OPINION: Importance of Educators of Color for Black & Brown Students

I have been a Black student, education policymaker, and now an advocate for providing the best educational opportunities for all our children. One reality that I’ve had to face and embrace through each of these stages in my life and career is that the prevalence of leaders of color like me is a major contributor to educational success and whose lack thereof stifles that potential. As a student of color, those examples helped me thrive; and today they inform my advocacy.

This month, my organization, the National Alliance of Public Charter Schools released its highly-anticipated report, “Identity and Charter School Leadership: Profiles of Leaders of Color Building an Effective Staff” which examined the ways that school leaders of color’s experiences and perspectives influence how they build school culture, parent and community relationships, and effective staff. This needed report affirmed what I and many fellow school leaders of color have witnessed first-hand in schools from New Jersey (where I advised the state Department of Education) to Massachusetts, California, Louisiana, Missouri, Wisconsin, and North Carolina, where school leaders of color were studied. The report’s finding is clear: our children of color thrive with diverse and experienced teachers who understand their challenges and have a personal, unwavering dedication to their success.

Most importantly, our report is instructive as well because it sheds light — through the profiles of three public charter school leaders of color from Louisiana, North Carolina, and California — on the principles that can help match our best current and future teachers with our nation’s students. Three of those principles that resonated with my two decades in education policy are:

First, fill our school leadership pipeline with talented educators of color who come from nontraditional backgrounds and fields of study. But how do we dispel the myth that there are not enough qualified and passionate people of color who can and want to fill this educational pipeline? One way to do this comes from Eric Sanchez, co-founder of Henderson Collegiate — a network of three schools serving elementary, middle and high school in Henderson, North Carolina. Instead of only recruiting future educators from traditional education programs, Eric also recruits graduates from university programs focusing on social justice and ethnic studies. And this encouragement doesn’t end once the teachers reach the classroom — we must provide clear pathways for these teachers to pursue school leadership.

Second, school leaders and education policymakers of all colors must be committed to seeing and promoting diversity as an asset, not a deficit; an opportunity, not an obstacle. Imagine how better prepared our children will be for the world of tomorrow if they have been taught the history behind their identity, the language behind their culture, and the geography behind their journey. While nearly all schools struggle with activating this principle for the benefit of our students, our report demonstrates that public charter schools are making substantial progress where traditional public schools haven’t.

Third, achievement and demonstrated success — not myths, preconceptions, and inherited political biases — must be the basis upon which we support the best educational opportunities for all our children. For example, by their design, public charter schools have the flexibility to create and finetune curricula, teaching methods, and optimal outcomes that traditional public schools do not. So, why would we ever consider putting obstacles in any educational paths that are showing real achievement?

Race and identity of both our educators and students is only one factor in the holistic successes we are all working towards. However, it’s also true that all schools across our country in every community have historically not valued students’ diversity and identity as assets to enrich the education they receive. Public charter schools are making real progress to expose this blind spot and make the needed course corrections to ensure the success we’ve seen for some students are the norm for all.

Hampton Says It Won’t Pay Private School Tuition For Former Student Alleging Racist Bullying

Hampton school officials have rejected a local family’s request for tuition reimbursement after allegations of racist bullying.

The family says their daughter, who is black, was bullied for her race by other students in her third-grade class.

The parents say the school district didn’t do enough to respond. They transferred their daughter to a private school in Massachusetts last month.

They asked the Hampton school board to help cover their new tuition with a reimbursement of the district’s per-pupil cost, under what’s called a manifest hardship designation.

The school board this week rejected that request, according to the family and district, who each declined to provide a copy of the decision.

The district’s lawyer, at a March hearing on the family’s request, had claimed the former student’s rights weren’t violated and argued the hardship designation is meant to cover transfers to another public school.

The family has 30 days to appeal the case to the state board of education and says they’re evaluating their options.

Districts Are Supposed to Use Evidence to Improve Schools Under ESSA. Will They?

Education Week logoThe Every Student Succeeds Act is supposed to bring about a big change in school improvement. The law says states and districts can use any kind of interventions they want in low-performing schools, as long as they have evidence to back them up.

But the provision has some experts worried. They’re concerned that there just aren’t enough strategies with a big research base behind them for schools to choose from. These experts also worried that district officials may not have the capacity or expertise to figure out which interventions will actually work.

Districts, they’ve said, may end up doing the same things they have before, and may end up getting the same results.

