Student Advocate Presents Q3 Report at Working Session

Washington, DC – On Tuesday, June 5, the DC State Board of Education (SBOE) will hold its next Every Student Succeeds Act (ESSA) Task Force meeting at 6:00 p.m. in Room 1117 at 441 4th St NW. Representatives from the Office of the State Superintendent of Education (OSSE) will provide a final update on the proposed design of the new citywide school report card. Task force members will then break out into committee work related to leadership, academic rigor, school resources and funding equity, and school environment.

Members of the public may attend and observe all task force meetings, but are not permitted to speak or participate during these sessions. Individuals and representatives of organizations may submit written testimony or information for consideration by the task force by emailing sboe@dc.gov. The task force meeting will be streamed live via Periscope for those community members who are unable to attend in person.

On Wednesday, June 6, the SBOE will hold its monthly working session at 5:00 p.m. in Room 1114 at 441 4th Street NW. During this working session, the Office of the Student Advocate will provide a quarterly report on their progress assisting District families. Board members will also review proposed draft regulations for credit recovery from OSSE.

The Chief Student Advocate and her team help District families navigate the complex public education system. By supporting and empowering District residents, the Office of the Student Advocate strives to bring equal access to public education. In a continuation of its work with the Board on statewide credit recovery regulations, OSSE will present draft regulations for review. These regulations will be issued for public comment in the coming months.

Members of the public are welcome to attend and observe this working session. However, individuals and representatives of organizations may not speak or participate during the working session. Individuals and representatives of organizations may submit written testimony for consideration by the SBOE. Written testimony may also be submitted by email at sboe@dc.gov.

Make Your Voice Heard on the #ESSA School Report Card

Washington, DC- The DC State Board of Education (SBOE) will hold its monthly public meeting on Wednesday, January 17, 2018, at 5:30 p.m. in the Old Council Chambers at 441 4th Street NW. The SBOE wants to hear the community’s thoughts on the proposed content of a new school report card that will provide the same information about every public and public charter school in the District. The school report card will contain two kinds of data: information that is required by the federal Every Student Succeeds Act (ESSA) and information that is important to the residents of the District. The public may sign up online to testify at this month’s SBOE Public meeting about the school report card. The deadline to sign up is 5:00 p.m. on Tuesday, January 16, 2017. Residents who testify will have three minutes to provide their input and recommendations to the SBOE.

At Tuesday night’s SBOE ESSA Task Force meeting, representatives from the Office of the State Superintendent of Education (OSSE) outlined updates to their content and format proposal for the new report card. Task force members reviewed the proposal and provided comments and recommendations. This proposal was based on feedback from State Board members, community members, and the members of the ESSA Task Force. Over the next few weeks, OSSE will work with the SBOE to finalize the content proposal with the intention that the State Board will vote on the proposal at its February public meeting.

At this month’s public meeting, the State Board will also honor the recently named District Tier 1 public charter schools and organizers of National School Choice Week with ceremonial resolutions.

Individuals and representatives of organizations who wish to comment at a public meeting may also submit testimony via email at sboe@dc.gov. Individuals should furnish their names, addresses, telephone numbers, and organizational affiliation.

Members Will Reconvene in February 2018

Washington, DC – The DC State Board of Education (SBOE) announces that its High School Graduation Requirements Task Force will be taking a strategic pause during the month of January 2018 to take advantage of upcoming information that will influence the task force’s work. Stepping back for a month will allow staff and task force members to reflect on constituent feedback received thus far, as well as consider information from the ongoing investigation of the implementation of high school graduation requirements at Ballou High School and other schools across the city. The results of the citywide investigation being led by the Office of the State Superintendent of Education are expected at the end of January. Members will reconvene in February to continue their work.

“Too often, policymakers race forward with changes without pausing to consider how changing contexts may influence the direction of their work. We are taking the month of January to reflect on the work done so far by the task force, the input we have received to-date and to ensure we consider the outcomes of the ongoing investigation before moving forward,” said Laura Wilson Phelan, Ward 1 representative and task force co-chair.

“Recent developments make the work and forthcoming recommendations of this task force even more critical for our students and families”, said Markus Batchelor, Ward 8 representative and task force co-chair. “The promise of our work together with the broad representation that exists from across the city will be essential in the creation of groundbreaking new opportunities for our students. We want to seize this moment by ensuring our work incorporates new information as it becomes available.”

