COMMENTARY: School Choice Not the Right Choice for All Students

When the best educators in America traveled to Washington, D.C. for a series of events celebrating innovation in the classroom and to share best practices in K-12 education, they let officials at the Department of Education and the White House know exactly how they felt about the Trump Administration’s current push for school choice programs.

According to edchoice.org, school choice programs allow, “public education funds to follow students to the schools or services that best fit their needs—whether that’s to a public school, private school, charter school, home school.”

In April 2018, the Department of Education (ED) hosted the “Honoring Martin Luther King Jr.’s Drum Major Legacy: Innovative Pathways to Success” celebration; the event was sponsored by the White House Initiative on Educational Excellence for African Americans in collaboration with the Center for Faith-Based and Neighborhood Partnerships.

The Education Department’s MLK Legacy event honored individuals who perform extraordinary acts of service in their communities, specifically those individuals who support high-quality education for children of color. Many of the awardees work with parents or community groups that provide primary care for children; some even provide educational support services outside of the traditional public school model.

School choice became a hot topic during the event, as several attendees were visibly disgruntled at the mention of the controversial approach.

The Trump Administration has proposed to decrease funding to authorized investments for public schools while increasing funding opportunities for school choice programs and private school vouchers. Ninety percent of children in America attend public schools. Increased funding to school choice programs, while reducing funding to public schools is a strategy that leaves behind our most vulnerable students.

Secretary of Education Betsy DeVos has repeatedly said that she’s committed to uphold the intentions of the Every Student Succeeds Act (ESSA), the education law signed by President Barack Obama. However, the prioritization of school choice programs in the proposed FY2019 budget contradicts one of the original intentions of the law: to promote equity and increase access to high-quality education for all students. Furthermore, prioritization of school choice isolates homeless children, migrant children, youth in foster care and children from military families. In fact, ESSA requires that school districts report student outcomes for these groups for the very first time.

The 2018 Teacher of the Year awardees echoed similar concerns during their annual White House visit in April. The top teachers in the country reported that they did not approve of funding private schools at the expense of their most vulnerable, at-risk students.

Every child should be entitled to high-quality education in the United States of America. Every neighborhood school should be equipped to provide high-quality courses and curriculum. Every student should have highly-qualified teachers and a menu of extra-curricular activities to choose from. Until the administration prioritizes the equitable improvement of all schools, their verbal commitment to uphold the original intent of ESSA is just another “alternative fact.”

Five Things to Watch for When Betsy DeVos Makes Rare Visit to Capitol Hill

Education Week logoThe secretary will speak to lawmakers on the House education committee about the “policies and priorities” of the U.S. Department of Education. Compared to her predecessors, DeVos hasn’t been on Capitol Hill a lot during her roughly 16 months as education secretary, at least in terms of public appearances: She’s testified before spending committies three times, and once to the Senate education committee for her rocky confirmation hearing in January 2017. Tuesday’s hearing would be the first time she’s testified before the House committee that deals with K-12 issues.

DeVos has met privately a few times recently with lawmakers on Capitol Hill. But education committee lawmakers haven’t had the chance to ask DeVos detailed questions in public about her track record. In fact, on Friday, House committee Democrats sent out a fact sheet pointing out that her predecessors spent significantly more time testifying to Congress over comparable periods of time. In former Secretary Arne Duncan’s first 15 months, for example, he testified to Congress nine times.  

With a big House election in November coming up, Dems on Tuesday might be particularly eager to trip DeVos up during her testimony and spin what they see as embarassing sound bites into campaign ads.

So what might lawmakers ask DeVos? Democrats in particular will have pointed questions for her in the name of opposition party oversight; here are a few prominent items that might come up…

Two School Choice Champions in Congress Squared Off for a Senate Seat. Both Lost.

Education Week logoIn a heated primary battle between two prominent supporters of school choice on Capitol Hill, a third candidate stepped in and beat them.

Indiana GOP Reps. Luke Messer and Todd Rokita lost in a three-way race for the GOP nomination to run for Indiana’s U.S. Senate seat to Mike Braun, a businessman. Braun will be the Republican nominee against Sen. Joe Donnelly, D-Ind., in the November Senate election. He captured 41.2 percent of the vote on Tuesday with 99 percent of precincts reporting, with Rokita getting 30 percent and Messer earning 28.9 percent.

On the section of his campaign website covering his main positions, Braun did not highlight education, although he does advocate for less government spending. His campaign did not respond to a request for comment about his positions on K-12 issues.

We profiled the potential face-off between Messer and Rokita last summer, before either had officially declared their candidacy for the GOP nomination. The two have been rivals for some time, and traded personal accusations as they sought the nomination, which may have created an opening for Braun to step in and win the primary…

Betsy DeVos Loves School Choice. But You Don’t See Much of It in ESSA Plans

Education Week logoU.S. Secretary of Education Betsy DeVos is a big cheerleader for school choice. And way before she came into office, states around the country were adopting tax-credit scholarships, education savings accounts, and more.

So has all that translated into a big bonanza for school choice in states’ Every Student Succeeds Act plans? Not really.

To be sure, ESSA isn’t a school choice law. School choice fans in Congress weren’t able to persuade their colleagues to include Title I portability in the law, which would have allowed federal funding to follow students to the public school of their choice.

