“Let me introduce our new TA, Alexa!” This may be a plot in a science fiction movie, but that day may soon come true in school. Recently, “the toy-giant Mattel announced it had pulled the plug on plans to sell an interactive gadget for children” (NPR). The device, named Aristotle, looked similar to a baby monitor with a camera, but could “displace essential parenting functions, like soothing a crying baby or reading a bedtime story.” Aristotle, powered by artificial intelligence, can collect large-scale data about a child’s behavior by tracking and surveillance and then through computation, interact with the child.

Artificial Intelligence (AI) and Machine Learning (ML) are two very hot buzzwords right now. AI is a broader concept about machines being able to carry out tasks in a smart way (Forbes). ML refers to some specific application of AI, namely, feeding machines with data and let machines learn for themselves. The life of AI and ML depends on ubiquity and big data.

What questions should educators ask before AI and ML creep into classrooms?

Increasing the collection and computing of big data in children’s lives is the trend of AI and ML, but it challenges educators. The 2018 Interaction Design and Children Conference (IDC) discussed at least four areas where scientists and educators should consider using the ubiquity of technologies and big data to benefit children. The identified areas include:

Control and ownership –

  • To what degree can and should students and parents control data about them?
  • Are control, ownership, and data privacy transparent and easy to understand for all stakeholders (i.e., students, parents, teachers and school administrative staff)?

MTSU’s President McPhee Embraces New Academic Year

MURFREESBORO, TN — MTSU President Sidney A. McPhee kicked off the new academic year Thursday, Aug. 23, by applauding the university’s faculty and staff for continued progress in student retention and graduation while emphasizing the need to develop new strategies in an ever-evolving higher education landscape.

Now in his 18th year leading the Blue Raider campus, McPhee addressed a capacity crowd of faculty and staff inside Tucker Theatre during his annual State of the University remarks as part of the traditional Fall Faculty Meeting in advance of classes beginning Monday for fall semester.

“The calling to make a difference in the lives of others — the passion that drew each member of our academic community to fulfill careers in teaching, research, service, and providing mentorship — is the ultimate goal of our institution,” he said.

Another highlight of the gathering was the presentation of the MTSU Foundation’s Career Achievement Award, this year going to Judith Iriarte-Gross, a professor of chemistry at MTSU since 1996 who is nationally known for her advocacy for girls and women in the sciences.

Iriarte-Gross is director of the Women In STEM (WISTEM) Center at MTSU and the founder and director of Tennessee’s first Expanding Your Horizons girls’ STEM education workshop. STEM stands for science, technology, engineering and math.

In assessing the university’s overall progress during his hourlong remarks, McPhee noted that MTSU continues making progress through its Quest for Student Success initiative to improve retention and graduation rates, accountability and affordability while “striving to become the public university that more students and parents look to for a top-rate education.”

He cited the increase in full-time freshman retention rate from 69 percent in Fall 2013, when the university first began its student success initiatives, to 76.8 percent in Fall 2017. MTSU’s efforts have become a national model, he said, with media outlets such as The New York Times, the Washington Post and the Chronicle of Higher Education taking note.

He commended University Provost Mark Byrnes and Vice Provost Rick Sluder for leading the retention efforts and touted a list of other achievements from across the university — from funded research to accelerated graduate programs and from athletic successes to ongoing support for student veterans.

“Our proven ability to educate graduates with the least amount of taxpayer dollars per-student is something in which we can, and should, take great pride,” he said.

McPhee also announced Thursday that the MTSU Board of Trustees earlier this summer approved his recommendation for a 1.5 percent across-the-board salary increase for employees while also approving the use of $3.7 million in state and university funds for partially implementing a compensation plan to make MTSU salaries more competitive over time.

Other address highlights:

 MTSU’s new 91,000-square-foot Academic Classroom Building will provide a state-of-the-art facility for the College of Behavioral and Health Sciences, including much-needed classroom, office and lab spaces for the Criminal Justice, Psychology, and Social Work departments. The $36 million project is expected to be completed in Summer 2020.

Renovations at Peck Hall are nearing completion and include new ceiling and lighting for the breezeways, new lighting for the corridors, refinishing of the flooring on the second and third levels, and new furnishings for the courtyard areas.

