This Sunday, March 4, 2018 is the deadline for Milwaukee families to choose the Milwaukee Public Schools kindergarten or Head Start program that starts their 3-, 4- or 5-year old on the path to success. Enrolling by this deadline gives families the best chance of their child being placed in the school of their choice. Just how easy is it to bring a gun into our schools?

Sadly, it appears to be too easy based on the number of school shootings that are happening on a consistent basis in America.

What can be done? Who is next? How can the students, and the adults responsible for their care, be sure that they won’t be next?

These are extremely frightening questions, yet they are also extremely legitimate ones.

When it comes to the issue of gun violence in the United States, it is safe to say that the bullets don’t discriminate – for the most part. And while there does tend to be a double standard related to the media attention and societal support certain groups receive versus others when it comes to ‘dealing with’ the issue of gun violence in America, the pain that all parents, families and friends experience due to these traumatic experiences is the same – heartbreaking.

Since the beginning of the year, America has found itself once again experiencing a tragic act of domestic terrorism, whereby many young people and adults have been tragically gunned down by an individual or individuals who were easily able to access guns – guns that eventually led to the loss of multiple lives as a result of them carrying out a mass shooting.

Case in point – take the recent mass shooting at Marjory Stoneman Douglas High School on February 14, in Parkland, Florida, that has sparked an outcry from many people in the country, particularly many of the students who were impacted by the shooting and are now demanding changes in the gun laws in this country.

In this case, 19-year-old domestic terrorist suspect, Nikolas Cruz, had just legally purchased a semiautomatic AR-15 rifle in February 2017 – a year prior to killing his victims.

According to reports, Cruz caught an Uber to Marjory Stoneman Douglas High School, and then proceeded to walk inside the school carrying a black duffel bag and a backpack. Cruz hid loaded magazines in his backpack, until the very moment he decided to pull out his newly acquired AR-15 rifle and start blasting away at people.

All-in-all, Cruz killed seventeen people and fourteen others were transported to local hospitals.

The entire world once again watched in horror as politicians and lawmakers, who are entrusted to lead and serve, offered the victims and their families little more than their thoughts and prayers via Twitter, sound bites and scripted press releases.

Nothing changed. Same thing…Different day.

So, as the Marjory Stoneman Douglas High School mass school shooting has been added to the list as one of the deadliest school shootings and acts of domestic terrorism in U.S. history, it has now also been added to the list of tragic mass shooting incidents that have seemingly and sadly become the norm in this country.

Many people remember the tragedy that took place on December 14, 2012, when 20-year-old domestic terrorist Adam Lanza killed twenty 1st graders between the ages of 6 and 7 years of age and six adults with an assault rifle at Sandy Hook Elementary School in Newtown, Connecticut.

Sadly, since the Sandy Hook Elementary School shooting, there have been roughly 240 other school shootings that have taken place in America with at least 438 people being shot and 138 people being killed. Now of course, school shootings aren’t the only type of mass shootings that have been impacting Americans over the past several years, but it is challenging to know young people are being killed before they have a chance to truly experience life.

Many have argued that this continued loss of life, while tragic, merely reinforces the recurring narrative that America is strongly encouraging a culture of gun violence, particularly because of the flat out refusal of lawmakers to take action and pass any sensible bipartisan gun control legislation. Over the years, the relationship between gun lobbyists and those who make policy has seemingly produced an unwillingness to advance responsible gun safety legislation, and it has caused a major divide amongst many people in this country.

And then, instead of clearly addressing the unrestricted access to high-powered, military-style semiautomatic rifles, like the ones used in the Florida and Las Vegas mass shootings, President Donald J. Trump and many of his supporters have focused on pushing for arming teachers with guns in the classroom. In addition to that, President Trump has also sought to excuse the actions of these domestic terrorists as a mental illness issue rather than a focus on the relatively easy way these individuals can acquire these deadly weapons with no real vetting process.

Many people across America have found President Trump’s mental illness narrative to be a confusing one to find credible, especially considering the fact that Trump’s latest budget proposes dramatically slashing Medicaid, which is the primary source of mental health funding for 70 percent of low-income Americans.

