What We Can Learn from Schools that Educate Military Children

It is not uncommon for military programs to be adopted for use in civilian life. Schools in Virginia Beach, VA, that have some of the highest percentages of military children in the country, are doing an incredible job helping those students cope with the added stresses of having parents in the military. Other schools and communities can learn from Virginia Beach City Public Schools.

I recently spent a day with families and educators from Shelton Park Elementary School. About 70 percent of the students there were children with a parent in the military or a defense contractor. There is a large population of special forces personnel in Virginia Beach and at any moment, a parent can be called on for deployment to a warzone. Their families often do not know to where they are deployed, which compounds stress and anxiety.

A unique program in Virginia Beach public schools includes 28 Military Family Life Counselors, who work closely with schools’ staff and families to support students. One mother we spoke with, talked about the fears her five-year-old daughter had while her father was deployed. After a particularly bad night, the mother let the school staff and the assigned counselor know that her daughter was going through a very difficult time. However, mom was able to send her daughter to school knowing that the school community would play an active role in engaging with her to help her work through her fears. The Virginia Beach counselors, funded under a program by the U.S. Department of Defense, are licensed and specialize in child and youth behavioral issues.

It’s not just supporting students through the stress of having a parent deployed where Virginia Beach schools excel in supporting this population of students. A reportfrom The Lexington Institute looks at how schools and districts with high percentages of military families are supporting students, who, on average, move every 2-3 years to far and distant places. Uprooting and moving so often is disruptive to a child’s educational progress, and it can stall their academic achievement.

However, moving is not the only thing that can disrupt educational progress. Low teacher retention, frequent absenteeism, and unsafe school environments are all factors that can also inhibit academic progress.

The Every Student Succeeds Act, a federal education law, requires schools and districts to have a well-rounded curriculum. Too many schools have eliminated music, art, drama, and essential academic courses like social studies and science to give more instruction time to reading and math. Math and reading are critical, but these other subjects enrich the learning experience and help make a well-rounded, whole human being.

From the very beginning, students at Shelton Park Elementary School are exposed to art, music, leadership strategies. The well-rounded curriculum combined with support from the military counselors creates a school environment that can – and should – be modeled across the country.

As a lifetime educator, I am inspired to see how Virginia Beach Public Schools are supporting military children. They are truly a model to be emulated by anyschool, because every kid—military or not-deserves this kind of high-quality support and instruction.

How is Florida addressing the needs of its lowest-performing schools under the Every Student Succeeds Act (ESSA)? Last year, the Collaborative for Student Success an independent non-profit education advocacy organization, sought to find out. They did so by convening a group of education experts from around the country to take an in-depth look at the way 17 states were supporting and encouraging local school improvement efforts.

The experts, both from the federal and district level, provided education officials and state lawmakers with independent information on how each state could improve their plans and implementation. However, what they discovered in Florida’s ESSA plan was not encouraging.

In September 2018, Florida received final approval from the U.S. Department of Education (DOE) for its ESSA State Plan. Florida was the last state in the nation to receive such approval, as state and federal education officials squabbled for months over the state’s proposed plan.

The Florida plan was originally submitted to the DOEin September 2017, but officials failed to include the waiver requests for the specific portions of the law to which it objected.

Federal officials sent the plan back to Florida Department of Education, saying they couldn’t pick and choose which aspects of the law to follow, and that they needed to submit waivers for the areas where they would like to be granted exceptions.

Florida submitted a revised ESSA plan to the DOE in April 2018 in an effort to comply with their requests and included a separate federal school rating system—one that factors in English-language learner proficiency and subgroup performance—which would work alongside the state’s existing A-F grading methodology to target struggling schools.

The primary areas of difference between Florida’s education officials and those within the DOE had to do with the Florida’s proposed approach to provisions regarding English-language learners and demographic-based subgroups — and federal officials weren’t the only ones saying that Florida’s plan left a lot to be desired. Civil rights groups repeatedly raised the alarmas well, asking Education Secretary Betsy DeVos to rejectFlorida’s ESSA plan.

