{"id":2002,"date":"2021-10-20T08:27:47","date_gmt":"2021-10-20T12:27:47","guid":{"rendered":"https:\/\/nnpa.org\/education\/?p=2002"},"modified":"2023-05-27T21:59:34","modified_gmt":"2023-05-28T01:59:34","slug":"enrollment-keeps-dropping","status":"publish","type":"post","link":"https:\/\/nnpa.org\/education\/2021\/10\/20\/enrollment-keeps-dropping\/","title":{"rendered":"Enrollment Keeps Dropping"},"content":{"rendered":"<p>Sacramento Observer | CalMatters Network<\/p>\n<p>(CALMATTERS) \u2013 California school districts have two choices: Bite the bullet and make budget cuts now, or delay them and face even more painful decisions.<\/p>\n<p>That was the ultimatum Michael Fine, CEO of the Fiscal Crisis and Management Assistance Team, a school finance agency,\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=12bc4b1954&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">delivered to district leaders<\/a>\u00a0last week.<\/p>\n<p>But warnings have been popping up everywhere. The state is hiring a fiscal consultant to help San Francisco Unified \u2014 which\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=49d5e21555&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">is currently facing a $116 million shortfall<\/a>\u00a0\u2014 figure out how to slash 13% of its $1 billion annual budget. Hayward Unified is\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=19946fd0eb&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">considering closing an elementary school<\/a>\u00a0\u2014 one that primarily serves immigrant families \u2014 to plug budget gaps. West Contra Costa Unified,\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=8495fce851&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">confronting a possible $30 million deficit<\/a>, says it may have to lay off teachers.<\/p>\n<p>Yet the state is pouring\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=f0e7c92b54&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">a record amount of money into education<\/a>. So what gives?<\/p>\n<p>Some of the primary culprits, experts say, are declining attendance and enrollment \u2014 which partially determine school funding. During the first year of the pandemic,\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=135a5763c6&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">California\u2019s public schools lost more than 160,000 students<\/a>\u00a0\u2014 the largest enrollment drop in two decades. Although this year\u2019s statewide numbers haven\u2019t yet been released, the numbers from individual districts are grim.\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=8caab9f01c&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">Los Angeles Unified\u2019s enrollment<\/a>\u00a0has fallen by more than 27,000 students since last year, while\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=a78f8393ca&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">San Francisco Unified<\/a>\u00a0lost 3,500 students over the past two years.<\/p>\n<p>The state Department of Finance, meanwhile,\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=6510a9f7a7&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">predicts that<\/a>\u00a0California\u2019s pre-pandemic enrollment will decrease by 703,000 students by 2031.<\/p>\n<p>The state is still funding schools based on their pre-pandemic enrollment, but \u2014 unless lawmakers intervene, which some administrators are begging them to do \u2014 that practice will come to an end next year. Schools could then see their funding affected by declining enrollment and\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=128cd426a7&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">surging chronic absenteeism<\/a>.<\/p>\n<p>\u201cThere needs to be a stopgap measure, some sort of protection for one more year.\u201d<\/p>\n<p><strong><em><a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=1092ac77b7&amp;e=9e867256b8&quot; \\t &quot;_blank\">Sara Bachez of the California Association of School Business Officers<\/a><\/em><\/strong><\/p>\n<p>Money isn\u2019t the only challenge schools face. On Monday,\u00a0<a href=\"https:\/\/calmatters.us11.list-manage.com\/track\/click?u=5f4af3af825368013c58e4547&amp;id=3976bd73c9&amp;e=9e867256b8\" target=\"_blank\" rel=\"noopener\">some parents kept their kids home from school<\/a>\u00a0and held demonstrations to protest Gov. Gavin Newsom\u2019s student vaccine mandate.