Why acknowledge that mental illness is the issue with gun violence and then turnaround and cut the funding for many low-income Americans who need it, and who suffer from incidents of sustained gun violence in their respective communities?

Speaking of mental illness, there are usually after affects that individuals have to deal with regarding their traumatic experience. Parents suffer, families grieve, students experience trauma, employees and educators have to deal with the stress of coming back to work knowing what had just occurred and whether it could happen again, and many other feelings of fear and concern.

Managing Partners Shantera Chatman and Natalie Arceneaux of PROSCI of C+A Global Group believe that more should be done to help the parents and employees, as well as the students affected by these tragedies and traumatic occurrences.

“For parents affected by a devastating trauma such as a mass shooting at their child’s school, they should really tune-in to their emotions,” says Chatman. “Some parents have lost their children and are literally going through the motions at work. Their best course of action is to check with their employer to understand their benefits. Some companies provide hotlines to counselors and other actually pay for counseling services. These services typically cover the entire family.”

Arceneaux states that those working with people affected by these traumatic incidents should understand that their coworkers will never be the same and it is unrealistic to assume they will ever be.

“Employers should invest in team sensitivity activities or counseling to help those that have to encounter the affected parents,” says Arceneaux. “Understanding the mood swings and the 5 stages of grief go a long way to helping your teammates.”

The issue of mental illness related to coping with tragedy and trauma is important, but it does not deal with the real issue of gun violence in the nation.

Most experts believe that any serious plan to stem the tide of this cycle of violence must include common-sense gun laws. A survey by the Pew Research Center concludes that while Americans say they want to protect the right to bear arms, “they’re very much supportive of many gun policy proposals, including more background checks on private and gun show sales and banning semi-automatic and assault-style weapons.”

One would think that protecting local neighborhoods, schools, students and families would be a bipartisan priority and that elected officials would not be bought and sold to the highest bidder. However, it appears there are many lawmakers that have little to no conviction as it relates to doing what it takes to help reduce the risk that all American citizens face regarding this national epidemic of mass shootings due to gun violence that continues to plague our nation.

Many in the Greater Houston community have been pondering how this type of situation can be prevented, while the debate about gun control rages on.

Here locally, an elected official from the Houston area has called on national lawmakers to address this issue and states that it is time for the state of Texas to take gun laws more seriously.

“It is our responsibility to protect the people from any policies that can have a negative impact on any resident in this country, especially in the city of Houston where I serve,” said Houston City District D Councilmember Dwight A. Boykins. “I am a proud outdoorsman and supporter of the right to bear arms, but I am also an elected leader who serves to promote policies that enhance the safety and security of my constituents.”

Boykins believes that federal elected officials must acknowledge the common sense notion that implementing effective gun control measures does not have to interfere with private gun ownership, but that we must put the safety of children and the citizens first above all things.

“After the 1500+ mass shootings since 2012, they (lawmakers) continue to pursue donations and endorsements from the National Rifle Association, while ignoring the clear and present danger posed by lax gun laws,” said Boykins. “The focus on obtaining the NRA’s support and blessing runs rampant, influencing our politics on all levels of government. Therefore, my plan is to create an environment where we can have this discussion openly and seek to deal with this issue from a grassroots perspective.”

Boykins plans to hold a community town hall meeting on Monday, March 5, 2018, from 6pm to 8pm at Greater Grace Outreach Church located at 10800 Scott St., Houston, TX 77047, where he plans to have a proactive conversation on “Keeping Our Children Safe: How Do We Prevent Gun Violence in Our Communities and Schools?”

Boykins has invited local pastors, Houston Police Department (HPD), Harris County Sheriff’s Department, Precinct 7 Constable Office, Houston Independent School District (HISD) Police, Texas Southern University (TSU) Police, University of Houston (UofH) Police, Houston Community College (HCC) Police, HISD Superintendent, District D School Principals, KIPP, and many more to participate in this much needed discussion.

The Forward Times plans to be a part of these discussions and will keep our readers informed on any new developments surrounding this important issue of gun violence in our country.