In a November 2017 letter to Education Secretary Betsy DeVos, more than a dozen civil rights groups said they had “significant concerns” regarding the plan, which they believed failed “to serve the interests of marginalized students in the state” and “to comply with the requirements of the law.”

According to Dr. Rosa Castro Feinberg, who serves on the committee for LULAC Florida, an advocacy group serving all Hispanic nationality groups, Florida’s “current plan includes features that contradict common sense, expert opinion, popular will, and the intent of the ESSA. Contrary to the purposes of the ESSA, the Florida plan denies attention to struggling subgroups of students. Without attention, there can be no correction.”

A year later, with Florida now implementing a revised state accountability plan, the peer reviewers convened by the Collaborative had similar (and additional) concerns.

While noting that “empowering local leaders is a core component of successful school turnaround,” the peer reviewers worried that “too much autonomy, without sufficient state supports, may not help the students and schools in most need.”

This, the peer reviewers believe, reflects a “lack of commitment to closing achievement gaps by not addressing subgroup performance or English learner proficiency in the state’s accountability system,” meaning “districts and schools are less likely to focus on these populations as they plan and implement school improvement strategies.” The same concern and fear raised by civil rights groups a year earlier.

The peer reviewers did applaud Florida for its “overall clear, student-focused vision around high standards, college and career readiness, and rigorous accountability and improvement,” and “clearly defined and easy-to-understand A-F grading system, which places a strong emphasis on academic growth and accelerated coursework.”

However, the peer reviewers recommended that the state rework its accountability system to incorporate student subgroups and English-language learner proficiency. They also noted that Florida’s use of dual accountability systems “raises issues with school improvement implementation as it can cause confusion about which schools are being identified and how to prioritize efforts.”

NNPA Hosts Black Parents’ Town Hall Meeting to Discuss the State of Education in Houston’s African American Community

A spirit of hope and change hovered over the S.H.A.P.E. Community Center in Houston’s historic Third Ward community Thursday, November 15th, as dozens of engaged parents, educators, elected officials and community members were on hand at the Black Parents’ Town Hall Meeting on Educational Excellence, where a lively discussion about the state of education for Black children in the Greater Houston area took place.

The event was made possible by the Bill and Melinda Gates Foundation, who partnered with the National Newspaper Publishers Association (NNPA) to create a three-year, multi-media public awareness campaign focusing on the unique opportunities and challenges of The Every Student Succeeds Act (ESSA). ESSA, which reauthorized the Elementary and Secondary School Act (ESEA) and replaced No Child Left Behind, received bipartisan support and was signed into law by President Barack Obama on December 10, 2015. The regulations are administered by the U.S. Department of Education and went into effect on January 30, 2017.

Under ESSA, states across the country adhere to more flexible federal regulations that provide for improved elementary and secondary education in the nation’s public schools. The law also ensures that every child, regardless of race, income, background or zip code has the opportunity to obtain a high-quality education.

By raising awareness of ESSA policies, the NNPA, which is a national trade association of approximately 211 Black and women-owned U.S. media companies with a weekly print and digital readership of over 20.1 million Black Americans, seeks to empower parents to advocate for instructional strategies that are in the best interest of their students and communities. In addition, this is a tremendous opportunity to increase support around academic issues that will make a difference in closing the achievement gap and ultimately the wealth gap.

Dr. Elizabeth V. Primas, who serves as the program manager for the NNPA ESSA Public Awareness Campaign and is a life-long educator, was on hand to welcome attendees and talk about ESSA being a tool to help increase the effectiveness of public education in every state, including Texas. Lynette Monroe, who is the program assistant for the NNPA ESSA Public Awareness Campaign, served as the event moderator.

The panelists were asked questions regarding several topics, including how the Texas Education Agency funding structure promotes or inhibits equitable school funding, their views on standardized testing overall and specifically African American student performance, effective ways to communicate and foster engagement with African American family members, how to increase community engagement, and things the Texas Education Agency or other entities can do to better prioritize the needs of students who receive special education services.

“You must get engaged in your child’s education to ensure they don’t become a statistic,” said parent and community activist Monica Riley.

