COMMENTARY: For Black Children, Attending School Is an Act of Racial Justice

As a seemingly twisted way to ring in 2019, the Trump administration has sent a loud and clear message that it’s okay for educators and school leaders to keep Black children out of school buildings and exclude them from opportunities to learn. It may sound extreme, but that’s exactly what it means to rescind school discipline guidance that was put in place explicitly to ensure that Black children were not treated this way and discriminated against.

The current administration, however, wants us to believe that discrimination against Black children is a myth. It is not. It is the lived experience of too many, if not all Black children. In the 2015-16 school year, Black boys made up 8 percent of public school enrollment, but they were 25 percent of the boys suspended out of school. Black girls were 8 percent of enrollment, but 14 percent of the girls suspended out of school. While Black children are overrepresented in practices that exclude or remove students from school, White children are underrepresented. Such data are clear evidence that racism and bias often drive exclusionary practices. To ignore this is to preserve the status quo.

If the numbers aren’t enough to show that discrimination exists in American classrooms, studies have shown that Black children do not misbehave more than their White peers, rather they are punished more. In fact, Black students are more likely than their White peers to receive a disciplinary action for a discretionary offense like talking back, violating a dress code, or being defiant. Black children are also more likely to be suspended out of school for their first offense. Clear, appropriate, and consistent consequences and educator training — as the guidance calls for — helps to eliminate the discrimination and bias that fuel the disproportionate punishment of Black children.

This administration would also have us believe that discipline disparities are a result of poverty, arguing that experiencing childhood trauma and living in distressed communities are to blame. But poverty cannot explain away the discipline disparities: Studies have shown that when taking a student’s economic background into account, Black children are still more likely to be suspended than students of other races. And let’s not forget that poverty, too, is a result of deliberate policy choices that leave Black children isolated in neighborhoods with little resources — including the longstanding impact of discriminatory housing policies such as redlining. These are choices that this administration has done nothing to address.

What many (including this administration) fail to realize is that there is a difference between discipline and punishment. Suspensions and expulsions don’t teach. They punish. And far too often, adults decide that Black children are not worthy of teaching and second chances. Excluding students from classrooms does not help them to correct the mistakes that children inevitably make. It also has negative long-term consequences. These negative outcomes include poor academic performance, lower levels of engagement, leaving school, and increased likelihood of involvement with the criminal justice system.

Unfortunately, attempts to exclude Black children from educational opportunities are not new. America has a rich history of locking Black children out of the classroom. This list includes anti-literacy laws, past and current resistance to school desegregation, lack of access to well-resourced schools, school based arrests, poor course access, enormous higher education costs, and unjust exclusionary policies. Every barrier and trick in the book has been used to limit the education of Black children. The removal of the discipline guidance is just the latest.

Rescinding the guidance is a reminder to those fighting for educational equity: For Black children, simply attending school is an act of protest, and learning and excelling while there is an act of racial justice. Every time a Black child is sent home for a minor offense, they are sent the message that they are unwanted or don’t belong. But Black children do belong, and they deserve to be safe, included, and to have access to a quality education. Despite the current administration’s actions, this is the message that advocates must make clear at the beginning of 2019 — and every year hereafter.

It’s up to us as advocates for educational justice to ensure that schools do not illegally discriminate against Black children. Encourage school leaders to commit to ongoing racial bias training; require culturally sustaining classroom management strategies; examine their school and district data to help determine if race and bias are driving who gets punished; adopt clear, fair, and transparent consequences; and eliminate school exclusion for discretionary non-violent offenses.

Transparency in Education Improves Parental Engagement, Experts Say

The public reporting requirements of the Every Student Succeeds Act (ESSA) offer greater transparency about school quality, according to experts and education advocates who also predict that the new law will empower parents and make them more informed partners in the education process of their children.

“Public reporting is going to be very important, because state systems, like what goes into [calculating] letter grades for schools, are incredibly complex,” said Phillip Lovell, the vice president of policy development and government relations for the Alliance for Excellent Education, a Washington, D.C.-based national advocacy organization that’s dedicated to ensuring all students graduate from high school, ready for success in college and in the workplace. “States are aware of and working on how to communicate information on school performance clearly.”

Brenna McMahon Parton, the director of policy and advocacy for Data Quality Campaign, one of the nation’s leading voices on education data policy and use, said that everyone deserves information, which is why ESSA requires that report cards are easy to understand.