This task force marks an historic citywide effort to review, analyze and, as necessary, make thoughtful, implementable recommendations to adjust DC’s high school graduation requirements for all DCPS and public charter school students. Under the leadership of Ward 1 representative Laura Wilson Phelan and Ward 8 representative Markus Batchelor, the 26 members of the task force mirror our school-aged population, with half of the task force members living or working East of the Anacostia River. After the pause, the task force will resume its regular meetings with the goal of presenting recommendations to the State Board in the spring.

All task force meetings are open to the public. However, individuals and representatives of organizations are not permitted to speak or participate during task force sessions. District residents may stay involved and provide input throughout this process in a variety of ways. D.C. Stakeholders Comment on Every Student Succeeds Act

As the first deadline to submit state plans under the Every Student Succeeds Act rapidly approaches, community stakeholders in Washington, D.C., voice their support and concerns for how city administrators will implement the new law.

Last November, the Department of Education (DOE) issued two firm deadlines for the submission of ESSA state plans—April 3, 2017 and September 18, 2017. The Education Department will conduct a peer review process of the submitted state plans after each of the deadlines.

Following years of the increasingly cumbersome requirements of No Child Left Behind (NCLB), the bipartisan-approved ESSA allows state-level programs to continue, and even expand, on the progress that educators, parents, and students have made across the nation in recent years.

Today, high school graduation rates are at all-time highs, dropout rates are at historic lows, and more students are going to college than ever before.

Dr. Elizabeth Primas, the project manager for the National Newspaper Publishers Association’s (NNPA) new ESSA grant, is among those touting the strengths of ESSA.

The NNPA/ESSA Media Grant, funded by the Bill and Melinda Gates Foundation, is focused on raising awareness about the education law in the Black community.

“I am excited about the promise of ESSA to effect positive change in our lowest-performing schools, where children have been underserved, undereducated, and for all intent and purposes, forgotten about,” said Primas. “I don’t want to see ESSA derailed by politics before it even gets underway.”

ESSA not only removes many of the federal restrictions regarding K-12 education, returning the authority to states and local school districts, it also requires states to include strategies and innovations in their plans for the nation’s most vulnerable students in the nation’s lowest performing schools.

According Hanseul Kang, the superintendent of the district’s Office of the State Superintendent of Education (OSSE), “only about a quarter of D.C. students are prepared for college and career readiness, and there are serious and persistent gaps among our lowest income students.”

The district’s draft plan states that only “17 percent of its economically disadvantaged students are on track for college and career readiness in mathematics, compared with 54 percent of their peers who are not economically disadvantaged,” said Kang.
Washington, D.C. is one of the 20-plus jurisdictions planning to submit plans by the April 3 deadline. The majority of states are opting for the later submission date.

Although OSSE has complied with the federal requirement for a minimum 30-day comment period, many stakeholders feel that the current plan has issues that should be addressed before the comment period ends at midnight on March 3 and before OSSE’s scheduled submission date of April 3.

At a February 23 community engagement meeting in Washington’s Ward 5, many stakeholders supported waiting until September to allow more input into the plan from the community.

Jeff Schmidt, a D.C. resident and alumna of the University of California at Irvine, is convinced that the district’s plan will harm minority children with its “lower math and proficiency goals for Black and Latino children than for White children for the next 22 years—until 2039. D.C. could easily come up with an education plan that is free of racial pre-judgment,” he said.

David Tansey, a math teacher at McKinley Technology High School in Washington, D.C., is not happy with OSSE’s decision not to include a “well-designed school survey” of high school students as part of its plan.

“McKinley Tech’s typical student grows more than 70 percent [compared to their] peers citywide, the highest level of any DCPS high school,” said Tansey. “OSSE’s plan should not be approved until there is a plan to design and roll out a statistically valid school survey.”

Gary Ratner agreed.

Ratner, the founder and executive director of Citizens for Effective Schools, suggested that, “DCPS should administer the School Climate Assessment Instrument (SCAI) to all DCPS students, teachers and parents. SCAI would be an invaluable tool for identifying each school’s strengths and weaknesses.”

The SCAI can vary in scope from district to district; according to the National Center for Community Schools, the SCAI measures physical, social, affective/emotional, learning and moral indicators when assessing the quality of a school’s climate.

OSSE reported that they met with more than 100 organizations at 50 hosted meetings, before they released their draft on January 30. The ward-based community meetings in Washington, D.C., began February 7 and will end with the last meeting scheduled for February 28. For details, visit the OSSE website at www.osse.dc.gov/essa.