The long-running Middle Tennessee Boulevard widening project is expected to be finished in December.

Parking Services will have new facility located on City View Drive on the southeastern edge of campus, with completion expected by the end of 2019.

Alumni and supporters donated more than $12.7 million in gifts in the last fiscal year, which exceeded the previous year.

Discussions continue regarding the potential transfer of the Valparaiso University’s law school to MTSU. Such a transfer would result in an estimated gift value of $35 million to $40 million.

McPhee concluded his remarks by noting that he would be meeting with senior administrators and deans in the coming months to develop strategies for the next five years “that will differentiate MTSU from our peers and competitors.” (Read the full text of his remarks at http://ow.ly/XbcX30lwRHc)

In accepting the Career Achievement Award, Iriarte-Gross noted the importance that federal programs such as TRiO and Upward Bound played in helping a young, first-generation college student from a single-parent home enter higher education and pursue the sciences with the encouragement of teachers and mentors.

Iriarte-Gross also is a fellow of both the American Chemical Society and the American Association for the Advancement of Science, two of the country’s premier scientific professional societies, among her many honors.

“I tell my students today, listen to your teachers because they see something in you that you might not see,” she said.

When she and husband Charles moved to Murfreesboro in 1996, Iriarte-Gross recalled that she noticed the absence of an EYH program for young girls anywhere in Tennessee. She went to work launching one on the Blue Raider campus that will host its 22nd edition in October and has since been joined by five other EYH programs across the state. 

“We are changing the future STEM workforce for Tennessee by showing girls that they can do anything,” she said.

The Career Achievement Award is presented annually to a professor at MTSU and is considered the pinnacle of recognition for the university’s faculty. August 28th, marked the day, 63 years ago, when Emmett Till was savagely beaten and lynched in Mississippi. It is the same day, 8 years later, that Dr. Martin Luther King Jr. delivered his immortal “I Have a Dream” speech. Ten years ago, on that day, then candidate Barack Obama accepted the Democratic presidential nomination. On August 28th of this year, Florida elected its first Black gubernatorial candidate, Democrat Andrew Gillum.

Despite the horror of Emmett Till’s murder in 1955, August 28thhas marked a date of victory and progress for Blacks in America. Many of these victories were obtained by Blacks showing up to the polls.

However, these change-making triumphs were — and often still are — met with retaliation from those that benefit most from the status quo.  Therefore, we must remain vigilant in securing unprecedented Black voter participation in the 2018 elections by exercising our constitutional right to vote — a right the current administration has failed to protect.

During the White House’s first press briefing following President Trump’s visit to Helsinki, April Ryan questioned Press Secretary Sarah Huckabee Sanders about voter suppression and election meddling. The White House failed to state a clear position.

It is up to each of us as Americans to decide whether or not the United States will protect from foreign and domestic adversaries. Ensuring that our right, as citizens, to vote in free and fair elections is secure. However, history reminds us that the U.S. has a poor record of protecting those rights for all of its citizens — especially when those citizens are African Americans.

Fortunately, forewarned is forearmed. Our opponents have not changed their tactics. The enemies of justice have always known this fact that education is inextricably tied to freedom: Our right to read is as fundamental as our right to vote.

Brown vs. the Board of Education, the famous Supreme Court decision which declared school segregation unconstitutional, was rendered in 1954. In 1956, just two years after Brown, Look magazine published the confessions of J.W. Milam and Roy Bryant, the men acquitted for the brutal murder of Emmett Till. In the article, Milam indicated that school integration and voting rights were motives for his violent behavior.

“As long as I live and can do anything about it,” Milam said, “Niggers are gonna stay in their place. Niggers ain’t gonna vote where I live. If they did, they’d control the government. They ain’t gonna go to school with my kids.”

While the tactics and techniques employed are no longer as violent and blatant as Milam and Bryant’s, the intent to suppress Black votes and simultaneously limit access to an equitable education continues into the 21stcentury.

In 2012, measured against the population, the percentage of Black voter participation surpassed that of Whites. In 2013, just one year later, the Supreme Court voted to void section 5 of the Voting Rights Act of 1965, allowing nine, mostly southern and historically discriminatory states, to change their election laws without advance federal approval. Immediately, Texas re-enacted a previously blocked voter identification law and began making plans for redistricting.

