On ‘Teachers Pay Teachers,’ Some Sellers Are Profiting From Stolen Work

Julie Reulbach doesn’t sell resources on Teachers Pay Teachers, an online marketplace where educators can make money on their lesson plans and classroom materials. Even so, she often sees her work for sale there.

“Everytime I check, I find something,” said Reulbach, a high school math teacher at a private school in Concord, N.C., who has published an instructional blog since 2010. She scans TpT for work from her blog about once every six months. Her site is under a NonCommercial Creative Commons license, so anyone can use, edit, or share her materials—but they are not supposed to sell them.

Nearly a dozen educators who have used or are knowledgeable about the site told Education Week that TpT has a widespread problem with copyright infringement. Teachers said sellers had lifted passages verbatim from their lessons and copied entire pages without permission. While the company provides a reporting mechanism for infractions, it leaves the policing to the rights holders themselves.

The controversy over stolen work has also fueled a larger ideological rift in the teaching community: the division between those who think it’s fine for teachers to make money off their hard work, and those who believe educators should share materials with their colleagues for free.

In a statement, TpT CEO Joe Holland said that the company takes the protection of intellectual property seriously.

“TpT strictly prohibits its sellers from listing material that infringes on the intellectual property rights of others, and we have no desire to have such material on TpT,” he said.

But educators and authors say the company should be doing more to combat what they see as a systemic failure to protect teachers and others who create materials.

When Reulbach sees sellers attempting to make money off of lessons she’s created, she reaches out to them and asks them to take her materials down. “Usually, people contact me and say, ‘I’m really sorry,’” and remove the resource from their store, she said…

Experts Tie Student Success to Bridging Education and Workforce

WASHINGTON – Better integration of education at all levels, eliminating the distinction between higher education and career preparation and more cooperation among local, state and federal policymakers can remove barriers and better prepare a workforce that increasingly includes individuals who don’t fit the traditional profile of college students.

Those were some of the suggestions made by two experts at a policy roundtable discussion Wednesday presented by Higher Learning Advocates, a nonprofit organization devoted to connecting federal policies with the needs of postsecondary students, employers and communities.

At the roundtable, titled “Bridging the Education-Workforce Divide: Upskilling America’s Workforce,” Dr. Aaron Thompson, president of the Kentucky Council on Postsecondary Education, and Dr. Jason Smith, partnership executive director of Bridging Richmond talent hub in Virginia, discussed challenges to bridging higher learning and the workforce and issues of access and success for students.

“The conversation itself is problematic and where to place emphasis in the pipeline,” said Smith. “We have to stop separating education and workforce preparation. We take those two parts and separate them out, and I think that’s really problematic. We need to start thinking about it all as being workforce preparation.”

Given the demographic changes and projections of postsecondary school populations in the United States, neotraditional or new traditional may be better terms for students long described as nontraditional. Through most of America’s recent history, the profile of an average college student was an unmarried middle-class White student attending full-time immediately after high school with parental financial support, living on campus and earning a bachelor’s degree in four to five years.

Today, however, only 13 percent of college students live on campus, 26 percent are parenting, 38 percent are older than 25, 40 percent attend part-time, 42 percent live at or below the federal poverty line, 47 percent are financially independent, 57 percent attend two-year colleges and 58 percent work while in school.

Add to those factors the unprecedented cultural diversity of student populations and diversity of postsecondary education options and the need to remove barriers to quality, affordability and successful outcomes for students becomes clear, said moderator and HLA deputy executive director Emily Bouck West.

A significant change in recent years, Thompson observed, is more students who perceive that they don’t have access to higher education and that they lack opportunities to succeed in that space, in spite of financial aid and other support systems designed to help students achieve both.

“Our job is to put value back in that value proposition,” said Thompson. “How do we change that? How do we talk about quality?”

A central part of the discussion should be greater alignment of educational arenas from preK-12 to two-year and four-year institutions, Thompson said. Providing quality education in a seamless continuum with career preparation as a central driver can help skeptical prospective postsecondary students – especially from underrepresented groups – see that education beyond high school is affordable and valuable, doable in a reasonable time and leads to employment, he said.

Breaking down silos between different types of postsecondary institutions can benefit students, said Smith, whether community colleges, baccalaureate programs, vocational-technical programs or online for-profit learning.