Monica was one of the five panelists, along with her daughter Chirelle Riley, who participated in this powerful panel discussion, which also included Houston Independent School District (HISD) Board President Rhonda Skillern-Jones, educator Larry McKinzie, and Texas Southern University (TSU) student and Forward Times intern Treyvon Waddy.

Monica, who is the mother of seven girls and a product of the public school system, talked about the passion she developed about education, particularly after having to make tough choices about her children’s educational future. After sending her children to public school, private school and even choosing to home-school them, Monica became an educational advocate in order to tackle the issues she saw that were not being addressed by the school administrators tasked with addressing those issues.

Chirelle, who is an 18-year-old sophomore at Houston Community College, spoke about her educational experience from a millenials perspective and emphasized the need for school leaders to ensure students are being taught information that can benefit them beyond simply taking a test.

Skillern-Jones spoke about her own experiences dealing with the educational choices for her kids, which is what drove her to run for public office and become a school board trustee and seek to bring about change from within. Skillern-Jones stated that the elected decision makers at the state level have made things difficult for school districts to solve many of the problems African American children face. She remained optimistic, however, that community engagement could change the current state of the educational system in Texas.

“I think that teachers should contact parents in some way on a consistent basis, not just to say your child is doing this well or this what your child did in class that day, because that’s not personal enough,” said Waddy, who is a graduate of HISD and attends TSU. “Teachers should seek to build trust with the parents and seek to know the parents on a first name basis, so they can stay in the loop. I think that will go a long way and would open the door to discuss more personal things that may be affecting the child.”

McKinzie, who is a 24-year-educator, parent of two public school students and a community activist, states that parents must talk to all elected officials and administrators and be an activist for their children. He believes that the charter schools, which are only located in Black and Brown communities, take away the necessary resources from the public schools in those same communities which disparately impacts those schools.

This regional town hall meeting was a follow-up to the National Town Hall which took place on June 26th at the Gethsemane Community Fellowship Church in Norfolk, VA, which was a part of the NNPA’s Annual Conference. This regional town hall meeting was one of several that are taking place across the country, with the focus being on encouraging parents to get involved and stay engaged in their child’s education.

The Merriam-Webster Dictionary defines standards as, “something established by authority, custom, or general consent as a model or example. For example,” the Egyptians established the 365-day calendar, recording 4236 BC as the first year in recorded history. Around 1100 AD in England, it was determined that the length of King Henry Beauclerc’s foot would be used for the standard measurement of a linear foot.

These standards of time and linear measurement are still widely used and accepted today. During the Civil War, America recognized a need for standardized gauges for the railroads so that parts were easily inter-changeable. Standards continue to remain essential aspects of organization as societies increase in size and complexity. The same concept applies to academic standards in education.

In the mid-twentieth century, educators adopted academic standards. Those standards were designed to ensure that all students progressed at relatively the same pace while acquiring the skills necessary to become contributing members of society.

One example of this is the adoption of a Competency-Based Curriculum (CBC) by the District of Columbia in the 1980s. CBC consisted of a series of skill sets within a hierarchy. Students were required to demonstrate mastery of the skills at one level before progressing to the next. Teachers were required to teach/test/reteach (if necessary) and then retest. Once students demonstrated mastery, they received a score that reflected such. The score did not entail how many times the teacher had to reteach and retest before the students acquired the intended skillset.

A more recent example of academic standards is the 2009 states-focused effort to create clear, consistent, and competitive learning goals, resulting in the Common Core State Standards. Common Core State Standards were adopted by 48 states, two territories and the District of Columbia. The federal government supported the validity of Common Core Standards by providing financial incentives for state adoption.

Proponents of Common Core Standards argue that the standards provide students with the necessary knowledge to succeed in college and career regardless of geographical location. However, many critics have argued against this, emphasizing resulting ambiguity, lack of training, and lowered student expectations as the key points the identify a policy in need of revision. In 2015, the Every Student Succeeds Act, a re-authorization of the 1965 Elementary and Secondary Education Act (ESSA), offered a resolution.

Under ESSA, states have the option of keeping Common Core State Standards or creating their own state standards. The financial incentive to adopt Common Core by the federal government no longer exists and the option to work with a consortium of states to develop standards is also available to state educational leadership.

