BALTIMORE, MD (Friday, February 25, 2022) – The Mayor’s Office of Neighborhood Safety and Engagement Director, Shantay Jackson, today announced members of her senior lead team charged with advancing the work of the agency and carrying out Baltimore’s Comprehensive Violence Prevention PlanStefanie Mavronis, Chief of Staff; Brionna Adams, Victim Services Associate Director; Sydney O. Burns, Communications Associate Director; Wesley Dawson, Community Engagement and Opportunity Associate Director; Rashad A. Singletary, Gun Violence Prevention Associate Director; Nick Wilson, Policy and Research Associate Director; and Brianne Young, Finance Associate Director. The team of seven has over a combined three decades of collective experience in violence prevention, victim services, policy and research, finance and communications work. 

“As we work to reduce violence and facilitate healing in Baltimore, I am grateful to have the minds and voices of people who have a deep understanding of this city and what is at stake lead out MONSE’s mission,” said Director Shantay Jackson. “The MONSE senior lead team is grounded in this mission and dedicated to serving, uplifting, and ensuring the people of Baltimore remain at the forefront of this work every step of the way.”

Stefanie Mavronis

Stefanie Mavronis serves the Mayor’s Office of Neighborhood Safety and Engagement as Chief of Staff. Mavronis previously served as Deputy Director of Communication for Mayor Scott and Director of Communication for then-Council President Scott. She also served Baltimore City’s First District as Director of Civic Engagement for Councilmember Zeke Cohen. She earned her M.P.A. with certification in Urban Policy and Planning from the Princeton School of Public and International Affairs and B.A. degrees in Political Science and Media and Communication Studies from UMBC, where she was a Sondheim Public Affairs Scholar.

Brionna Adams

Brionna Adams serves the Mayor’s Office of Neighborhood Safety and Engagement as Victim Services Associate Director. Prior to joining MONSE, Adams served the nationally-renowned University of Maryland Shock Trauma as a Case Manager. There she provided long-term case management to victims of interpersonal and gun violence for Shock Trauma’s Violence Prevention Program. Adams has dedicated her career to reducing the frequency and the severity of recidivism for violent injuries and criminal activity among persons living in Baltimore City. Adams earned her Bachelor of Science degree in Biology from Morgan State University and her Masters of Public Health from Capella University. She is currently pursuing her PhD in Public Health, with a focus on environmental and healthcare equity.

Sydney Burns

Sydney O. Burns serves the Mayor’s Office of Neighborhood Safety and Engagement as Communications Associate Director. A Baltimore native, Burns previously served as Press Secretary to Mayor Scott and Deputy Director of Communication for then-Council President Scott. She also has federal government experience having served as a staffer on Capitol Hill for four years. Burns graduated from West Virginia University with a Bachelor of Science in Psychology and double minors in Communications and Political Science. She is a proud resident of East Baltimore.

Wesley Dawson

Wesley Dawson serves the Mayor’s Office of Neighborhood Safety and Engagement as Community Engagement and Opportunity Associate Director. Prior to joining MONSE, Dawson served as the Special Assistant to the Director at the District of Columbia Department of Transportation (DDOT) and Constituent Services Coordinator at the Council of the District of Columbia in Washington, DC. During his tenure with the District of Columbia government, his work primarily focused on developing strategic community engagement and outreach practices through external and inter-agency partnerships. Dawson is a graduate of Virginia Commonwealth University with a Bachelor’s degree in Political Science and earned his Masters of Public Administration from George Mason University.

Rashad Singletary

Rashad A. Singletary serves the Mayor’s Office of Neighborhood Safety and Engagement as Gun Violence Prevention Associate Director. A Baltimore native, Reverend Singletary, has dedicated his career to gun violence prevention and intervention work. In 2013, he began as the Violence Prevention Coordinator for Safe Streets Park Heights and was promoted to Site Director in 2015. Prior to joining MONSE, Singletary also served as the Community Violence Prevention Manager for Lifebridge Health. With his years of expertise, Singletary has lectured at the Johns Hopkins Bloomberg School of Public Health on gun violence prevention and intervention. 

Nick Wilson

Nick Wilson serves the Mayor’s Office of Neighborhood Safety and Engagement as Policy and Research Associate Director. Wilson has extensive research and policy experience in gun violence prevention, drug policy, and mass incarceration. In addition to research positions at nonprofits in Los Angeles and New York, Wilson served as the Executive Director of States United to Prevent Gun Violence and the Maine Gun Safety Coalition. He graduated with a degree in Political Science from the University of California Los Angeles and earned a Masters of Public Policy from Harvard’s Kennedy School of Government. He is a proud Baltimore City resident.

Brianne Young

Brianne Young serves the Mayor’s Office of Neighborhood Safety and Engagement as Finance Associate Director. Young joined MONSE in May 2021 and manages the agency’s budget, grants and contract administration, procurement, and all other fiscal-related activities. A public servant at heart, she has spent her career working for non-profits, the State of Maryland, and the City of Baltimore. While working for the State, Young served in the Governor’s Office of Service and Volunteerism where she provided fiscal management of federal grants awarded to community-based organizations who operated AmeriCorps national service programs across the state. An undergraduate of Towson University, Young will graduate from the University of Delaware with a Masters of Public Administration in Spring 2022.