In 2015, President Barack Obama signed the Every Student Succeeds Act (ESSA) into law. ESSA is the reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965 and is designed to ensure access to high-quality education for all children regardless of the color of their skin, geographic location, or socioeconomic status. A major distinction between this law and earlier reauthorizations is that it grants each state the power to develop the academic standards and evidenced-based interventions that best fit the needs of their population.

ESSA represents an opportunity to establish a more equitable playing field but the Trump administration’s 2019 federal budget proposes cutting $3 billion from the Education Departmentwhile investing over a billion dollars in school choice programs. The risk to equitable education: More than 90 percent of students in the United States attend public schools, and, as of 2014, attendance in America’s public schools is majority-minority.

In June of this year, the Supreme Court upheld Ohio’s right to purge voting rollsif voters have failed to participate in recent elections and fail to respond to a notice from election officials. Nationwide initiatives to clear inactive voters from the rolls are thinly veiled attempts to reduce “widespread voter fraud,” enacted by several Republican-controlled legislatures, despite overwhelming datathat establishes that voter fraud I essentially non-existent.

Opponents of justice realize that access to education enhances the prospect that citizens will exercise our voting rights. The ethical lapses and physical violence that often arise as a result of progress in these areas is no coincidence. To combat voter suppression, the National Newspaper Publishers Association  (NNPA), in partnership with other civil rights groups, has launched a campaign to drive 5 million additional Black voters to the polls.

In his remarks to the attendees of the NAACP’s convention in San Antonio, Texas, Dr. Benjamin F. Chavis Jr., NNPA President and CEO, remarked that much of what is happening in Washington, D.C. today, “is in reaction to our going to the polls and voting. Voter suppression is taking place because weare voting.”

After the unveil of explosive reportswhereU.S. Education Secretary Betsy DeVos, openly considered allowing schools to use federal Every Student Succeeds Act (ESSA) funding, to purchase firearms and provide firearm training to educators, members of theLeadership Conference on Civil and Human Rights (TLC) have stepped in with an open letterto the same administrator—in protest.

Comprised of over 200 national organizations working together to promote and protect civil and human rights of all people, the open TLC letter was released on Sep. 17, demanding that the department immediately publicly clarify, that ESSA funds could not be used for weapons.”

On behalf of The Leadership Conference on Civil and Human Rights… we write to share our significant concern regarding the Department’s reported contemplation of the use of Student Support and Academic Enrichment grants provided to states under the Every Student Succeeds Act (ESSA) for purchasing firearms and firearms training for school staff,” the letter stated.

Questioning the department’s intent, the letter further went on to the explore the risks of increased violence that this option could potentially cause.

“The Department’s consideration of this use for the funding is inconsistent with both congressional intent and evidence-based educational practices, working against ESSA’s purpose to ‘provide all children significant opportunity to receive a fair, equitable, and high-quality education, and to close achievement gaps.’ Having more firearms in schools would expose children and school staff to a greater risk of gun violence and make everyone in schools less safe,” the letter continued.

Since issuing these statements in late August, that were said to be sparked by requests from Texas and Oklahoma to tap into federal money to pay for “school marshals, Devos has ultimately left the decision to local districts to decide on how they would like to use the ESSA grant money.

Inher letter to Congress, DeVos stated that she would not take “any action concerning the purchase of firearms or firearms training for school staff,” however, Marc Morial, president of the National Urban League and a member of TLC, reflected that an ‘option’ such as this, should have never even been presented.

“This is whole idea is just lousy and makes no sense,” Morial said. “ESSA money should be used to by books and give disadvantaged youth a chance at better education. African Americans already face large amounts of gun violence outside of school, so to even propose such an idea is an added insult to injury.”

“School should be a safe haven for students and there is not one scant of evidence that shows children are safer around guns. The National Urban League does not want or support this,” Morial continued.

In agreeance with TLC’s belief that ESSA funding should not be used to support guns in school, last week the state of New York issued their own memo to school district leaders, stating that they would not allow schools to use federal or state money to buy guns.

