Birmingham Mayor Randall Woodfin has appointed Lt. Rodarius Mauldin to the rank of deputy chief.(BPD)

Birmingham Mayor Randall Woodfin on Monday announced a reorganization of some of the top leaders in the department.

Assistant Police Chief La’Quaylin Parhm Mack and Deputy Chief Shelia Frazier-Finney will no longer serve in those roles, according to the mayor’s office.

It was not immediately clear if either woman would remain with the department and, if so, in what role.

“Both the positions of Assistant Chief of Police and Deputy Chief of Investigative Operations have been vacated,’’ Woodfin’s press release stated. “The mayor wishes to thank Assistant Chief La’Quaylin Parhm Mack and Deputy Chief Shelia Frazier-Finney for their dedicated service in these positions.”

Efforts to reach the mayor’s office for additional information were unsuccessful.

Parhm Mack was named assistant chief in 2021 under former Chief Patrick Smith. She was only the second assistant chief in the department’s history, a position created in 2019.

It does not appear authorities plan to hire anyone else to fill that role.

Frazier-Finney has 27 years with the department and has held numerous positions, including captain of the Community Safety Partnership Division.

Woodfin announced Lt. Rodarius Mauldin as the new deputy chief of administration, a position previously handled by the assistant chief.

Mauldin, who was Parhm Mack’s executive assistant, will begin his new position immediately.

Mauldin began his law enforcement career in 2005 with the Alabama Board of Pardons and Parole, where he served as a probation officer and investigator.

He joined the Birmingham Police Department in 2010, serving in various capacities over the years including as a patrol officer, community project coordinator, dignitary protection, detective, and public information officer.

Woodfin’s press release said Mauldin played a significant role while assigned to the Hiring and Recruiting Unit.

The deputy chief of administration is a newly created role in the department’s command staff.

Mauldin will join Chief of Police Scott Thurmond, Deputy Chief of Special Operations Michael Pickett, and Deputy Chief of Patrol Operations Onree Pruitt.

The deputy chief of investigative operations – Frazier-Finney’s former position – will be announced at a later date.

The state’s largest Fraternal Order of Police recently announced it was considering a vote of no confidence in the leadership of the Birmingham Police Department.

The FOP Lodge #1 consists of between 1,350 to 1,400 members – 80 to 90 percent of those from Birmingham’s force.

FOP Vice President Lawrence Billups, at news conference two weeks ago, said a motion was made on June 4 to consider a full-body vote, citing lack of leadership, low morale, and other issues.

“We are not getting the leadership we deserve nor are the citizens of Birmingham,’’ Billups said.

FOP President Deangelo Hall said on June13 that “The FOP has engaged in positive and meaningful discussion with the Birmingham Mayor’s Office and city leadership regarding the challenges police officers are facing. We remain committed to promoting improved working conditions and ensuring officer safety. We will continue to advocate in these efforts provide the very best protection to the citizens of Birmingham.