“To date, states haven’t focused on parent needs and, as a result, report cards are difficult to find and use,” said Parton. “As states develop new report cards, they should be sure that parents will have a one-stop-shop that provides information they need about how students and schools in their community are performing.”
ESSA reauthorized the Elementary and Secondary Education Act (ESEA), the historic civil rights law passed in 1965 and effectively replaced the Bush-era No Child Left Behind Act.
Transparency and parental engagement are integral parts of the new law.

Under ESSA, all schools receiving Title I funds must inform parents of their right to request information about the professional qualifications of their children’s teachers; parents are also encouraged to support their children’s educational experiences by communicating regularly with teachers.

In a post on “The 74,” a nonprofit news site dedicated to education, Rashidah Morgan of the Sweden-based Education First, said that, “Greater transparency about school quality, will ultimately empower parents to make more knowledgeable choices about schools.”

Also, transparency on spending and academic results help the public understand how schools are performing in their communities, said Chad Aldeman, a principal at Bellwether Education Partners, a Washington, D.C.-based nonprofit focused on changing the outcomes and education life for the underserved.

“Accountability systems only work, if people understand what they’re being held accountable for and have enough information to know how to respond,” Aldeman said, adding that parents need good information to make informed choices about where to send their children. “To make that a reality, parents need information about both their own child’s performance, as well as how similar students are performing in other schools.”

Finally, clear, transparent school and district report cards help families make critical decisions and equip community members and the public to push for needed improvement in schools, said Dr. Lillian Lowery, the vice president of PreK-12 Policy, Research and Practice at The Education Trust, a nonprofit based in Washington, D.C. that promotes high academic achievement for students at all levels, particularly students of color and those of low-income.

“ESSA requires states to report a lot of important information on how schools are doing at preparing all groups of students, including students from low-income families, students of color, English learners and students with disabilities, for post-high school success,” said Lowery. “To maximize the usefulness of this information, state leaders should work with families and education advocates to ensure that report cards are easy to access and understand.”

Report: One-third of all NY schools have no Black or Latino teachers

A new report from The Education Trust-New York shows that many Black and Brown students are taught by people who don’t look like them.

The report, titled “See Our Truth,” shows that although Black and Latino residents represent 43 percent of New York State’s K-12 enrollment, only 16 percent of teachers in the state are Latino or Black.

According to The Education Trust-New York, an organization devoted to closing the achievement gap in schools, more than 115,000 Latino and Black students (10 percent) attend schools with no teachers of the same race/ethnicity and another 80,000 Latino and Black students (7 percent) attend schools with only one teacher of the same race/ethnicity.

As for white students, more than 560,000 of them (48 percent) are enrolled in schools without any Black or Latino teachers, and 977,000 white students (84 percent) attend schools without a Black or Latino principal or assistant principal.

“New York’s educator workforce does not come close to representing the rich diversity of the state’s students, leaving many Latino and Black students without access to teachers or school leaders of the same race or ethnicity,” said Ian Rosenblum, executive director of The Education Trust–New York, in a statement. “The critical role that strong teachers and school leaders play in student success is central to closing achievement and opportunity gaps, and New York should improve the educator preparation pipeline, strengthen supports for educators of color and make schools more inclusive environments in order to better serve our students and educators.”

The report, which is based on unpublished school-level data, interviews and focus groups with students and educators of color, detailed the importance of being taught by someone who looks like you.

“I think it was when I heard my first Black teacher in sixth grade that I changed as a student and really opened up and owned my own voice,” said Danitra, a New York City education nonprofit administrator and former teacher, in the report. “My seventh-grade teacher was a Black man who would always say stuff like, ‘Oh, my gosh your braids are so fly.’ That affirmation, that totally changed the game for me in terms of how I interacted in educational spaces.”

“It’s really important for children of color to see people like them in places of power and leadership so that they can aspire to those positions,” added Veronica, a New York City school leader, in the report.

Schools with a Latino or Black principal are more likely to have a greater share of Latino and Black teachers and to have higher enrollment of students of color and low-income students, the report states.

One student interviewed said students might hold back because “they see teachers they can’t relate to.”

The report recommends “strengthening the educator preparation pipeline for future teachers and school leaders of color,” “improving recruitment and hiring at the school district level” and “focusing greater attention on retention, support and career advancement for educators of color.”