However, the law does has some limited avenues for states to champion various types of school choice options. But only a handful of states are taking advantage of those opportunities, according to reviews of the plans by Education Week and the National Alliance for Public Charter Schools.

School Improvement: At least 12 states say they want schools that are perennially low-performing to consider reopening as charter schools to boost student achievement. Those states are Arizona, Florida, Georgia, Indiana, Louisiana, Minnesota, New Mexico, Nevada, Rhode Island, Tennessee, Texas, and Utah.

Betsy DeVos Wants to Direct Federal Funds to School Choice, STEM, Workforce Readiness

Education Week logoU.S. Secretary of Education Betsy DeVos will give applicants for federal grants a leg-up if they are planning to embrace things like school choice, STEM, literacy, school climate, effective instruction, career preparation, and serving military-connected children and students in special education.

That’s according to the final list of Education Department priorities slated for publication in the Federal Register on March 1.

If the list looks familiar, it’s because it hasn’t gone through substantial changes since DeVos first outlined her proposed priorities back in October. DeVos made some tweaks based on more than 1,000 outside comments.

The department gives away at least $500 million in competitive-grant money every year. Every administration sets “priorities” for that funding. These matter because applicants that include one or more of those priorities in a grant proposal are more likely to get money. The priorities are one of the few vehicles DeVos—or any secretary—has for pushing an agenda without new legislation from Congress…

Changes in 529 college savings plans allow families to use funds for K-12 tuition

Families with children enrolled at Winchester Thurston School have not begun asking how they can use 529 plans to pay the private school tuition, but administrators at the Shadyside-based private prep school believe that’s only because many of them still have unanswered questions.

“While the new federal tax law has made provisions for families to use 529s for K-12 education, the state of Pennsylvania is still determining how it will treat these withdrawals from a tax perspective,” said Nancy-Rose Netchi, director of marketing and communications at Winchester Thurston School.

“We expect some families may choose to exercise the 529 option if they find it’s beneficial to them after consulting with their tax adviser,” she said. “From our perspective, the new 529 provision simply gives some families an additional vehicle they can use to invest in an independent school education.”

While the federal tax overhaul made withdrawals for K-12 tuition tax-free, 529 plans are administered by states, and not every state law automatically complies with the new rules. The problem is some state legislation specifies that a 529 plan must be used for “higher education,” while other states simply follow the federal code.

Betsy DeVos Opens Up ESSA Pilot Allowing Federal Money to Follow Students

Education Week logoSchool districts: Interested in having your local, state, and federal funding follow children, so that kids with greater need have more money attached to them? Now’s your chance.

The U.S. Department of Education is officially opening up the “Weighted Student Funding Pilot” in the Every Student Succeeds Act. The department can allow up to 50 districts to participate initially, and ESSA leaves open the possibility of opening that up to more districts down the line.

So what’s the weighted student funding pilot? Participating districts can combine federal, state, and local dollars into a single funding stream tied to individual students. English-language learners, kids in poverty, students in special education—who cost more to educate—would carry with them more money than other students. Some districts, including Denver, are already using this type of formula with state and local dollars.

U.S. Secretary of Education Betsy DeVos is pretty excited about the pilot.

“This is a great opportunity for local district leaders to put students first,” she said in a statement. “Instead of relying on complex federal rules to allocate funds, local leaders can use this flexibility to match funds—local, State or Federal—to the needs of students.”

In 2011, Arizona became the first state to adopt the most flexible school reform yet, an education savings account (ESA) plan. It provides parents who believe their child is poorly served in the local public school with an annual budget they can spend on a wide variety of accredited alternatives—not just private or parochial schools, but tutoring, online academies, special-needs services, and even computer equipment for home schooling.

More recently, five other states have followed Arizona’s lead: Florida, Mississippi, Nevada, Tennessee, and just this year North Carolina. Initially these programs were designed to better serve learning-disabled children, but with the realization that most of its students could be educated independently for a fraction of public-school per pupil spending, Nevada authorized a plan open to any of that state’s children in 2015.

To date, Democrats in the Nevada legislature have held up funding for about 10,000 applicants, but nearly all of Arizona’s K-12 children are now eligible for an ESA worth 90 percent of their district’s per pupil spending.

With this history in mind, Marty Lueken, director of fiscal policy and analysis at the EdChoice Foundation, and I decided to calculate how much ESAs could help a financially troubled blue state, where the longstanding alliance of teacher unions and liberal politicians has created per pupil costs that are three, four, and even five times what is needed to independently educate. Our goal was to see how much the taxpayers of Illinois, New Jersey, Kentucky, California, or Connecticut might benefit if just a small percentage of public school families were funded to take charge of their own children’s schooling…

Report: Trump Seeks $1 Billion School Choice Measure for Military Families

President Donald J. Trump’s administration may support a school choice measure for children from miltiary families.

That’s according to Crooked, a news and opinion website run by several high-profile former staffers from President Barack Obama’s administration, among others. On Thursday, the site posted what it characterized as a Trump White House “wish list” for several policy areas.

Included on that list, which isn’t dated, is “1 billion dollars to create an education savings account for military families living on bases.” There’s also an item for “a state opt-in funding stream that allows…
