And during the recent primary election in June, <a href=\"https:\/\/results.saccounty.gov\/Default.aspx\">less than 39%<\/a> \u00a0of Sacramento County\u2019s registered voters went to the polls \u2014 one of the lowest turnouts in the past few election seasons.<\/p>\n<p>The need for civics engagement in the diverse Sacramento landscape is apparent.<\/p>\n<p>\u201cI think a lot of people here in Sacramento don\u2019t really understand what civics is,\u201d said Andreas Morais, a Black student at West Sacramento\u2019s River City High School.<\/p>\n<p>Paired with low voter turnout, Black and Latino students in California are among the <a href=\"https:\/\/files.eric.ed.gov\/fulltext\/ED503646.pdf\">least likely to be exposed<\/a> to civic engagement opportunities and education. Morais freely gives up his weekends to take part in the <a href=\"https:\/\/mlkfreedomcenter.org\/\">Martin Luther King Jr. Freedom Center<\/a>\u2019s civics education program because he wants the next generation to be ready for the task at hand.<\/p>\n<aside class=\"scaip scaip-2    \">\n<aside id=\"block-6\" class=\"widget_block clearfix\">\n<div class=\"wp-block-newspack-blocks-wp-block-newspack-ads-blocks-ad-unit alignnone\">\u201cI think being a part of the program gives me a better insight into what civics is,\u201d Morais said. \u201cGoing over it step-by-step is a good way to help get civic engagement into students\u2019 minds so they are more knowledgeable about it.\u201d<\/div>\n<div><\/div>\n<div class=\"wp-block-newspack-blocks-wp-block-newspack-ads-blocks-ad-unit alignnone\">Disenfranchised youth in California <a href=\"https:\/\/files.eric.ed.gov\/fulltext\/ED574627.pdf\">without access to civics education<\/a> were less likely to advocate for themselves or pursue higher education \u2014 a change in the trajectory of their lives.<\/div>\n<\/aside>\n<\/aside>\n<p>\u201cMany students are not receiving the civic education necessary to support informed and active participation in civic and political life,\u201d Assembly member Mia Bonta (D\u2013Oakland) wrote in an email.<\/p>\n<p>Decreased voter participation and limited civics education for Black and Brown students preserves an already oppressive system.<\/p>\n<p>MLK Freedom Center\u2019s mission to make changes for high-poverty, vulnerable communities involves testifying and partnering with elected leaders to influence law. Most recently, they collaborated with Bonta and a handful of other lawmakers on <a href=\"https:\/\/leginfo.legislature.ca.gov\/faces\/billTextClient.xhtml?bill_id=202120220HR113\">a resolution to<\/a> prioritize civics education in schools.<\/p>\n<p>\u201cCivic learning is critical in helping young people develop the knowledge to interact effectively with fellow community members and address shared problems,\u201d Bonta said.<\/p>\n<h4><strong>It begins with education<\/strong><\/h4>\n<p>For decades, concerned Californians have pushed for broader civics education.<\/p>\n<p>Buses full of East Bay activists, led by then-Assembly member Barbara Lee, traveled to Sacramento in 1995 to push a bill that created a state-funded center dedicated to the legacy of Dr. Martin Luther King. The center would focus on civics engagement, youth and nonviolence.<\/p>\n<p>From Oakland and Sacramento to Washington state and Alabama, the MLK Freedom Center continues to tackle civics education in the U.S. from all angles: classroom practices, legislation and partnerships with local organizations.<\/p>\n<p>Morais finds value in interacting with scholars and changemakers from across the country.<\/p>\n<p>\u201cIt\u2019s cool to be surrounded by like-minded people who have the same mindset, people who want to see change,\u201d he said. \u201cWhere I live, there are a lot of people who aren\u2019t willing to speak out about issues.\u201d<\/p>\n<p>The civics education program provides space for marginalized students of color to dream and create actionable change. In weekly Saturday classes, students study movements by marginalized people that have pushed progress. Part of these interactive class sessions include writing poetry as a way to develop self-confidence and assist each student in curating their voice \u2014 both crucial to participating in the democratic process.<\/p>\n<p>After reading activist Marge Piercy\u2019s poem, \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=OlfJftr0B4g\">If They Come In The Night<\/a>,\u201d one student, Ashaia Bennett from Washington state, wrote her own response.<\/p>\n<p><em>\u201cOh Ashaia \/ You come from a place where walls cave in \/ But that doesn\u2019t stop you from smiling when you wake up \/ To only pedal faster when the road seems to be getting longer,\u201d<\/em> Bennett begins her poem.