Data-sharing and articulation agreements that promote more thoughtful and efficient transfer of credit between schools can benefit students, Smith added. For example, a student may transfer from a community college to a four-year university without having earned a credential, but may find after one or two courses that those credits can be reverse-transferred to the community college and qualify the student for an associate’s degree.

Post-secondary students drop out or stop out for a range of personal issues, from financial to family concerns. Better credit-transfer rules and other such policy changes – which local, state and federal policies could promote – would increase the number of students completing a credential and help move more workers into the employment pipeline.

“One very different thing for students today is it is no longer the experience that you went to one institution and stayed there until you completed it,” said Smith. “People now are looking for learning they need for employment now. And where can I go later to add on? How can I stack into something that helps me over a long period of time?”

Smith and Thompson agreed that employers and schools must begin to work more closely together, and earlier in the formal education process, to ensure that student learning fits employer needs and expectations.

“There’s a need to get employers more involved on the front end in creating programs that matter and teach what they’re looking for,” said Thompson. “Everybody doesn’t have to go to college, but should have education post-high school that works. We need to be far more intentional in putting people on pathways, with employers engaged throughout the process for a continual-improvement model. We in higher education have to rethink how we’re doing business. And so do employers.”

Policies around financial aid also need to be revisited as both an access issue and a success issue, Thompson and Smith said. Paying for school and having the financial resources to meet human needs are concerns for traditional students as well as students from low-income and underrepresented groups, and guidelines around student loans and the Pell grant should be aligned with those needs, Thompson said.

Policymakers at the state and federal levels can play a role by incentivizing “disconnected” systems in higher ed to work better together for post-secondary students, said Smith.

Curriculum redesign informed by the employment sector as early as elementary school and wise use of outcomes data can close completion gaps and help students become culturally competent workforce participants, Thompson said.

“Schools need to align ourselves with a student success paradigm so we’re on the same page when talking about issues of quality and engagement,” he added.

Treating higher education as one system rather than multiple systems and helping students experience wrap-around services in a more integrated way “would go a long way” toward promoting the success of all students, Smith said.

“There needs to be a shift from an access-for-all mentality to a success-for-all mentality.”

Four Things to Watch For in the Trump School Safety Report

A federal panel led by U.S. Secretary of Education Betsy DeVos that’s charged with making policy recommendations on school shootings in the wake of the massacre at Majory Stoneman Douglas High School last Valentine’s Day promised to have its report out by the end of the year. That means we will see the commission’s report any day now. Education Week logo

So what do we already know about what may be in it? And what should we be watching for? Here’s your quick preview.

The report will almost certainly call for scrapping the Obama administration’s 2014 guidance dealing with discipline disparities. So what happens next?

Almost every advocate watching the commission believes it will recommend ditching Obama guidance, jointly issued by the U.S. Departments of Education and Justice. (The Washington Post reported that this is a for-sure thing last week.) The directive put schools on notice that they may be found in violation of federal civil rights laws if they enforce intentionally discriminatory rules or if their policies lead to disproportionately higher rates of discipline for students in one racial group, even if those policies were written without discriminatory intent. You can read about the arguments for and against the guidance here.

The big question will be, how do school districts react to the change? How many will decide to keep using the practices they set up to respond to the guidance, which supporters say has helped school districts revise their discipline policies to benefit of all kids? And how many will decide to make changes, in part because some educators say the guidance has hamstrung local decision-making on discipline? And will Democrats in Congress, who will control the House as of January, move to somehow formalize the guidance in law? It’s unlikely that would pass a Republican-controlled Senate, but it would send a message and keep the debate going in Washington.

What does the report say about arming teachers and about guns in general?

President Donald Trump said that the massacre at Stoneman Douglas might not have been as bad if educators had been armed. “A teacher would have shot the hell out of him before he knew what happened,” Trump said, referring to Nikolas Cruz, the former student who is accused of the slayings.

Since this is Trump’s commission, after all, it’s hard to imagine the report would come out against arming teachers. But it’s an open question how strong the language will be on this topic. Will the report encourage districts to arm educators, and point out that, under the department’s interpretation of the Every Student Succeeds Act, federal funds can be used to arm educators? (Democrats who helped write the law have a different take.)…

ESSA: A Roadmap for Achieving Equity in Education

States are in the driver’s seat when it comes to improving their struggling schools. But how can we make sure they’re not taking the “path of least resistance” when it comes to this important work, risking the academic prospects for students of color.

