DeVos’ Team: Arizona Could Lose $340 Million For Skirting ESSA’s Testing Requirements

Arizona could lose $340 million in federal funding because the state hasn’t followed the Every Students Succeeds Act’s rules for testing its students, Frank Brogan, the assistant secretary for elementary and secondary education, told the state in a recent letter.

This spring, Arizona allowed its districts a choice of offering the ACT, the SAT, or the state’s traditional test, the AzMerit test, at the high school level.  ESSA allows states to offer districts the option of using a nationally-recognized college entrance exam in place of the state test, but first they must meet certain technical requirements.

For instance, states must make sure that the national recognized exam (such as the ACT or SAT) measures progress toward the state’s standards at least as well as the original state test. They also must make sure that the results of the nationally-recognized exam can be compared to the state test. And they have to provide appropriate accommodations for English-language learners and students in special education. All of this is supposed to happen before the state ever allows its districts the option of an alternate test.

Arizona “hasn’t provided evidence that it has completed any of this work,” Brogan wrote.

The department has other, big concerns about Arizona’s testing system. The state passed a law allowing its schools a choice of tests, at both the high school and elementary level. That is not kosher under ESSA, which calls for every student in the same grade to take the same test, in most cases, Brogan wrote…

Washington, D.C. – Congresswoman Wilson issued the following statement in response to the College Board:

“As a mother and a former educator, I was extremely disappointed to learn that Kamilah Campbell’s SAT score is being challenged after she showed marked improvement in the second exam. It is my understanding that the first test that she took was a practice round for which she had not prepared. Before taking the second test, however, she spent a significant amount of time studying and took an SAT prep course. Her hard work and diligence paid off and she increased her score by about 300 points.

“The College Board, however, is challenging her score and has suggested that Kamilah may have cheated. It claims to “celebrate when students work hard and improve their scores on the SAT,” yet instead of celebrating Kamilah, it is creating a perception that perhaps she’s done something wrong, which is preventing her from pursuing scholarship opportunities.

“I fully intend to look into this matter, but I am very concerned that this incident may send the wrong message to young people, especially those who need more incentive and support than Kamilah to push themselves to excel in school and pursue higher education.”

Few States Want to Offer Districts Chance to Give ACT, SAT Instead of State Test – Politics K-12 – Education Week

The Every Student Succeeds Act may have kept annual testing as a federal requirement. But it also aims to help states cut down on the number of assessments their students must take by giving districts the chance to use a nationally-recognized college entrance exam, instead of the regular state test, for accountability purposes.

When the law passed back in 2015, some superintendents hailed the change, saying it would mean one less test for many 11th graders, who would already be preparing for the SAT or ACT. Assessment experts, on the other hand, worried the change would make student progress a lot harder to track.

Now, more than two years after the law passed, it appears that only two states—North Dakota and Oklahoma—have immediate plans to offer their districts a choice of tests. Policymakers in at least two other states—Georgia and Florida—are thinking through the issue. Arizona and Oregon could also be in the mix.

That’s not exactly a mad dash to take advantage of the flexibility.

Offering a choice of tests can be a tall order for state education officials, said Julie Woods, a senior policy analyst at the Education Commission of the States. They have to figure out how to pay for the college entrance exams, design a process for districts to apply for the flexibility, and find a way to compare student scores on the state test to scores on the SAT, ACT, or another test.

That’s “potentially a lot more work than states are currently doing,” Woods said. “States have to decide what the payoff is for them…”

ESSA’s New High School Testing Flexibility: What’s the Catch?

When the Every Student Succeeds Act passed, one of the things that educators were most excited about was the chance to cut down on the number of tests kids have to take, Specifically, the law allows some districts to offer a nationally recognized college-entrance exam instead of the state test for accountability.

But that flexibility could be more complicated than it appears on paper.

Here’s a case in point: Oklahoma, which hasn’t finalized its ESSA application yet, has already gotten pushback from the feds for the way that it had planned to implement the locally selected high school test option in a draft ESSA plan posted on the state department’s website. In that plan, Oklahoma sought to offer its districts a choice of two nationally recognized tests, the ACT or the SAT. Importantly, the state’s draft plan didn’t endorse one test over the other—both were considered equally okay…

ACT to Offer Test Supports for English-Learners

ACT Inc. has announced that it will begin offering accommodations for English-learners on the ACT, marking the first time that students with limited English proficiency will be able to request extra time and other supports on a national college-entrance exam.

Starting in fall 2017, students will be able to apply through their school counseling offices for several kinds of accommodations on the ACT. They can request as much as 50 percent more time than the three hours (or 3½ if students choose the essay) that are normally allowed for the exam. They can ask to use an approved bilingual glossary or to have test instructions read to them in their native language. They can also ask to take the test in a place that minimizes distractions, such as a separate room.

In the past, ACT has not offered accommodations based solely on a student’s English-learner status. The company decided to change course to eliminate any barriers that English proficiency might create when students take the exam.

The accommodations offer students “an opportunity to demonstrate what they have learned in school, leveling the playing field while not giving the students any special advantages,” ACT Chief Commercial Officer Suzana Delanghe said in a prepared statement when the company announced the change Nov. 14…