Regrettably, in the wake of another mass shooting in this country, the GOP has responded in its usual fashion: guarded lip service and no thought of political action. If there has been one ray of hope in the aftermath of this horrific event, it’s been the courageous response of the individuals that were directly affected: the surviving high school students.

In recent days, Emma Gonzalez, a student at the Parkland, Florida high school where 17 people were left dead after a mass shooting has become the public face and the strident voice of what potentially could become a real movement to enact commonsense gun control measures. And, what’s really telling – this response is being led by the students themselves. The young, articulate senior, in delivering remarks in the aftermath of this senseless tragedy, pulled no punches in expressing her grief and outright anger. She explicitly stated, “If all our government and president can do is send thoughts and prayers, then it’s time for victims to be the change we need to see.”

As protests and rallies continue to crop up across the country, in support of gun control action, the Alt-right and Republicans have begun to push back with some ridiculous assertions. For instance, an aide to Florida State Representative Shawn Harrison, using state email, sent out a picture and message alleging: “Both kids in the picture are not students here but actors that travel to various crisis when they happen.”

Contributing to this lunacy, former US Congressman Jack Kingston, a Georgia Republican, sent out the following tweet: O really? “Students” are planning a nationwide rally? Not left-wing gun control activists using 17yr kids in the wake of a tragedy? #Soros #Resistance #Antifa #DNC.”

Meanwhile, the asinine occupant in the White House has offered his perspective on this horrific incident. In his statement to the media following the event, Trump never mentioned the word guns during his remarks, rather he talked about mental illness as being the culprit. This clueless president is even on record for being in support of militarizing our schools – teachers and coaches having access to handguns, to combat this reoccurring threat.

Here’s the naked truth: The mass shooting mania that grips this nation is directly linked to the ready availability of assault weapons and guns that can be converted into automatic weapons. Moreover, assault weapons serve no legitimate, recreational purpose, but are intended solely to maim and kill on a mass scale.

Student activism is not a new phenomenon in this country. During the Civil Rights struggle the Freedom Riders, who were mostly college students, led “sit-ins” at segregated lunch counters throughout the South. This new call to action by students is real, wonderful to see, and hopefully will be the catalyst for meaningful gun control change.

In Bob Marley’s iconic anthem of conscience, “Redemption Song,” he asked, “How long shall they kill our prophets while we stand aside and look?”

Florida now joins that ugly tragic club of states that have seen their children sacrificed to the false god of gun obsession. Too many are hiding behind the Second Amendment and refusing to come to some common sense solutions that would at least make it harder for crazy people to kill us.

Now the students are getting tired of watching the grown people do little to protect them and are planning a march on Washington March 24. As students are confronting terror, our president is blaming the FBI and everything but the fact that military weapons bought legally are mowing down people in the church, in movie theaters and in our schools.

Days after the public execution of President John F. Kennedy, a solemn Dr. Martin L. King, Jr. spoke words that ring true still today:

Our late President was assassinated by a morally inclement climate. It is a climate filled with heavy torrents of false accusation, jostling winds of hatred, and raging storms of violence.

It is a climate where men cannot disagree without being disagreeable, and where they express dissent through violence and murder. It is the same climate that murdered Medgar Evers in Mississippi and six innocent Negro children in Birmingham, Ala.

So in a sense, we are all participants in that horrible act that tarnished the image of our nation. By our silence, by our willingness to compromise principle, by our constant attempt to cure the cancer of racial injustice with the Vaseline of gradualism, by our readiness to allow arms to be purchased at will and fired at whim, by allowing our movie and television screens to teach our children that the hero is one who masters the art of shooting and the technique of killing, by allowing all these developments, we have created an atmosphere in which violence and hatred have become popular pastimes. – Martin L. King Jr. 1963

King also said that we lived in a “10-day country” where the anger and passion will give way to business as usual. President Obama lamented after yet another mass murder that our responses have become “too routine.”

The question is do we care to do anything other than pray and feel sorry about this? I don’t think the people losing loved ones are so nonchalant. Maybe this time the Florida school children will do what no one else has been able to…demand that politicians do something about mental health and weapons of mass murders.