Building on the work done by Bellwether Education Partners, which conducted independent peer reviews of all 50 states’ and the District of Columbia’s ESSA plans that were required to be submitted to the U.S. Department of Education for approval, the Collaborative for Student Success analyzed plans to see which states are taking advantage of new-found flexibility regarding equity in education. The new report, Check State Plans: Promise to Practice, found that just 17 states met its threshold for even having enough public information to review. The report notes that the results are “sobering” in that “more than 9 million students attend schools that do not meet anyone’s standard for what is acceptable.” This is particularly acute for students of color and who come from low-income families.

The fact is, achievement gaps between white and black students exist. We see this time and again in the National Assessment of Education Progress as well as on individual states’ annual assessments. Students who attend inner city public schools tend to fare worse than their peers in suburban public schools. The gaps are even more pronounced when we look at private schools that draw privileged students away from city institutions. These racial divides segregate communities.

A report from the Young Invincibles examines these divides and developed three main findings: (1) minorities disproportionately enroll in for-profit and community colleges, which can condemn them to a vicious cycle of debt; (2) college costs hit minority students harder than their white peers; and (3) the achievement gap is racially divided. While 36.2 percent of white students completed four years of college in 2015, just 22.5 percent of black students could say the same, according to the analysis. While that’s much better than the 1974 numbers in which just 5.5 percent of black students finished four years of college compared to 14 percent of white students, that progress leaves little cheer.

State education chiefs and their in-state partners at teaching and research institutions plus educators on the front lines have a real chance to make a difference for black students and other minorities. But do they have the courage to make the necessary changes?

The Collaborative’s report is a good starting point, and it provides a roadmap written by education and policy leaders who are displaying the courage necessary to create bold plans that prioritize equity. Low-performing schools must be identified as such and be given real plans with real accountability measures to improve. There have to be consequences for students who don’t make the grade, but for too long, our education system as a whole has punished students by not giving them the tools they need to succeed. We have to look at the institutions and root out systemic problems.

As such, the Promise to Practice reviewers evaluated state plans based on a rubric that included whether the state has a coherent vision for improving student outcomes, whether there is a strategic use of funding and alignment of resources, the use of evidence-based interventions, and how well state leaders engaged stakeholders. That last component is perhaps one of the most interesting aspects of ESSA – federal lawmakers required states to gather input from a wide range of groups outside of traditional education. Civic groups, business leaders, parents and community activists were given a seat at the table.

We watched excitedly as several NAACP groups got involved from the very beginning, helping policy and lawmakers understand community and even neighborhood needs for the betterment of students. Still, it disheartening to learn that just 17 states are ready to identify and provide the kinds of supports that low-performing schools require. Other states can look at Colorado, which has developed a clear menu of school improvement items for districts to choose from, or Nevada where districts have to describe how their strategies for addressing equity gaps in funding applications. Nevada is also using equity-oriented data like behavior and attendance to understand schools’ challenges.

There’s so much anger and divisiveness in our society today, but the importance of education equity should be among the things on which we can all agree. Every single student in every single school, no matter where that school is located or what kind of home life the child has, must be given the tools and knowledge to succeed. We shouldn’t have to fight for this right – the right to an education. And yet we find ourselves year in, year out looking aghast at assessment scores that prove achievement gaps are still there. Thought-provoking analyses like that done by the Collaborative for Student Success will help close those gaps until they are well and truly gone.

How Zip Codes Relate to Achievement Gaps

There’s no question that education quality has an extraordinary impact on the future lives of students. As a parent of a new middle school student, I can personally attest to the importance of dedicated teachers, early childhood education and a focused, personalized approach to education. In numerous studies it has been shown that the quality of education, especially within the country’s public school system, varies widely by location.

There are several factors that contribute to success in adulthood. However, routinely we find that early childhood education and the empowerment of excellent teachers plays a pivotal role.

Students from economically-disadvantaged areas of inner-city school districts have a plethora of obstacles to overcome, including but not limited to: lack of economic mobility, reduced health care options, and exposure to crime.

Where schools should provide some relief from these challenges, they often serve as a grim reminder of how difficult it can be to escape difficult circumstances.

