lead them to Tech; the community they found here sustained them and was central to their college experience. But for Gipson, who came from a majority minority high school in Virginia, at times it was alienating.

Gipson was feeling what numbers show: Though Georgia Tech awards more engineering degrees to women and underrepresented minorities than any other university in the United States, black men comprise less than 5 percent of the resident student population.

To support black men at Tech, the school offers the African American Male Initiative, a University System of Georgia-funded initiative that provides academic resources, mentoring, and leadership training to enhance enrollment, retention, graduation and career placement.

The program began in 2011 with approximately 30 participants. Today, it counts 150 and has served more than 680 students since its inception. AAMI is based out of Tech’s OMED Educational Services, which is part of Institute Diversity…

Puerto Rico’s High Court Clears Way for Vouchers, Charter Schools

Puerto Rico’s Supreme Court has dismissed a legal challenge to the U.S. territory’s plans to allow charter schools and vouchers, spelling a potential end to one of the biggest controversies about the island’s education system since two major hurricanes hit the island last year.

Earlier this year, the island’s government approved a plan to create “alianza” schools, which are intended to be like charter schools, as well as a “free school” selection program similar to vouchers. The legislation creating both, signed by Puerto Rico’s governor and backed by Secretary of Education Julia Keleher, would create restraints on both programs: In the first year of the voucher-like program, for example, the number of students would be capped at 3 percent of total student enrollment, and then at 5 percent in the second year. Keleher said the programs would help the island’s educational system better meet students’ needs and help transform a long-struggling system.

However, the Asociación de Maestros de Puerto Rico, the island’s teachers’ union that represents nearly 30,000 active teachers, sued to stop the vouchers and charters in April.

Summit Helps HBCU Students Prepare for Pursue Law School

ATLANTA—Several hundred students from historically Black colleges and universities across the nation gathered at Emory University over the weekend to hear from experienced lawyers and current law school students about attending law school. Now in its 5th year, the annual National HBCU Pre-Law Summit & Law Expo was created “to address the unique challenges and concerns that HBCU students and graduates have as they prepare to apply to law school,” says Evangeline Mitchell, the Summit’s founder. “Don’t be confused about all of the melanin in the room,” Adria Kimbrough, the Pre-Law advisor at Dillard University told the participants who gathered to hear her speak. “The practice of law continues to be the least diverse profession. It’s important that you all are here and it’s important that you affirm one another.”

Kimbrough—who attended Talladega College before earning a law degree from the University of Cincinnati—was one of 14 Black students in her law school class. Since leaving law school, Kimbrough (who is the wife of Dillard’s President Dr. Walter M. Kimbrough) has held a number of high-profile jobs practicing law in private and university settings with a particular focus on labor and employment. “Success is not always a straight shot,” she said. “There are twists and turns along the way. ”Still, she told the students that if they had the determination and passion for the law, they should persevere. “Somebody is waiting for you to offer them culturally relevant representation,” she said.

Her message resonated with Bryant Williams, 20, a junior at Alabama State University. He arrived at the Summit looking for guidance as he prepares to take the LSAT and begins the process of applying to schools.“This has been a great event,” said Williams, who has dreams of becoming a criminal defense lawyer. “I’ve gotten a lot of information and the speakers all broke down the admissions process. I feel better prepared.”

The impact of the Summit was felt by others, too. “I’ve been to a lot of law school conferences but this one is different because it’s proof that African-Americans are succeeding in the field of law,” said Donte Johnson, 21, a senior at North Carolina A&T University who attended the Summit for the second year. When he graduates in May, Johnson is going to work for two years and then he will begin the application process. Xavier Donaldson, a partner at Donaldson & Chilliest in New York encouraged the students attending the Summit to take the application process seriously.

“Please take a [LSAT] class and a practice test,” said Donaldson, adding that the LSAT and high grades remain the most important criteria for law schools. “It’s not about how smart you are but how well you prepare.”