<\/p>\n<p>As a young Black girl, Bennett\u2019s poem relays a sense of urgency. She conveys a need to be more and want more despite her circumstances, addressing the duress under which vulnerable Black and Brown youth have persisted.<\/p>\n<p>The exercise is advocacy in practice.<\/p>\n<p>\u201cWe write down our thoughts and what is on our minds. And then, we speak it in front of people, so it\u2019s not just trapped in our mind,\u201d Morais said.<\/p>\n<p>David Gaines is a product of the civics education program at the MLK Freedom Center. In seven years, he went from student to working at the Center. Prior to joining, he was living in Oakland, falling behind in high school and feeling powerless.<\/p>\n<p>\u201cI can say for sure that I would not be where I am, had it not been for this program,\u201d said Gaines. \u201cI didn\u2019t have a feeling of ownership over the issues in my community. I just saw that things were bad and didn\u2019t know what to really do about them.\u201d<\/p>\n<p>He says the MLK Freedom Center helped him develop the capacity to make contributions to his home, school and community life.<\/p>\n<h4 id=\"h-i-have-a-chance-to-speak-for-myself-and-for-others\"><strong>\u2018I have a chance to speak for myself and for others\u2019<\/strong><\/h4>\n<p>In Sacramento County, the MLK Freedom Center brings together high school students of color from all districts to be proponents of change in their municipalities.<\/p>\n<p>Ashlynne Bracamonte, a student at Natomas High School, is determined to make positive changes. During her time with the MLK Freedom Center, she has also had the opportunity to intern<a href=\"http:\/\/www.cityofsacramento.org\/summer-at-city-hall\"> at City Hall<\/a> where she was able to speak with city officials and visualize her future.<\/p>\n<p>In a conversation that she had with Sacramento City Manager Howard Chan, Bracamonte remembers him emphasizing the importance of being a person of color in a position of leadership.<\/p>\n<p>\u201cThey may be looking at us as random Brown people, random Black people, but they still see we can hold power in this city,\u201d she said. \u201cWe can make something of ourselves. We, as the largest part of the diversity in the city, can be someone in the city and make changes.\u201d<\/p>\n<p>She has also used her internship to utilize her civics learning to advocate for her community. She has championed causes like WiFi access for young people in Sacramento, COVID-19 education and outreach, and a pay increase for teachers.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\">\n<figure id=\"attachment_48101\" aria-describedby=\"caption-attachment-48101\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-48101\" src=\"https:\/\/i0.wp.com\/sacobserver.com\/wp-content\/uploads\/2022\/08\/3-Jennifer-Hernandez-in-the-blue-getting-out-the-vote-as-part-of-her-work-with-the-MLK-Freedom-Center.jpg?resize=610%2C458&amp;ssl=1\" alt=\"Jennifer Hernandez (in the blue) getting out the vote as part of her work with the MLK Freedom Center.\" width=\"610\" height=\"458\" \/><figcaption id=\"caption-attachment-48101\" class=\"wp-caption-text\">Jennifer Hernandez (in the blue) getting out the vote as part of her work with the MLK Freedom Center.<\/figcaption><\/figure><\/figure>\n<\/div>\n<p>However, Bracamonte is most concerned about hostile community culture and its lack of coverage in Sacramento. She says that dialogue can serve as an antidote to violence in her community.<\/p>\n<p>\u201cWe\u2019re very diverse. We\u2019re very culturally focused. However, there is a lot of violence,\u201d she said. \u201cWe\u2019re still seeing people dying, people that look like us\u2026 And there needs to be more to address that.\u201d<\/p>\n<p>Those difficult conversations are pivotal for youth at the MLK Freedom Center. To further support that type of youth engagement, the center brings together teens from across the country.<\/p>\n<p>Jennifer Hernandez, a recent high school graduate in Washington state, flew to Sacramento to meet Bracamonte and other MLK Freedom Center scholars. Hernandez and Bracamonte became fast friends.<\/p>\n<p>\u201cI\u2019m seeing I\u2019m not alone. As the younger generation, a lot of the times we feel like our voices are drowned out,\u201d Hernandez said. \u201cNow, I have a chance in this world, and I have a chance to speak for myself and for others and to support them.\u201d<\/p>\n<p>For her, civics education is the union of shared experiences, support and advancement. These are tenets she has embraced as part of the MLK Freedom Center program.<\/p>\n<p>\u201cCivic engagement is a social responsibility, and we\u2019re all interconnected,\u201d Hernandez says.<\/p>\n<p>Students like Bracamonte and Hernandez believe in representation and community-building.