“We simply cannot afford to use federal education dollars that are intended for teaching and learning to pay for weapons that will compromise our schools and communities,” New York Education Commissioner MaryEllen Elia wrote.

In a report done by CNN, Black Americans (particularly males), were shown to be more likely to die and to be involved with gun violence over their White counterparts, a startling statistic that the NAACP Legal Defense & Educational Fund (LDF), an legal organization devoted to fighting for racial justice,fears might spill into the classroom, should states actively pursue such an option.

“We need the department of education to immediately and publicly clarify, that ESSA funds cannot be used for weapons,” Nicole Dooley, a LDF general counsel member said. “The only thing that this option will do is place more students at risk, especially African Americans, who experience implicit bias daily. The purpose of ESSA is to improve educational opportunities, not to create more dangerous practices.”

NASHVILLE, TN — Many school districts across the nation are feeling the squeeze that smaller budgets and higher expectations for achievement are placing on their already challenged learning environments. While there is a constant push to do more with less, committed board members, administrators and teachers continue to fight through those challenges to remain focused on the goal of elevating student achievement. 

This scenario is a strikingly familiar one for Metro Nashville Public Schools, a chronically underfunded district tasked with the expectations of meeting rigorous state and national achievement standards despite scarcity in resources. Out of thousands of school districts across the nation, MNPS stands as the 41st largest educating 86,000 students from diverse communities. Like other large districts, the directive to meet growing educational demands has become a stark reality, even when the funding does not compliment this top priority. 

Tyese Hunter, who represents District 6 and serves as the Metropolitan Nashville Board of Education Budget and Finance Committee chair, said although it was a difficult budget process this year, the misperception of all doom-and-gloom is inaccurate. She said while the decrease in funding is significant, the board was diligent in laser-focusing on priorities to have the greatest impact for all students.

“Despite what some have communicated, a lot of progress was made in this budget, even with all its challenges,” Hunter said. “We engaged in some very tough conversations and worked really hard to determine which priorities would be most impactful to students and families.” 

She added, “Leadership is about meeting the tough challenges and not allowing a few vocal voices to get in the way of progress. There were some very brave conversations this year around equity across our district, and I commend my board colleagues for being courageous enough to address this critical issue by voting for a budget that prioritized students who have been underserved for decades.”

In a tight budget year, the district looked at how it could provide its poorest and neediest schools with a boost through how it allocated its Title I funds.  Title I funds are dollars given to school districts by the Federal government to help poor students perform better in schools.  The Board voted 7-2 for a budget that provided equity and access to some of the district’s most vulnerable students, which led to a total of $7.2 million additional dollars being allocated to schools with $5.2 million being given to special education and $2 million for English Language Learners.  Thanks to the Metro Council, an additional $2 million was provided to increase paraeducator pay and to ensure all students can take and earn credit for advanced coursework at the high school level like Advanced Placement courses, International Baccalaureate courses, and dual credit courses through Nashville State Community College, as well as industry certifications – for free.  Over the past two years, the district has allocated an additional $14 million directly to schools. 

These bold moves coupled with the work the Board of Education approved last year providing resources to ensure each elementary and middle school had Encore, which is offered through Gifted and Talented programs, and teachers and qualified literacy experts in every building. New literacy curriculum in all schools will ensure that Metro Nashville Public Schools is serving the needs of all students without taking anything away from all students. 

“We want to make sure all students, regardless of their academic status and background, are not left behind,” said Dr. Shawn Joseph, director of schools. “Our most accelerated learners are not getting short-changed because we are addressing the needs of special education and ELL learners. We believe we can, and we will, provide equitable services across this district that ensures every single child’s educational needs are met.”

Hunter, who represents one of the city’s most diverse school populations, said Metro Schools has made strides over the past two years. Reading and math scores are up, ACT scores are moving in the right direction with more students taking the test, more are taking and passing AP and IB tests, and additional funds toward special education, gifted and talented services, and English Language services are areas that are being addressed. 

“As budget chair this year, we had a hard conversation about equity in this district. We sent more money to our neediest schools and held 10 community budget meetings to ensure we received input and concern from parents and the community,” Hunter said. “This is unprecedented and resulted in nearly every cluster receiving an increase in funding over the previous year.”