For decades, two factors drove the demand for dual-language education: a desire to preserve native languages and recognition that dual-language learning can boost overall achievement for English-language learners. Now, a growing number of states also see bilingualism as key to accessing the global economy, as evidenced by the surging popularity of the “seal of biliteracy”—a special recognition for graduates who demonstrate fluency in two or more languages. The popularity of the seal is spurring even more demand for dual-language-education programs.

There is no definitive count of the number of schools that provide dual-language instruction, but new programs are cropping up each year in districts of all sizes. The New York City schools alone have more than 100 dual-language programs, but schools in at least 40 states and the District of Columbia also operate programs. With more new programs undoubtedly in the works, Education Week talked with several regional and national dual-language education experts, who offered insights into what it takes to launch dual-language programs and strengthen existing ones. Oakland 12th Grader Gema Quetzal Cardenas Appointed to State Board of Education

Oakland Unified School District senior Gema Quetzal Cardenas has been sworn in as the sole student member of the State Board of Education.

“My goal is to make sure I represent students as they deserve, because sometimes students don’t feel represented. And I want to make sure they get the voice that they need,” she told a local TV station.

Quetzal Cardenas was accompanied by her mother, Karina Najera on Sept. 6 to the swearing in ceremony in Sacramento.

Najera seemed amazed that her daughter’s life has reached this point. “I was also scared. As we were walking here, I felt like she was my baby, like when she was little and started walking. So, this is a new step for her. And I know she’s ready. But as a parent, you always want to keep your baby at home,  and I’m just realizing right now that she’s ready for the world.”

The 17-year-old former OUSD Board of Education student member was appointed to the State Board by Governor Jerry Brown in March after an exhaustive application process that included hundreds of other student candidates.

“I’m just a proud East Oakland girl,” Quetzal Cardenas said just before taking the oath of office. She then explained her plans for her year on the Board.

“I really want to focus on curriculum because that’s something that students work with every day.

“You know, it’s something very important because curriculum can change, and it changes the students’ perspective on subjects and potentially their future careers.”

The State Board of Education is a formal body that may be unaccustomed to the kind of activism that is more emblematic of Oakland and OUSD.

Quetzal Cardenas is a prime example of a fearless advocate for what she believes. Her mother says the State Board may not know what’s in store for them with the addition of this “proud East Oakland girl.”

“I don’t think they’re ready for her. This morning, one of them approached her and said, ‘you know, make sure you speak up because some student members, they tend to stay quiet.’ And in my mind, I was like, ‘I don’t think you’re ready for her…’ I don’t think that California is ready for this new member.”

Quetzal Cardenas is receiving internship hours for her service on the state board, all while maintaining a 4.1 GPA. After graduation, she hopes to attend Columbia University in New York City and eventually run for public office.

Jay Z, Beyoncé Awarding $1M In Scholarships

Hip-hop superstar Jay-Z and his wife, Beyoncé, have announced a new scholarship program that will award 10 scholarships worth $100,000 each to “exceptional” high school seniors who demonstrate financial needs.

“This back to school season, students in the On The Run II Tour markets, who are preparing for college, will be chosen by Boys and Girls Club of America,” according to a joint press release from Beyoncé’s “BeyGOOD Initiative” and Jay Z’s “The Shawn Carter Foundation.”

“Qualified students must demonstrate academic excellence and show financial needs that would make it hard for them to enter college or university for the academic year 2018-2019,” the release noted.

The markets will include Atlanta, Orlando, Miami, Arlington, Texas; New Orleans, Houston, Phoenix, Los Angeles, San Diego, Santa Clara, and Seattle.

The power couple has had a long history of helping students with The Shawn Carter Foundation spearheading college tours to historically Black colleges and universities and providing scholarships to college bound students throughout the country.

Through her BeyGOOD initiative, Beyoncé created the Formation Scholars Award, a merit program to help female students start or further their college education, and this year they announced the Homecoming Scholars Award, a second merit program, opened to qualified students, regardless of gender, to enter or continue their studies at one of eight HBCUs.
