{"id":2292,"date":"2021-12-18T09:44:38","date_gmt":"2021-12-18T14:44:38","guid":{"rendered":"https:\/\/nnpa.org\/education\/?p=2292"},"modified":"2023-05-27T21:59:00","modified_gmt":"2023-05-28T01:59:00","slug":"lausd-independent-study-and-distance-learning-programs-fall-short-during-covid-19","status":"publish","type":"post","link":"https:\/\/nnpa.org\/education\/2021\/12\/18\/lausd-independent-study-and-distance-learning-programs-fall-short-during-covid-19\/","title":{"rendered":"LAUSD Independent Study and Distance Learning Programs Fall Short During COVID-19"},"content":{"rendered":"<p>By Phyllis Kimber Wilcox | Black Voice News<\/p>\n<p>When the crisis began, no one knew how long it would last,\u2013leaving all parties involved, parents, teachers, administrators and public servants\u2013 scrambling to keep everyone safe while meeting their mandate to educate students.<\/p>\n<p>Many shifts in instructional practice\u00a0 have taken place in LAUSD since the beginning of the COVID-19 pandemic including\u2014an attempt to reopen to in person instruction on a limited basis last year. This attempt to return to some form of in person\u00a0 instruction was reversed in March when it was determined to be safer to close campuses\u00a0 over fears the virus posed to both students and LAUSD employees.<\/p>\n<p><strong>Vaccination Rates<\/strong><\/p>\n<p>Increasing vaccination rates, again changed the instructional landscape. The employee stated they had noticed fewer students were returning to school than in previous years and while this was obvious, there were no district level discussions with employees about the situation. Still the employee\u00a0 expressed the optimistic opinion that things \u201cwould work themselves out. \u201d<\/p>\n<p>While most parents did\u00a0 opt to return their students to in person instruction, according to one <a href=\"https:\/\/www.google.com\/amp\/s\/edsource.org\/2021\/california-schools-move-ahead-with-fall-distance-learning-plans-despite-limitations\/655901\/amp\">report<\/a>, there has been a many fold increase in students whose parents decided to keep them at home. The report states,\u201dWhile parents and state officials are pushing to fully reopen campuses this fall, some families are fearful of sending their kids back into classrooms too soon. But options for distance learning this fall are unclear across the state.\u201d<\/p>\n<p><strong>Not Ready to Return<\/strong><\/p>\n<p>When COVID-19 first appeared and once it was clear students would be out of school for more than\u00a0 just a few weeks, LAUSD offered online instruction to all its students. But with the return of students to the classroom,\u00a0 the options for distance learning programs grew <a href=\"https:\/\/www.google.com\/amp\/s\/edsource.org\/2021\/california-schools-move-ahead-with-fall-distance-learning-plans-despite-limitations\/655901\/amp\">smaller<\/a>.<\/p>\n<p>LAUSD began using its independent study website to continue offering distance learning options to students and parents who weren\u2019t ready to return to in person instruction. LAUSD\u2019s Independent Study platform, <a href=\"https:\/\/www.cityofangelsschool.org\/\">City of Angels<\/a>,\u00a0 has had mixed reviews. At the beginning of the school year some parents reported difficulties logging on to the website while others expressed concerns over the quality of <a href=\"https:\/\/www.google.com\/amp\/s\/edsource.org\/2021\/california-schools-move-ahead-with-fall-distance-learning-plans-despite-limitations\/655901\/amp\">instruction<\/a> offered on the website.<\/p>\n<p>While different school districts have their own procedures, independent study programs are generally created for individual students to address educational needs for short periods of time with the expectation students will return to in person instruction relatively quickly, for example during vacations, or illness, or for students with special schedules the\u00a0 pandemic has extended\u00a0 these programs beyond their usual function.<\/p>\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><figcaption><em>While different school districts have their own procedures, Independent study programs are generally created for individual students to address educational needs for short periods of time<\/em> (source: health.clevelandclinic.org)<\/figcaption><\/figure>\n<\/div>\n<p>In a district short of teachers for various reasons, there are reports that the independent study website City of Angels does not have enough teachers or support staff.<\/p>\n<p>As reported by the <a href=\"https:\/\/www.google.com\/amp\/s\/www.latimes.com\/california\/story\/2021-12-06\/lausd-city-of-angels-students-with-disabilities%3f_amp=true\">Los Angeles Time<\/a>s, \u201cWhen the state legislature ended pandemic-forced distance learning \u2014 in which students would receive live instruction on Zoom and other online platforms \u2014 it required districts to expand independent study as the remote alternative. Districts were also required to provide more live instruction in their independent study programs. So we will use many of these programs, we will use the dollars we talked about for teacher recruitment to help us focus on how we close the teacher shortages, and our staff shortages and our counselor shortages \u2026\u201d<\/p>\n<p>Black Voice News\u2019 attempts to speak directly with an LAUSD official on this issue were met with receipt of\u00a0 a link to the independent learning website.