Reports from organizations such as the Nashville Public Education Foundation and the Nashville Chamber of Commerce link Nashville’s future to its success with education. How the city invests in this key economic driver which is tied directly to job creation and global competitiveness will determine its ability to hold on to the “it-city” persona that has caught fire across the country. According to the U.S. Department of Education, increasing educational attainment by a single grade level boosts lifetime income, is a potent weapon against poverty and illiteracy, shapes active citizens, and builds safer, stronger and healthier communities, among other benefits.

“Education is an investment, and while MNPS did not receive the level of funding we wanted from the city, we expect this district’s administration to ensure the funds we have been provided are put to good use,” Hunter said. “Further, as we move ahead, it is important that we continue to exhibit this type of courage and decision making on the board, and to keep at the forefront what is best for children over politics.”

Former Houston ISD superintendent Richard Carranza is speaking out about his disappointment in HISD’s failure to pass major reforms while he was here. Carranza, who now leads the New York public school system after abruptly quitting HISD, said the district lacked the appetite for changes that would boost outcomes for lower-income and minority students.

“As soon as I left, it seemed like people just didn’t have the stomach to take the fight,” Carranza said.

In an interview with Atlantic Magazine, Carranza who was with the district for 18 months, said HISD leaders resisted changes that would benefit historically underserved students, creating inequitable access to quality education among students from all backgrounds.

The Atlantic article largely focused on his immediate reform efforts in New York City, but Carranza didn’t mince words as he talked about HISD’s current campus funding model and the geographic layout of its magnet schools, which he said have favored students from more affluent and white backgrounds. In the months before his departure from HISD, Carranza proposed shifting toward a more centralized funding model that largely would benefit schools in lower-income and predominantly Black and Hispanic neighborhoods.

“You would think if you want to integrate schools and really provide a robust push for the entire system, you would place some really sexy magnet schools in those African-American neighborhoods. No! They were all concentrated in white, upper-middle-class neighborhoods, so that if you’re an African-American student, you have to leave your neighborhood to go to those programs,” he said.

Carranza’s comments cut to key questions about the district’s dedication to impoverished and minority students, while also raising the specter that Carranza’s abrupt departure contributed to the proposals stalling. During his tenure the district dealt with

Ultimately, HISD trustees tweaked the district’s current campus funding model and shelved the magnet proposals, to Carranza’s dismay. However, it is arguable whether trustees resisted Carranza’s proposal because they “didn’t have the stomach to take the fight.” Some trustees embraced Carranza’s proposal, but others thought the district administration was moving too hastily and did not provide enough details about the proposal’s merits.

“Carranza didn’t leave any definite plans on the table. Only ideals,” HISD Board President Rhonda Skillern-Jones said. “For me, there were conceptual changes that were never fully vetted or fleshed out by the administration.”

The district also was dealing with a large budget deficit and a looming threat of a state takeover of the school system resulting from a state law that required the Texas Education Agency to control operations of any school district in which one or more schools failed to meet state academic standards for five consecutive years, prompting a few trustees to question whether HISD was tackling too much at one time.

Audrey Murph Brown (Murph), a school social worker of 26 years and a member of the Springfield Education Association (SEA) in Massachusetts, describes the events that occurred in the 2017 – 2018 school year as “a perfect storm at the perfect time.”

This storm was heavy with institutional biases, nepotism, and favoritism. Institutional biases kept many highly qualified educators of color from becoming lead teachers or being offered lateral promotions. “Rarely were those opportunities given to educators of color,” says Murph, “but what they would get was the unspoken bias that only educators of color can deal with difficult children, and as a result don’t get to show their academic skillset and abilities in classrooms.”

And when there were opportunities for advancement, explains Murph, administrators would often bypass the hiring process by burying job postings, not interviewing qualified candidates of color, and handpicking their friends. “This was nothing new,” she says. “It’s always happened, but it’s never been addressed.”

The Teacher-Student Racial Gap

In Springfield, 80 percent of public school students are of color while educators of color make up only 15 percent. The gap between the percentage of students of color and the percentage of teachers of color nationwide is large. Approximately 42 percent of PK-12 public school students today are students of color, and this number is expected to rise through 2024. Yet, about 80 percent of public school teachers are white, 9 percent are Hispanic, 7 percent are black, and 2 percent are Asian, according to the National Center on Education Statistics.