The student’s march on Washington will not be about liberal and conservative; it will not be about red Republican or blue Democrats and it will not be about race. This march is in fact about how easy it is to obtain guns more lethal than what was used in Vietnam. These weapons are not aimed at terrorist or the Viet Cong, but at unarmed men, women and children running for their lives while others hide behind worn out excuses.

The murderers who slaughtered in Las Vegas, Sandy Hook Elementary School in Newtown, Conn., Orlando and now Parkland, obtained these weapons legally. Not pistols or shotguns to protect their homes but military-style weapons to spread horror.

Spare me that crap about if you take guns away only criminals will have them! You think that there are no criminals in Japan or Germany? Is there no mentally unstable in Canada or Australia? Of course, there are!

What is different is that it is much harder to get an assault weapon in those countries! Do not blame diversity either because Britain and France have multicultural societies but not as many mass murders as we have. Even in this country, there are fewer murders in states that have stricter gun control.

No one is asking America to give up her guns and have no means of protection. That is the bold-faced lie the gun people yell out to keep from having a sane conversation about common sense machine gun control.

The NRA will tell you that the problem is that we have enough laws and all that is needed is to enforce the ones we have. Alright well, what is the NRA doing about that? They are pretty good about lining the pockets of mostly Republican politicians who in return go nowhere near any real gun control, even though the majority of the American public says it wants something done!

Yes, even gun owners say they would like stricter background checks and fewer assault weapons on the streets but Republicans conveniently ignore those wishes in favor of money from the NRA.

Where was the NRA when Philando Castile was killed after telling the policeman he had a legally registered gun and what Republican stood up for the Marissa Alexander who went to jail for firing a warning shot under the Stand Your Ground law? Both just happened to be black and frankly, race is a fuel that drives many of the gun nuts.

The Second Amendment was made when there were no police and no machine guns. It also talks about a well-regulated Militia, which to me suggest that people be well trained to use their guns. No one wants to stop people from protecting their family but you don’t need weapons made for warfare.

Donald Trump attempted to deflect attention from his “Putin love” by suggesting that the FBI could have done more to prevent the Florida murders as if there were not enough agents to investigate Russian attacks on our democracy and domestic threats. He talks about mental health instead of his NRA masters as being the problem while he tries to take money away from health care.

What good is a wall when children cannot feel safe in school or grandma cannot go to church? He is not the first president to endure mass murders but when was the last time you heard President Obama or even President Bush being accused by teenagers for using their classmate’s death for his own personal benefit?

Dr. King was once asked why he risked his life and spent so much time away from his own families. He looked around and said, “For the children.”

Now there is another march planned in Washington by children not for civil rights but for their lives. I hope that the spirit of Dr. King will be there with them.

The District of Columbia public school lottery deadline for pre-K through 8th grade students is fast approaching; just as new figures confirm that District public charter schools now educate 47 percent of all D.C. students enrolled in public schools. This vote of confidence in these unique public schools is a tribute to the diversity and strength of the educational programs they offer.

Tuition-free and open to all District-resident students, public charter schools are free to design and develop their school curriculum and culture, while being held accountable for improved student performance by the city’s Public Charter School Board.

D.C.’s school lottery, accessible online at myschooldc.org, allows families to choose from the District’s public schools, charter and traditional, that are out-of-boundary—schools that are not the local option provided by D.C. Public Schools and for any pre-K program. Parents and guardians rank up to 12 choices, allowing them to express a preference for over-subscribed programs. Names are drawn at random until available spots are filled.

The lottery is backed up by practical support, including an education festival with different schools exhibiting and an email and telephone hotline with multiple language options. Free public transportation allows students to attend schools across the city without extra cost.

While some schools are in such demand that there are waitlists, the lottery randomly fills places, but shortlists students who don’t make it into a chosen school—some 85 percent of students are awarded a place at one of their top three school choices.

Charters were introduced to the District to raise public school standards by increasing choice. While these unique public schools have led the way in raising standardized test scores and on-time high school graduation rates, they also have introduced themes and approaches that boost college and career readiness.  This has been particularly important in the District’s most underserved communities: charter students in D.C.’s Wards Seven and Eight are twice as likely to achieve state benchmarks for college and career preparedness than their peers enrolled in traditional public schools.