Guidelines set by ESSA for state-developed academic standards is a step in the right direction. ESSA allows for states to decide how to best set goals and meet the needs of students. It is obvious from the widespread criticisms of Common Core that uniform education standards have not worked. As states continue to develop academic standards they must keep this in mind, understanding that every child does not learn and/or demonstrate knowledge in the same way.

Unlike widgets, children will never fit perfectly into standardized molds. They learn to walk at different ages. They learn to talk at different ages. And each child has a different set of interests and learning style. Students’ ability to demonstrate mastery in one area over another has a lot to do with their previous knowledge and exposure to out-of-the-classroom experiences.

As a mother to many children, I have observed that some of my children are good in math, while others are musically inclined. A select few demonstrate the ability to make fantastic meals out of simple ingredients, while others have a hard time boiling water. We must understand that every child is capable of achievement at high levels as long as we encourage their strengths. Whatever their gifts and talents, we need them all.

When the best educators in America traveled to Washington, D.C. for a series of events celebrating innovation in the classroom and to share best practices in K-12 education, they let officials at the Department of Education and the White House know exactly how they felt about the Trump Administration’s current push for school choice programs.

According to edchoice.org, school choice programs allow, “public education funds to follow students to the schools or services that best fit their needs—whether that’s to a public school, private school, charter school, home school.”

In April 2018, the Department of Education (ED) hosted the “Honoring Martin Luther King Jr.’s Drum Major Legacy: Innovative Pathways to Success” celebration; the event was sponsored by the White House Initiative on Educational Excellence for African Americans in collaboration with the Center for Faith-Based and Neighborhood Partnerships.

The Education Department’s MLK Legacy event honored individuals who perform extraordinary acts of service in their communities, specifically those individuals who support high-quality education for children of color. Many of the awardees work with parents or community groups that provide primary care for children; some even provide educational support services outside of the traditional public school model.

School choice became a hot topic during the event, as several attendees were visibly disgruntled at the mention of the controversial approach.

The Trump Administration has proposed to decrease funding to authorized investments for public schools while increasing funding opportunities for school choice programs and private school vouchers. Ninety percent of children in America attend public schools. Increased funding to school choice programs, while reducing funding to public schools is a strategy that leaves behind our most vulnerable students.

Secretary of Education Betsy DeVos has repeatedly said that she’s committed to uphold the intentions of the Every Student Succeeds Act (ESSA), the education law signed by President Barack Obama. However, the prioritization of school choice programs in the proposed FY2019 budget contradicts one of the original intentions of the law: to promote equity and increase access to high-quality education for all students. Furthermore, prioritization of school choice isolates homeless children, migrant children, youth in foster care and children from military families. In fact, ESSA requires that school districts report student outcomes for these groups for the very first time.

The 2018 Teacher of the Year awardees echoed similar concerns during their annual White House visit in April. The top teachers in the country reported that they did not approve of funding private schools at the expense of their most vulnerable, at-risk students.

Every child should be entitled to high-quality education in the United States of America. Every neighborhood school should be equipped to provide high-quality courses and curriculum. Until the administration prioritizes the equitable improvement of all schools, their verbal commitment to uphold the original intent of ESSA is just another “alternative fact.”

CROSSROADS NEWS — Parents, grandparents and anyone raising school-age children, as well as property owners in DeKalb and across Georgia, can find out about the new national education law – Every Student Succeed Act, or ESSA – at a Black Parents’ Town Hall Meeting on Educational Excellence on Oct. 23 at Ebenezer Baptist Church in Atlanta.

The law, which will impact how children are educated, takes effect in 2018, but while Georgia completed its 112-page State Plan on Sept. 18, there has been little conversation in our communities about the plan.

The town hall panel of experts includes Georgia PTA President Tyler L. Barr; Patrice Barlow of the Atlanta NAACP Education Committee and an Urban League of Greater Atlanta education advocate; Deborah Gay, Georgia Department of Education deputy superintendent for Federal Programs and Special Education; and Dr. Knox Phillips, DeKalb School District’s executive director of Research, Assessment, and Grants.