Harvard University Economist Raj Chetti has researched this topic extensively, compiling data from millions of Americans, he found that education quality relates to economic and social mobility. According to Mr. Chetti’s research, on average, “only about 7.5% of children from the bottom 1/5th of incomes will reach the top 1/5th of incomes nationwide. However, those odds tend to rise to 14-15% in rural areas and places with higher social capital. They sometimes decrease to below 5% in impoverished or socioeconomically-disadvantaged places.”

Children in lower income brackets disproportionately tend to be the recipients of sub-par educational resources. As Mr. Chetti points out on NPR’s ‘Hidden Brain’ Podcast, larger class sizes and less experienced teachers are all indicators that students are much less likely to obtain the cognitive and social skills necessary to advance themselves and their families.

The fact that these lower-performing public schools tend to be found in more impoverished or socially/culturally isolated areas is not a coincidence.

Prior to the implementation of the Every Student Succeeds Act (ESSA) in the 2017-2018 school year, education standards were largely determined by federal standards outlined in No Child Left Behind Act (NCLB). This structure did very little to address the specific needs of the most disadvantaged communities.

ESSA seeks to improve students’ chances at success by encouraging a more personalized approach to students’ needs, strengths and interests as well as improving and decreasing the emphasis on standardized testing. Much of the research suggests this approach will do more to advance specific, individual state school system goals and impact students’ lives.

It’s very important that parents, teachers, administrators and community members take strategic steps to address factors contributing to the educational shortcomings in some of our schools while working with policy makers to equitably utilize all the tools and resources available.

The future is now, and if our community ever hopes to eliminate the disparities that are at the root of many of the issues we are often confronted with (i.e. poverty, mass incarceration, chronic unemployment) we have to begin with education.

By requiring states to identify and intervene with their lowest-performing schools and take a more tailored approach to their improvement, ESSA is poised to have a significant and measurable impact on the state of public education in America.

There is a very real correlation between underperforming schools and generational poverty. If we wish to eliminate the latter, we must tackle education with a focus and energy that is specifically tailored to the needs of our communities.

Is it possible to test how creative someone is? There are quite a few tests on the internet that claim to do so. Of course, there are also “tests” on the internet than can tell you which Star Wars character you are. We know the people designing those tests are creative, but what about your regular American student?

This week’s Deeper Learning Digest covers a new creativity test designed for U.S. fifteen-year-olds and their international peers. It will also explain why fifteen-year-olds and other adolescents are hard-wired to adopt social media and take up extreme sports such as skateboarding and snowboarding. Finally, it will examine the common, the controversial, and why March—and not December—could be the most wonderful time of the year.

Are U.S. Students More Creative than Their International Peers?

Through the years, U.S. fifteen-year-olds have not fared well on the Programme for International Student Assessment (PISA), an international test given every three years by the Organisation for Economic Co-operation and Development (OECD). (See more in “How Does the United States Stack Up? International Comparisons of Academic Achievement.”)
Still, some education advocates tend to brush off poor PISA results by saying that U.S. students are much more creative than their international peers and THAT is the skill that really matters. As evidence, they point to the booming tech industry and the many successful start-ups that begin in the United States. Those examples are more anecdotal than empirical, but what if there was a test that could measure creativity?

Writing for Education Week, superstar reporter—and Alliance for Excellent Education fav—Catherine Gewertz notes that such a test is in the works:

“When teenagers all over the world take the PISA exam in 2021, they could face a new kind of test: one that aims to measure their creativity. And the maker of a major U.S. college-admissions exam—ACT—will build it,” Gewertz writes.

“A fundamental role of education is to equip students with the skills they need in the future,” said Andreas Schleicher, director for education and skills and special advisor on education policy to the Secretary-General at OECD, in a September 19 ACT press release. “Creative thinking is a necessary competence for today’s young people to develop, as societies increasingly depend on innovation to address emerging challenges. PISA 2021 will take international assessments into a new phase by gathering data on young people’s creative thinking skills.”

Citing Mario Piacentini, the OECD scientist leading the project, Gewertz writes that the creativity component is not a sure thing, but that the plan is to “present the exam’s framework, and ideas for possible test questions, to the OECD countries in November, and gauge their level of interest in participating.”

If the test happens, we’ll finally know for sure whether American students are as creative as we all think they are. Or maybe we’ll just have something else to argue about.