“My guess is, you’ll see a lot of people doing the things they were already doing,” said Terra Wallin, who worked as a career staffer at the federal Education Department on school turnaround issues and is now a consultant with Education First, a policy organization that is working with states on ESSA implementation. “You’ll see a lot of providers approaching schools or districts to say, ‘Look, we meet the evidence standard,'” Wallin said…

Nationwide Student Walkouts Planned To Protest Gun Violence

From Maine to Hawaii, thousands of students planned to stage walkouts Wednesday to protest gun violence, one month after the deadly shooting inside a high school in Parkland, Florida.

Organizers say nearly 3,000 walkouts are set in the biggest demonstration yet of the student activism that has emerged following the massacre of 17 people at Marjory Stoneman Douglas High School.

Students from the elementary to college level are taking up the call in a variety of ways. Some planned roadside rallies to honor shooting victims and protest violence. Others were to hold demonstrations in school gyms or on football fields. In Massachusetts and Ohio, students said they’ll head to the statehouse to lobby for new gun regulations.

The coordinated walkout was organized by Empower, the youth wing of the Women’s March, which brought thousands to Washington, D.C., last year. The group urged students to leave class at 10 a.m. local time for 17 minutes — one minute for each victim in the Florida shooting.

Although the group wanted students to shape protests on their own, it also offered them a list of demands for lawmakers, including a ban on assault weapons and mandatory background checks for all gun sales.

“Our elected officials must do more than tweet thoughts and prayers in response to this violence,” the group said on its website.

It’s one of several protests planned for coming weeks. The March for Our Lives rally for school safety is expected to draw hundreds of thousands to the nation’s capital on March 24, its organizers said. And another round of school walkouts is planned for April 20, the 19th anniversary of the Columbine High School shooting in Colorado.

After the walkout Wednesday, some students in Massachusetts say they plan to rally outside the Springfield headquarters of the gun maker Smith & Wesson. Students and religious leaders are expected to speak at the rally and call on the gun maker to help curb gun violence.

At Case Elementary School in Akron, Ohio, a group of fifth-graders have organized a walkout with the help of teachers after seeing parallels in a video they watched about youth marches for civil rights in 1963. Case instructors said 150 or more students will line a sidewalk along a nearby road, carrying posters with the names of Parkland victims.

The walkouts have drawn support from companies including media conglomerate Viacom, which said it will pause programming on MTV, BET and all its other networks for 17 minutes during the walkouts, and students will temporarily take over MTV’s social media accounts.

The planned protests have drawn mixed reactions from school administrators. While some applaud students for taking a stand, others threatened discipline. Districts in Sayreville, New Jersey, and Maryland’s Harford County drew criticism this week when they said students could face punishment for leaving class.

In suburban Atlanta, one of Georgia’s largest school systems announced that students who participate might face unspecified consequences.

But some vowed to walk out anyway.

“Change never happens without backlash,” said Kara Litwin, a senior at Pope High School in the Cobb County School District.

The possibility of being suspended “is overwhelming, and I understand that it’s scary for a lot of students,” said Lian Kleinman, a junior at Pope High.

“For me personally this is something I believe in, this is something I will go to the ends of the Earth for,” Kleinman said.

Other schools sought a middle ground, offering “teach-ins” or group discussions on gun violence. Some worked with students to arrange protests in safe locations on campus. Officials at Boston Public Schools said they arranged a day of observance Wednesday with a variety of activities “to provide healthy and safe opportunities for students to express their views, feelings and concerns.” Students who don’t want to participate could bring a note from a parent to opt out.

Meanwhile, free speech advocates geared up for a battle. The American Civil Liberties Union issued advice for students who walk out, saying schools can’t legally punish them more harshly because of the political nature of their message. In Pennsylvania, Wisconsin and Texas, some lawyers said they will provide free legal help to students who are punished.

Report: States Struggle With ESSA’s Requirements for Foster Children

Education Week logoAdvocates for children in foster care had good reason to cheer the passage of the Every Student Succeeds Act two years ago. The new law requires schools to break out student achievement data for foster care students so that the public can see how they are doing relative to their peers.

And it calls for students in foster care to be able to stay in their “school of origin” (a term the law did not define) even if it’s no longer their neighborhood school. The state must work with school districts and local child welfare agencies to provide transportation. The transportation was supposed to be in place one year after the passage of ESSA.

So how are state agencies doing with that transportation requirement? The Chronicle of Social Change explored that question and found a mixed picture….

How Do ESSA Plans Stack Up on Using Evidence in School Improvement?

Education Week logoThe Every Student Succeeds Act allows states and districts to come up with their own interventions for struggling schools, with the caveat that improvement strategies have to some sort of evidence to back them up.