It takes place 6:30 p.m. to 8:30 p.m., and is hosted by the National Newspaper Publishers Association, “The Black Press,” as part of a national public awareness campaign to heighten awareness among African-American stakeholders about opportunities presented by ESSA, which President Barack Obama signed into law to replace the No Child Left Behind law.

Parents and other stakeholders will get to ask questions and get clarification about how they can best advocate for their children under the new law.

Dr. Elizabeth Primas, NNPA’s ESSA program manager, said that education has been a bridge leading to upward mobility for African-Americans in the United States even before emancipation.

“Now, more than ever, it is important that we ensure our voices are heard to ensure the academic success of our children,” she said. “ESSA prioritizes high quality education, equity, and closure of the achievement gap. By raising awareness of ESSA, we are seeking to empower stakeholders to advocate for such policies.”

The meeting is hosted by Atlanta’s black-owned newspaper publishers, including CrossRoadsNews.

Jennifer Parker, CrossRoadsNews editor and publisher, said the town hall meeting is a great opportunity for parents and stakeholders, including homeowners, to find out about the law and what is coming.

She said that even homeowners who don’t have children in the school district should attend, because the quality of our schools directly affects our property values and they too can be advocates for quality education.

“People buy homes in counties with quality schools, so this affects all of us,” Parker said. “And parents with kids in school need to know how to navigate the law to get the best resources for their kids education.”

Dr. Benjamin Chavis, NNPA’s executive director, said NNPA is asking church leaders across Atlanta to announce the meeting at services and send emails to their congregation.

“Moral leadership in education is paramount,” said Chavis, a former NAACP executive director and civil rights leader who at age 24 was sentenced to 34 years on arson charges with the Wilmington Ten.

Chavis and the other nine members walked to their freedom in 1980 after the federal appeals court overturned the convictions. They were pardoned by N.C. Gov. Beverly Perdue on Dec. 31, 2012.

Georgia’s Every Student Succeeds Act State Plan Is a Step in the Right Direction

Georgia is making every effort to ensure that students have a better chance of performing at proficient or advanced levels on all state exams. The Every Student Succeeds Act (ESSA) prioritizes narrowing the achievement gap. As states move to implement ESSA, according to federal guidelines, this priority serves as a guiding force. Georgia proposes a target of decreasing the achievement gap by three percent, annually, which is a small number, when compared to the aggressive goals of ESSA’s predecessor, No Child Left Behind (NCLB), which required the achievement gap be closed by the 2013-14 school year. Educators believe that Georgia’s adjusted target is more attainable. NCLB primarily focused on accountability; this translated into more and more assessments and little attention was paid to the actual instructions and interventions that would guarantee that students receive the quality education needed to advance academically. Schools quickly realized that the targets and goals of NCLB were unrealistic and unachievable.

Under the recently submitted ESSA proposal, Georgia has indicated that they believe substantial progress can be made in closing the achievement gap in 15 years. Georgia will re-evaluate and adjust strategies for improvement every five years using the state’s proposed three percent annual decrease of the achievement gap as a benchmark. This will ensure steady progress towards the goal of 100 percent of students attaining scores at/or above grade level by 2032.

The Every Student Succeeds Act requires each state to provide a detailed plan as to how aggressive goals to close the achievement gap will be met. Georgia has decided to use assessment scores from the 2017-2018 school year to determine the baseline for each student subgroup. That means that they will identify the starting point for each subgroup based on data they collect this school year. Georgia will then determine how much each subgroup should move in a brief period (1-5 years), and how much they should move over the long period (1-15 years), thus establishing short- and long-term goals. Georgia will then look at each student subgroup (diverse populations) to determine where each group is scoring on the English language arts, mathematics, science and social studies tests. After an analysis of the data, Georgia will set incremental goals for each subgroup that align with state-wide short-term and long-term goals.

Throughout the planning process, Georgia has engaged parents, community members, colleges and universities, teachers and administrators, as well as governmental agencies to help set realistic expectations for Georgia’s students.