Education Week logoCapitol Hill’s budget arm says that among the many options federal lawmakers have for cutting the budget deficit, they could consider eliminating Head Start and federally supported school meal programs.

The Congressional Budget Office’s “Options for Reducing the Deficit: 2019 to 2028” is the latest in a series of reports the office releases to help lawmakers consider options for reducing the federal deficit, which in fiscal 2018 stood at $778 billion, or 3.8 percent of gross domestic product. There are a total of 121 possibilities the CBO lists for reducing the deficit, and there are a few programs listed that education policy advocates and observers might be interested in. The report also explores changes to Pell Grants and certain loan forgiveness programs available to teachers.

Keep in mind that this report from the CBO doesn’t require or place any burden on Congress to do anything—the office is just listing options for lawmakers to consider. Also: The CBO isn’t explicitly endorsing any of these options.

Child Nutrition Programs

Instead of the current funding and structure provided to school meal programs, the CBO outlines an approach familiar to many who deal with education policy and politics: block grants.

“This option would convert SNAP [Supplemental Nutrition Assistance Program, commonly known as food stamps] and the child nutrition programs to separate, smaller block grants to the states beginning in October 2019. The block grants would provide a set amount of funding to states each year, and states would be allowed to make significant changes to the structure of the programs,” the report states.

The budget analysts say this approach would reduce total spending on child nutrition programs by $88 billion, while savings for SNAP would be $160 million over the same time period. Spending on child nutrition programs like school lunch totaled $23 billion in fiscal 2018…

I am deeply troubled by the waves of distressing and insensitive policies emanating from the office I once occupied. Some recent ones even have Republicans shaking their heads.

While the U.S. Department of Education has sent mixed signals, it appears the department would tacitly approve the use of federal education funds by districts to buy guns. That’s a long way from the 1965 law that brought the federal government into the world of education.

The original Elementary and Secondary Education Act was part of a package of civil rights laws aimed at advancing equity and justice in the classroom. It followed a decade after the historic U.S. Supreme Court decision to end legal segregation. It was America at its best, raising our sights and uniting us behind common goals.

Secretary Betsy DeVos’ position on the use of guns is part of a pattern that takes us backwards. In recent days, she has announced plans to roll back guidance we issued on campus sexual assaults. More than 1 in 5 young women and more than 5 percent of men, report being assaulted; yet, she acts more concerned with the rights of the accused than the rights of victims…

The Trump administration also weakened protections for student borrowers and reversed the rules we developed for holding for-profit schools accountable. Our young people are drowning in debt, delaying home purchases, and filing for bankruptcy, but DeVos seems more concerned with protecting for-profit colleges that are ripping them off.

In 2011, the United Nations declared October 11 the International Day of the Girl Child, in order “to help galvanize worldwide enthusiasm for goals to better girls’ lives, providing an opportunity for them to show leadership and reach their full potential.”

The movement was sparked by members of School Girls Unite, an organization of youth leaders advocating for the U.N. Sustainable Development Goals. Following their lead, President Barack Obama proclaimed Oct. 10 Day of the Girl in 2013, writing:

“Over the past few decades, the global community has made great progress in increasing opportunity and equality for women and girls, but far too many girls face futures limited by violence, social norms, educational barriers, and even national law. On International Day of the Girl, we stand firm in the belief that all men and women are created equal, and we advance the vision of a world where girls and boys look to the future with the same sense of promise and possibility.”

In a 2016 op-ed, First Lady Michelle Obama wrote that the issue of gender equity is not just a matter of policy; it is personal.

“Unlike so many girls around the world, we have a voice. That’s why, particularly on this International Day of the Girl, I ask that you use yours to help these girls get the education they deserve. They’re counting on us, and I have no intention of letting them down.  I plan to keep working on their behalf, not just for the rest of my time as First Lady, but for the rest of my life.”

Staying true to her promise, on Oct. 11, Obama and TODAY held a special event on 30 Rockefeller Plaza to “empower and celebrate girls all over the world.” Kelly Clarkson, Jennifer Hudson and Meghan Trainor are slated to perform.

The visibility of the event is powerful; still, it cannot, and must not, overshadow the lived experiences of Black girls who, too often, are victimized, criminalized, and erased.