The Initiative was an outgrowth of the Next Generation Leadership Program, which ALANA leaders and allies had previously attended. Next Generation was designed to create a safe space to talk about the issues educators face and it helps to identify, recruit, and train members to be active at the work site level, resulting in local affiliates becoming powerful and effective organizations. The program is unique in that it works with educators with three years or less of leadership experience, and that it’s mostly conversation. There’s no agenda other than the topics participants bring up. There’s no PowerPoint. No flipcharts.

“It’s all based on the lived experiences of educators, which helps to create the kind of space where people can build confidence in that change can happen through collective action, and learn the skills to bring people together and overcome their fears of taking action,” says George Luse, who, at the time, was an MTA organizer before his retirement.

He explains that the blueprint of the training does what it’s supposed to do: give people skills, encourage them to act, and build collective member power. “Nothing works without members who are excited about the union and understand the union as a tool to improve their working conditions and the environment around them,” says Luse, who has 30 years of organizing experience…

GAO: Action Needed to Improve Participation in HBCU Capital Financing Program

What GAO Found

Historically Black Colleges and Universities (HBCUs), stakeholders, and planning documents identified extensive and diverse capital project needs at HBCUs and GAO found HBCUs rely on a few funding sources—such as state appropriations and tuition and fees—to address those needs. HBCUs responding to GAO’s survey reported that 46 percent of their building space, on average, needs repair or replacement. Based on a review of master plans—which assess the condition of HBCU facilities—and visits to nine HBCUs, GAO identified significant capital project needs in the areas of deferred maintenance, facilities modernization, and preservation of historic buildings. The Department of Education’s (Education) HBCU Capital Financing Program has provided access to needed funding for some HBCUs and has helped modernize their facilities to improve student recruitment. Education has undertaken several efforts to help HBCUs access and participate in the HBCU Capital Financing Program. For example, Education conducts outreach through attending conferences. However, some HBCUs in GAO’s survey and interviews were unaware of the program. Moreover, public HBCUs in four states reported facing participation challenges due to state laws or policies that conflict with program requirements. For example, participants are required to provide collateral, but public HBCUs in two states reported they cannot use state property for that purpose. In March 2018, a federal law was enacted requiring Education to develop an outreach plan to improve program participation. An outreach plan that includes direct outreach to individual HBCUs and states to help address these issues could help increase participation. Without direct outreach, HBCUs may continue to face participation challenges. In addition, two HBCUs recently defaulted on their program loans and 29 percent of loan payments were delinquent in 2017. Education modified a few loans in 2013 and was recently authorized to offer loan deferment, but has no plans to analyze the potential benefits to HBCUs and the program’s cost of offering such modifications in the future. Until Education conducts such analyses, policymakers will lack key information on potential options to assist HBCUs.

Why GAO Did This Study

HBCUs play a prominent role in our nation’s higher education system. For example, about one-third of African-Americans receiving a doctorate in science, technology, engineering, or mathematics received undergraduate degrees from HBCUs. To help HBCUs facing challenges accessing funding for capital projects, in 1992, federal law created the HBCU Capital Financing Program, administered by Education, to provide HBCUs with access to low-cost loans. GAO was asked to review the program.

This report examines HBCUs’ capital project needs and their funding sources, and Education’s efforts to help HBCUs access and participate in the HBCU Capital Financing Program. GAO surveyed all 101 accredited HBCUs and 79 responded, representing a substantial, but nongeneralizable, portion of HBCUs. GAO analyzed the most recent program participation data (1996-2017) and finance data (2015-16 school year); reviewed available HBCU master plans; visited nine HBCUs of different sizes and sectors (public and private); and interviewed Education officials and other stakeholders.

What GAO Recommends

GAO recommends Education (1) include direct outreach to individual HBCUs and steps to address participation challenges for some public HBCUs in its outreach plan, and (2) analyze the potential benefits and costs of offering loan modifications in the program. Education outlined plans to address the first recommendation, and partially agreed with the second. GAO continues to believe both recommendations are warranted.