Thanks to an expansion in preschool pushed by public charter schools and the city-run school system, nearly all four year olds and most three year olds attend preschool.  Charters have the flexibility to tailor their programs to provide effective early education.

By allowing public charter schools to offer different paths to educate young scholars so that they may access the higher education and advanced career options that position them to succeed in life, best practices evolve from which all educators can learn. Families also are brought to the table because, as schools of choice, parents and guardians have a say in what works for their children. Public education dollars follow the student in the District, so charters have incentive to inspire confidence.

The District of Columbia model of school choice for all regardless of income has multiplied quality public school options—especially for the least advantaged. Today, three in four students exercise families’ rights to attend an out-of-boundary school rather than simply accepting their neighborhood school place.  And as the next generation of children is increasingly provided with the skills necessary to succeed, all of our communities can look forward to better opportunities and a more secure future.

AFRO — “Our society has treated the abuse, maltreatment, violence, and chaotic experiences of our children as an oddity that is adequately dealt with by emergency response systems… These services are needed and are worthy of support—but they are a dressing on a greater wound…   Later, in childhood, adolescence, and adulthood [affected persons will develop] behavioral, learning, social, criminal, and chronic health problems.” 

This is the assessment of Dr. Robert Anda, M.D., one of the principal investigators of the Adverse Childhood Experiences Study (ACEs), conducted by the Maryland State Council on Child Abuse & Neglect in its annual report presented to Governor Hogan and the state legislature in June 2017.

According to the U.S. Centers for Disease Control (CDC) in Atlanta, “Childhood experiences, both positive and negative, have a tremendous impact on future violence victimization and perpetration, and lifelong health and opportunity.  Research in this area has been referred to as Adverse Childhood Experiences (ACEs), [which has] been linked to risky health behaviors, chronic health conditions, low life potential, and early death.  As the number of ACEs increases, so does the risk for these outcomes.”

This evaluation is nowhere more applicable than to children of Baltimore City, where there’s a strong case for an epidemic of ACEs.  Looked at through this prism the crises in education, delinquency, violence, crime and substance abuse come clearly into focus.  Reports last year that zero students at thirteen Baltimore high schools demonstrated math proficiency should be investigated for the likelihood that Adverse Childhood Experiences played a role in those results.

Many behaviors attributed to Baltimore youth mimic the symptoms displayed by military personnel returning from war zones, described as Post Traumatic Stress Disorder or PTSD.  A case can be argued that the environment for too many of Baltimore’s children resembles a combat atmosphere. The unrelenting stressors encroaching these kids could be described as Contemporaneous Traumatic Stress Disorder, because it is felt 24/7 with no end in sight.

Low academic achievement, attendance and graduation rates, high delinquency, violence and incarceration rates, are not due to inherent susceptibility or natural predisposition of Baltimore’s children toward failure.  Not only do the city’s youth have their senses constantly bombarded with negative, painful, threatening stimuli from various sources inside and outside their homes, feelings of helplessness and hopelessness are compounded when their savior of last resort, their government, is viewed as just another threat.

Like the children of Iraq and Afghanistan, who’ve lived through a generation of war, imagine the insecurity Baltimore’s children must feel living under a government, in the person of police, who, from their perception, torment and brutalize them, their families and community.  What are the emotions of kids who witness military-clad police with tactical weapons, gear and vehicles patrolling their neighborhoods in convoys, confronting their families and neighbors, and sometimes them directly, on top of the toxic social and cultural pressures stressing them daily?

For the children of Baltimore, epidemic rates of murder, assault, rape, gang activity, strong-arm police, child abuse, domestic abuse, substance abuse, overdose, illiteracy, extreme poverty, homelessness, malnutrition, undernourishment, lead poisoning, incarceration, inadequate heat, pest infestation and HIV, are not statistics.  It’s a day in the life.  Any wonder that test scores flop when more adversity than books are carried to school every day?