In 2014, President Obama launched My Brother’s Keeper, an initiative to address persistent opportunity gaps facing Black boys. In response, over 250 Black men and other men of color challenged Obama’s decision to focus solely on Black men and boys, and called for the inclusion of Black women and girls, stating in an open letter: “MBK, in its current iteration, solely collects social data on Black men and boys. What might we find out about the scope, depth and history of our structural impediments, if we also required the collection of targeted data for Black women and girls?

“If the denunciation of male privilege, sexism and rape culture is not at the center of our quest for racial justice, then we have endorsed a position of benign neglect towards the challenges that girls and women face that undermine their well-being and the well-being of the community as a whole.”

The African American Policy Forum, founded by Kimberlé Crenshaw, Professor of Law at UCLA and Columbia Law School, co-author of Black Girls Matter: Pushed Out, Overpoliced and Underprotected, and Say Her Name: Resisting Police Brutality Against Black Women, amplified the letter and spearheaded the ‘Why We Can’t Wait’ campaign, which flowed from the reality that “any program purporting to uplift the lives of youth of color cannot narrow its focus exclusively on just half of the community.”

Specifically, for Black girls in the United States, the intractable scourge of white supremacy stains every corner of their lives; meaning they must battle misogynoir on both institutional and interpersonal levels at every turn.

In the study Girlhood Interrupted: The Erasure of Black Girlhood (pdf), co-authored by Rebecca Epstein, Jamilia J. Blake, and Thalia Gonzalez, the answers of survey participants provided anecdotal evidence of how dehumanized Black girls are in this country. According to participants:

  • Black girls need less nurturing
  • Black girls need less protection
  • Black girls need to be supported less
  • Black girls need to be comforted less
  • Black girls are more independent
  • Black girls know more about adult topics
  • Black girls know more about sex

While the above racist and sexist perceptions are false, the institutionalized and systemic ramifications of such dangerous thinking are very real, with Black girls suffering the consequences.

Black girls are suspended and expelled from school more often than boys; Black girls are also 20% more likely to be detained than white girls their age.

According to the 2015 report “Gender Justice: System-Level Juvenile Justice Reform for Girls” (pdf), 84 percent of girls in the juvenile-detention system have experienced family violence; additionally, “[girls] in the justice system have experienced abuse, violence, adversity and deprivation across many of the domains of their lives—family, peers, intimate partners and community.”

Black girls are also less likely to receive any pain medication—and if they do receive it, it is less than their white counterparts.

The Bureau of Justice Statistics reports that lower income women experience some of the highest rates of sexual violence. Black girls—and boys—live in the bottom fifth of the national income distribution, compared to just over one in ten white children, the Brookings Institute reports. And where there is Black poverty, there is police violence—with sexual violence being the second highest form of reported police brutality—and the state occupation of communities.

As Melissa Harris-Perry wrote in 2016, “Girlhood has never been a shield against the brutality of white supremacy.”

Still, we rise. Our Black girls are full of promise. They are leaders and scholars, artists and writers, singers and athletes.

But even if they were none of these things, they have the unassailable right to dignity, safety, love and joy, free of the burdens and pain this nation has piled on their backs.

More Than a Quarter of Schools Could Be Flagged as in Need of Improvement Under ESSA, Experts Say

Now that the Every Student Succeeds Act has been officially in place for a whole school year, states are beginning to release their lists of schools that need extra help. And there’s a particular group of schools that experts are watching closely: Additional Targeted Schools.

That’s a wonky term for a particular set of schools that need improvement, but it’s one to watch: It could end up describing anywhere from 30 to 70 percent of schools, according to preliminary observations by the Center for Assessment, a nonprofit that works with states on testing and accountability. (Although that may be the typical range, many states will be under the 30 percent threshold, the Center said.) Education Week logo

This bears out in individual states, too. In California, at least a quarter of schools would qualify, according to a report compiled by the state board of education earlier this year. (Check out page 429 of this document for more.) And a plurality of those schools would qualify because of struggling performance among students in special education.

Similarly, Louisiana found by using data from 2015 and 2016 that about 42 percent of its schools would fall into the category. Most would be identified because of poor performance of students in special education. (Check out page 66 of the state’s ESSA plan for more).

So what exactly are Additional Targeted Schools and what’s required of them under ESSA? Under the law, states must flag Title I schools that are in the bottom 5 percent of performers in the state for what’s called “comprehensive support and improvement.” In those schools, the district is required to come up with an evidence-based plan to fix the school’s problem, monitored by the state…