Several key components emerged from the stakeholder meetings including:

  1. End-of-course exams should be aligned to the actual instructions the students received.
  2. Once students complete core requirements (English, math and science classes) they are eligible to take advanced courses. The advanced courses are offered through a variety of venues…on-line, before and after school, and during the school day.
  3. Georgia will offer dual-language immersion in eight Local Educational Agencies (LEAs), with Spanish and English as the dual-languages.
  4. Students will have the opportunity to earn advanced credits through accelerated enrollment programs, which may be offered through AP/IB and/or dual-enrollment. Georgia pays the tuition for all dual-enrollment high-school students, making this program accessible for disadvantaged and low-income students.
  5. A common thread across statewide feedback sessions emerged: “parents want to ensure that students are exposed to a well-rounded curriculum.”

It appears Georgia is determined to engage the community in a meaningful way and bring community partners into the school improvement process.

Why Standards are Important under the Every Student Succeeds Act

Standards have always been a part of society. From standards of measurement and time to driver’s licenses, food preparation in restaurants and language, standards keep us healthy and safe and help us communicate with each other.

In the 1980s, the United States began to expand and formalize public education standards. This process was the driving force behind the education reform movement. Standards in education were supposed to set clear guidelines for what all students were expected to learn and be able to do. The curriculum and assessments were supposed to be aligned with established standards.

In 2001, with the signing of the No Child Left Behind Act (NCLB) by President W. Bush, a significant emphasis on standards took on a life of its own. Under NCLB, all states were required to develop standards and assessments to measure student achievement. Problems occurred when states developed individual standards that measured knowledge and skill levels. There was no way to determine if a student passing one state’s standards was equivalent to a student’s level of accomplishment in another state. Test that were national, like the PSAT, SAT, ACT, and the National Educational Assessment of Progress (NAEP), all indicated that students with passing grades in high school, that met state standards, were not necessarily prepared to be successful in college and career.

In 2009, there was a state-led effort to develop the Common Core State Standards (CCSS); the effort was launched by state leaders, including governors and state commissioners of education from 48 states, two territories and the District of Columbia; CCSS was supposed to remedy the differentiation in state standards under NCLB. The National Governors Association Center for Best Practices (NGA Center) and the Council of Chief State School Officers (CCSSO) worked with educational agencies to create one set of standards that would be uniform for the country. That same year, the Obama Administration developed the Race to the Top Fund, a $4.35 billion dollar competitive grant program designed to ensure that all students graduated high school prepared for college, career, and life. Race to the Top used financial incentives to encourage states to adopt CCSS.

Along with common standards, came high-stakes testing. Most states adopted one of two assessments: the Smarter Balance Assessment or the Partnership for Assessment of Readiness for College and Careers (PARCC). Many stakeholders saw high-stakes assessments as unrealistic, because all children were required to perform at world-class levels, merely by raising expectations and imposing punishments and sanctions on schools and children who fell short of the standards. The standard implementation did not consider students with persistent challenges that could have impeded them from reaching high-levels of achievement. There was no flexibility in meeting these standards, regardless of socioeconomic status, age, race, gender, cultural or ethnic background, disabilities or family circumstances.

The discussions around the implementation of standards did acknowledge that student learning abilities were not homogeneous. Yet, schools seldom provided the range of training, personnel, and strategy needed to meet all students. Subsequently, when students didn’t meet the goals, they were retained and schools faced sanctions.

Research has indicated that minority students, including English Language Learners (ELL), students living in poverty, and students with disabilities are disproportionately represented in the group of students that do not make sufficient and significant growth to meet the standards and objectives promoted.

Under the “Every Student Succeeds Act” (ESSA), states have been given the leeway to: continue using the Common Core State Standards and/or create and adopt their own rigorous standards. Along with the freedom to select standards best suited for specific state demographics, states can also select what assessments they administer. As states submit their ESSA plans, many states have steered away from the CCSS. Several states have indicated that they will not continue using Smarter Balance or PARCC to measure standard mastery.

The only way to be sure what standards your child must meet is for you, the parent, to get involved, and stay engaged at every level. Your child is our future, and we ask all parents to remain focused in the pursuit of their education.