DEFENDER NEWS NETWORK — As HISD begins to prepare a budget for the upcoming 2018-2019 school year, the district is estimating a $208 million shortfall as result of the financial impact of Hurricane Harvey and recapture.

HISD has seen a decline in student enrollment and is planning for a further decline for the coming school year, which will mean a decrease in state funding. The district also anticipates the storm will have a significant impact on the city’s property values, which will be released in April 2018. HISD’s main source of funding is property tax dollars. To date, the district has received no indication of how much and when they’ll be reimbursed for Harvey-related expenditures.

These factors, combined with the district’s 2018-2019 recapture payment, is creating an estimated $208 million deficit and is requiring HISD to make difficult choices about how funds will be allocated at the school and district level for the upcoming 2018-2019 school year.

“While we may have made it through Hurricane Harvey, we are now firmly in the financial storm,” said HISD Superintendent of Schools Richard Carranza. “The financial struggles brought by Harvey, recapture, and school finance have put us in a difficult position, but it is our duty to proceed thoughtfully about the resources, materials, and staffing we need to ensure we meet our goals of educating the whole child and providing all students with the essential services they need to be successful.”

Utilizing an equity lens, the district has reviewed its current funding model and is proposing a shift for the 2018-2019 school year. Currently, schools receive funding through a Per Unit Allocation (PUA), which allocates dollars per student and allows principals to decide how those dollars are used on their campus. Under the proposed staffing model, or Full-Time Equivalent (FTE) model, principals will still decide whom they will hire, but the district will ensure that every school has essential positions such as a nurse, counselor, and librarian. Schools would be assigned positions rather than dollars based on the number of students they serve.

A Principal’s Advisory Committee has been assembled to assist with the process of creating the district FTE model in a way that meets the needs of all schools. The committee includes representatives from all trustee districts, school levels, and types of schools. The committee has, and will continue to meet, regularly with the HISD budgeting department to offer their feedback, which will be included in all budget presentations made to HISD Board of Education.

In addition to the proposed FTE school budgeting model, all HISD departments are being asked to make cuts for the coming school year totaling $116 million, which is 56% of the $208 million deficit.

HISD Board of Education members will review a draft budget proposal, which includes recommendations from the Principals Advisory committee and proposed department cuts, at a workshop on Thursday, Feb. 1, at 2 p.m. in the Manuel Rodriguez Board Auditorium located at the Hattie Mae White Educational Support Center, 4400 W. 18th St. 77092.

Future board workshops and community meetings will be held over the coming weeks and months to review changes and updates to the proposed budget. By law, the HISD Board of Education must approve a budget by June 30, 2018.

Texas Appleseed’s LSAT Scholarship Kicks Off for 2018

DALLAS POST TRIBUNE — AUSTIN, Texas — Texas Appleseed, a public interest justice center, is accepting scholarship applications as part of its Diversity Legal Scholars program, aimed at diversifying the legal profession. The program helps low-income students of color expand their law school options through a scholarship that covers the full cost of a Kaplan (LSAT) preparation course, valued at about $1,299 per scholar.

The scholarship is offered three times a year, corresponding with LSAT test dates. Key dates are below:

Round 1: Accepting applications now. The application deadline is February 12, 2018. Scholarship recipients would take the LSAT on June 11, 2018.

Round 2: Accepting applications starting May 14, 2018. The application deadline is June 4, 2018. Scholarship recipients would take the LSAT September 8, 2018 or November 17, 2018.

Round 3: Accepting applications starting August 1, 2018. The application deadline is September 5, 2018. Scholarship recipients would take the LSAT January 26, 2019.

Scholarship recipients must be Texas residents and apply to take the LSAT on the designated date that corresponds to their application round. Additional requirements and details can be found at www.texasappleseed.org/diversity-legal-scholars.

According to the latest figures from the Bureau of Labor Statistics, only 4.4 percent of all lawyers in 2016 were Black, 4.7 percent were Asian, and Latinos comprised 5.6 percent of all attorneys. Texas Appleseed has awarded hundreds of Diversity Legal Scholars scholarships since its inception to give applicants a better shot at fulfilling their dreams of law school and entering the legal profession.