So how strong are state ESSA plans when it comes to school improvement? It’s a mixed bag, concludes a report released Friday by the Evidence in Education Lab at Results for America, a non-profit organization that studies school improvement.

The good: Almost every state, €”46 out of the 51, including the District of Columbia, €”included at least some one “promising practice” for building and using evidence in their plans. Eleven states were stand-outs in this area: Connecticut, Delaware, Indiana, Iowa, Massachusetts, Minnesota, New Mexico, Ohio, Oklahoma, Rhode Island, and Tennessee.

Nine states, €”Connecticut, Delaware, Indiana, Massachusetts, Minnesota, New Mexico, Oklahoma, Rhode Island, and Tennessee, €”pledged to distribute federal school improvement dollars at least in part on the strength of school and districts’ plans to use evidence-based interventions…

State ESSA Plans ‘Not Encouraging’ on Equity, Education Trust Says

Do state plans for implementing the Every Student Succeeds Act do enough to shine a spotlight on historically disadvantaged groups of students—and do they give schools the tools they need to improve outcomes for those children?

“What we are seeing so far is not encouraging,” concludes a report from The Education Trust, a Washington-based organization that advocates for low-income and minority students. “For all the talk about equity surrounding ESSA, too many state leaders have taken a pass on clearly naming and acting on schools’ underperformance for low-income students, students of color, students with disabilities, and English learners.”

Education Trust, whose executive director, John B. King Jr., served as President Barack Obama’s last secretary of education, reviewed the 17 ESSA plans submitted to the department so far, as well as the 34 that have been submitted. It found that:

  • In general, states picked indicators that get at whether students are learning, including chronic absenteeism, college and career readiness, and on-track graduation. But some states picked so many indicators that it will be that there’s a “real risk” schools won’t have the incentive to improve on any of them, the advocacy group said. Example: Connecticut and Arkansas each have more than 10 indicators. Plus, some states, including Louisiana, have proposed indicators that aren’t ready for rollout yet…

Happy almost Thanksgiving, and welcome to the second installment of Answering Your ESSA Questions!

…on to our next question, which deals with ESSA funding. It comes from Sarah Boder, the director of policy & affiliate relations at the North American Association of Environmental Education.

Boder wants to know: “What’s the latest timeline for distribution of Title IVA funds to states? Are they able to receive funds as soon as their plans are approved? Do you have any sense of how many states will opt to administer those grants competitively, given the smaller appropriation?”

First off, what exactly is Title IV? And what does Boder mean by a “smaller appropriation”?

ESSA cut dozens of programs in the U.S. Department of Education and combined them into one giant block grant districts can use for everything from safety and health programs to arts education to Advanced Placement course fees. The program was supposed to get about $1.6 million annually, but Congress only provided $400 million for fiscal 2017. To help districts get more bang for their buck, lawmakers gave states the option to compete out the funds. They could also choose to dole them out by formula, with the goal of giving each district at least $10,000…

Betsy DeVos: All ESSA Plans Are In, Complete, and Ready for Review

All 50 states and the District of Columbia have now submitted their plans for the Every Student Succeeds Act, and U.S. Secretary of Education Betsy DeVos and her team are ready to examine the dozens of plans submitted by the second deadline last month.

Thirty-four states and Puerto Rico turned in their ESSA plans in September and October. (The official deadline for submitting plans was September 18, but hurricane-ravaged Alabama, Florida, South Carolina, and Texas got extensions). And all of those plans have now been deemed “complete” by the feds. That means the plans aren’t missing key details, at least according to the department’s initial review…

Innovation, Civil Rights, and DeVos Focus of Senate ESSA Hearing

State education chiefs at a Senate hearing Tuesday outlined how they are using the Every Student Succeeds Act to initiate and expand on efforts to improve college- and career-readiness and help low-performing schools. Senators, meanwhile, expressed concerns along partisan lines about the proper balance of power between Washington and the states. 

Congress has been mostly silent this year on public school policy in terms of hearings and other events. But Tuesday’s hearing at the Senate education committee allowed for Candice McQueen of Tennessee, Christopher Ruszkowski of New Mexico, and John White of Louisiana to share their approaches to ESSA and how it was affecting their approach to public school more broadly.

Sen. Lamar Alexander, R-Tenn., the committee chairman, specifically praised the states represented by the chiefs testifying at the hearing. For example, he highlighted his home state of Tennessee’s work under ESSA to determine whether students are ready for the military or the workforce after high school, not just college. He also gave a thumbs-up to New Mexico for increasing access to services ranging from extra math help to early education through its ESSA plan…
