Total bonded indebtedness may not exceed 2.5 percent of the taxable assessed valuation of property for unified school districts. Depending on the type of bond, a tax rate levy limit to $60 per $100,000 of assessed value for unified school districts may also apply.

Torlakson Speaks at 2018 CABE Conference

Torlakson Speaks at 2018 CABE Conference

SACRAMENTO—State Superintendent of Public Instruction Tom Torlakson on Wednesday (March 28, 2018) will speak with California bilingual teachers and meet with Mexican education officials to discuss ways to work together to help “the students we share.”

These discussions, which will take place at the state’s largest bilingual education conference, continue Torlakson’s efforts to forge closer ties with Mexican educators and to promote multilingual education.

Torlakson will address the California Association for Bilingual Education, which organizes the gathering of about 2,000 educators. The conference this year is titled “Embracing Multilingualism: From Policy to Powerful Practices.”

“Embracing multilingualism is what we do, and do well in California,” Torlakson said. “We embrace different languages, we welcome different cultures. We build bridges, not walls with our fellow educators in Mexico. People in California, parents, educators, business leaders, and community leaders understand that diversity is our strength.”

For example, over 173,000 Seals of Biliteracy have been awarded to high school graduates who demonstrate proficiency in more than one language. Information is available at the California Department of Education (CDE) State Seal of Biliteracy Web page.

Torlakson will speak at an awards ceremony and open the general session where he will unveil the release of the California English Learner Roadmap Guidance document which will support districts in strengthening comprehensive policies, programs, and practices for English learners.  He will also join a roundtable with Mexico officials including state of Baja California Education Secretary Miguel Ángel Mendoza.

Torlakson has visited Mexico City and Tijuana to promote cross-border education cooperation, promote teacher exchange programs between California and Mexico, and support migrant and immigrant families.

He has also worked with Mexico to better serve “the students we share,” the estimated 50,000 U.S. born students attending schools in Baja California and may eventually return, and the Mexican born students attending school in California.

California voters in 2016 overwhelmingly passed Proposition 58, which removed outdated barriers to bilingual and multilingual instruction and is increasing the demand for credentialed teachers in those specialties.

Torlakson will also discuss his Safe Havens initiative, which includes schools that reassure students, parents, and educators that everyone is welcome on school sites, regardless of immigration status. To date, 130 school districts representing 2.7 million total students have adopted Safe Haven resolutions. Information is available on the CDE’s Safe Havens Web page.

The roundtable will be at 10:30 a.m. at the Sheraton Grand Hotel Camelia Room. CALIFORNIA: State Schools Chief Tom Torlakson Announces Model Continuation High Schools for 2018

SACRAMENTO—State Superintendent of Public Instruction Tom Torlakson today announced that 32 schools were newly designated as Model Continuation High Schools for 2018. These schools are recognized for creating innovative programs that focus on academics and social and emotional learning and helping students who have faced many challenges, including chronic absenteeism and truancy, get back on the path to realizing their full academic potential.

“These model continuation high schools provide a space where students can feel a sense of accomplishment and increased confidence and receive strong educational support,” said Torlakson. ”Creating an academically challenging yet encouraging school climate can help turn an at-risk student on the verge of dropping out into a high school graduate prepared for a future career or college.”

All the schools honored offer strategic and specialized programs. For example:

  • San Antonio High School in Claremont effectively supplements classroom teaching with online programs.
  • Olympic Continuation High School in Concord has a strong mental health team that works closely with the county mental health agency to help students succeed in the classroom and in life.
  • Desert Oasis High School in El Centro has a counseling staff that is exceptionally dedicated to preparing students for academic opportunities after graduation. The school has cultivated strong partnership with local community colleges, hosts college orientation and financial aid workshops, and allows dual enrollment classes on campus.

Continuation schools provide a high school diploma program for students ages sixteen through eighteen who have not graduated from high school, are required to attend school, and are at risk of not completing their education.

The schools were selected based on a comprehensive and competitive application process that involves effectiveness, assessments, and use of data. The process included a peer review panel and on-site visit.

The Model Continuation High Schools Recognition Program is a joint project of the California Department of Education (CDE) and the California Continuation Education Association (CCEA). The program honors continuation high schools for the comprehensive services they provide at-risk youth through instructional strategies, flexible scheduling, guidance, and counseling.

More than 53,000 students attended the state’s 441 continuation high schools during the 2016–17 school year.

The 32 schools selected as Model Continuation High Schools retain their designation for three years and will be recognized at this year’s CCEA State Conference in San Diego on April 27–29. SACRAMENTO—State Board of Education President Michael W. Kirst and State Superintendent of Public Instruction Tom Torlakson issued the following joint statement today regarding the U.S. Department of Education’s feedback letter on California’s Every Student Succeeds Act (ESSA) plan.

The letter is part of the ESSA approval process, which all states are undertaking. California’s letter is similar in length and scope to those received by many other states.

“California appreciates the federal government’s feedback and looks forward to the opportunity to further clarify and strengthen our Every Student Succeeds Act plan. We will be working to address technical points of clarification while noting that there are areas of disagreement over the interpretation of federal statute.”

“California’s ESSA plan is grounded in our state’s 2013 Local Control Funding Formula law, which emphasizes equity, public participation, and continuous improvement. Our resubmitted ESSA plan will retain those principles.”

800,000 California Students Now Eligible for Free and Reduced Price Lunches

SACRAMENTO— State Superintendent of Public Instruction Tom Torlakson announced today that more than 800,000 California students are now eligible to receive free and reduced priced meals from the state school lunch program through a more streamlined and automated state-level Direct Certification process.

Local education agencies (LEAs) can now use Medi-Cal data included on the California Longitudinal Pupil Achievement Data System (CALPADS) direct certification reports to certify eligible students. The data exchange between the state departments and the LEAs takes place securely without disclosing a student’s Medicaid status, health information, or specific income data.

This Direct Certification process eliminates the need for families to fill out applications, reduces the administrative tasks of verifying and processing those applications, and identifies eligible students in a more expedient timeline.

“This new process is a great example of government agencies working together to create a more efficient system that better serves our students and can help to increase the number of students who receive healthy meals,” said Torlakson. “Now, many students can start the school year with their meal eligibility already in place, giving them access to the nutritious food they need to stay focused in class and ready to learn.”

Torlakson, a former science teacher and cross country coach, has made student health a top priority, launching the Healthy Kids initiative to encourage students to exercise. The initiative seeks to ensure students have access to healthy meals and clean drinking water.

He cautioned that the way data is collected does not allow the California Department of Education (CDE) to determine how many more students will be eligible for free and reduced price meals. Many of the 800,000 students have used existing methods to gain eligibility.

Direct Certification is a federally-mandated process that certifies school age recipients of CalFresh and CalWorks benefits as eligible for the free school lunch program.

CALPADS provides direct certification results to all public schools, county offices of education, and charter schools through its electronic notification process. All students on Medi-Cal are not eligible for free and reduced price lunch. Families have to fall within a certain household income to be considered eligible. Once certified, a student’s eligibility is good for the entire school year.

The Direct Certification with Medicaid/Medi-Cal process began as a demonstration project through the U.S. Department of Agriculture (USDA). The California Department of Education applied to participate in the demonstration project in 2016 to increase the number of students certified for free and reduced price meals and eliminate the need for a household application.

The demonstration project started with 14 school districts and as of July 1, 2017, all public school districts, county offices of education, and charter schools statewide have access to Medi-Cal Direct Certification information located in CALPADS.
